1. RFP Questions and Answers (Q&A) begin on page 2.

WORKSTATION ON WHEELS CLEVELAND

FINAL QUESTION AND ANSWER

1. Q. In the RFP it calls for a 5th wheel steering caster. The 5th wheel technology is a unique feature to a specific manufacturer for Steer Assist control. Can other technologies be considered to accomplish the same Steer Assist control?

A. The 5th wheel is meant for stability and safety while navigating with the cart. If there are other options and they satisfy the need, they can be considered.

2. Q. Win 10 and the Cerner software typically requires 16GB memory. Should we still only quote 8GB?

A. 8GB is the minimum requirement. They can quote both 8 and 16.

3. Q. Would the Government please clarify that the evaluation criteria is best value, and please specify the relative importance of each evaluation factor? The RFP at Section 5 reads “This will be evaluated by best value,” however the Q&A in Amendment 1 reads “…the lowest price best technically acceptable option will be the one selected.”

A. Of those offerors who meet or exceed the requirements with each line item specified will determine the best value, at which point those vendors who meet that criteria will be evaluated. Each line item must meet the technical specifications. If they don’t meet the technical specifications, they will not be considered for award. There is no value weighted on each factor; they must meet all technical specifications, have a satisfactory past performance record in CPARS, have a fair and reasonable price, and be able to perform the delivery required. The company that meets or exceeds all these evaluation factors and has the lowest price of all the quotes submitted, will win the award.

4. Q. If the evaluation criteria are best value and technical/price trade-offs are to be made, would Government please specify whether any of the Salient Characteristics are optional?

A. All technical characteristics must be met of the specified line items. Technical characteristics are not optional, they are a need of the Government.

5. Q. Regarding the SOW at Section VIII, Training: Would the Government please clarify that the 7 days of in-service training only needs to be performed one time in the Base Period, which would be at the time of the first delivery of 10 carts?

A. Once carts are assembles/completed and operational, with the first shipment of 10, face to face clinical (operator) training for end users will occur for a period of one calendar week, Monday through Sunday, then, if needed, will continue to occur (four days a week for the following two weeks: M-Th/T-F). Dates and times within this window, will be determined by facility/section management to ensure all shifts are given the opportunity for training. Base year ONLY.

6. Q. Regarding the SOW at Section VII, Delivery: Will the option year carts (50 carts per year) be shipped in the same increments as base year 70 carts, 10 carts a month for 5 months?

A. Yes. Option years will be comprised of “up to” approximately 50 carts per option year, and these will be specific to each line item, not carts complete as a whole. This determination is to be made at the beginning of the start of each Period of Performance, however is subject to change based on facility needs.

7. Q. Regarding the SOW at Section VIII, Training: Would the Government please clarify that the 7 days of in-service training only needs to be performed one time in each Option Period, which would be at the time of the first delivery of 10 carts?

A. Training will remain an option to be exercised if required, regardless if it’s the first 10, next 25, or the final 15 (or any given combination of quantities) until option year limits have been met within each Period of Performance, however will only be applicable with option year renewals. Ongoing training, with each option year, will initially be determined prior to the award of the next option year as to whether it will be required or not, but will be subject to change based on facility needs.

8. Q. Regarding the SOW at Section VII, Delivery: Would the Government please confirm the shipper/vendor can use government-supplied pallet jacks to unload the truck?

A. Vendors are typically required to supply their own offloading equipment such as pallet jacks when making deliveries, VA cannot guarantee one will be available for immediate use.

9. Q. would like to provide the Government a response on Solicitation Number: 36C25019R0118 | Workstation on Wheels Cleveland. We are requesting a 3-day extension, so we can provide all the required information. Please let me know if you can grant the extension?

A. One extension has already been granted through June 14, 2019.

10. Q. You also should remember that VA will awards to an SDVOSB prior to a large company based on the ruling.

A. This solicitation is not a set-aside, and there is no tiered evaluation being used, therefore the award will be made to the company that gives the best value to the government.

The non-manufacturing rule class waiver list does not contain: NAICS Descriptor 334111, PSC 7021, and NAICS Descriptor Workstations, computer, manufacturing, therefore this solicitation could not be a set-aside.
