Acquisition Plan Action ID: 36C250‐20‐AP‐1800

1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell VA Medical Center

PR 553‐20‐2‐081‐0194

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This purchase request is for an Eppendorf epMotion 5075t NGS pipetting instrument for Research Service at John D. Dingell VA Medical Center. The epMotion will be used to carry out high volume, repetitive pipetting of research samples of DNA for next generation sequencing (NGS).

The estimated cost is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

We are requesting to purchase the Eppendorf epMotion 5075t NGS system (referred to hereafter as the epMotion). The epMotion is designated as 5075t NGS because it is specifically configured for Next Generation Sequencing (NGS) that we will carry out on our existing MiSeq system. The epMotion is a pipetting‐sample preparation robot. The epMotion will carry out automated liquid handling in coordination with unique software features in the instrument to allow use of existing kits. The basic system has an integrated Eppendorf ThermoMixer to mix, heat or cool samples and reagents, and a thermal module on deck position C2 for additional temperature control. This feature is essential because sample preparation has steps that must be carried out at different temperatures. A gripper is present for labware transport within the instrument and 2x single‐ and 2x 8‐channel pipetting tools will allow coverage of a volume range from 1 to 300 µL. These features are essential because each step of pipetting requires a different volume and the gripper exchanges the pipetting tools via instructions programmed in the software. The epMotion also will pipette samples into Thermoadapter 96‐well plates, Rack ILMN tubes, ReservoirRack pipette tips or Eppendorf Magnet Adapter FLX tubes. This feature is essential because the NGS sample preparation requires sample input into several different types and sizes of containers for sample preparation.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted via VIP, FPDS, NAC, GSA, and the internet. Alternative products were not deemed acceptable, but several distributors of the brand name product were found.

Therefore, this will be competed as a brand name only RFQ on beta SAM.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
