QUESTION AND ANSWER

1. Q. Section 5 Evaluation - Would the Government please clarify how "Comparing Price" will be evaluated. Section 2 Special Note estimates 250 units per year. Will prices be evaluated at that quantity for the base period and each option period?

A. If multiple vendors offer the same/similar products at a different price, the lowest price best technically acceptable option will be the one selected. Prices will be evaluated at the quantity for the base period and each option period.

2. Q. Section 5 Evaluation - Would the Government please clarify how "Delivery" will be evaluated. Section 2 Special Note estimates 250 units per year, and Section 3. SOW item III estimates "twenty every four-weeks", and Section VII Delivery and Shipment Information item ii refers to a staggered shipping schedule "regarding 70 WOWs." How will the Government determine best value in this regard when there are no offeror response instructions to address delivery capabilities?

A. Delivery would be evaluated on the ability to meet the need to ship the 10 requested WOWs each month for the first 7 months (RFQ states 5 months, which is an error) and meet potential short notice requests during the option years. This has been amended in number 2. Of the SF30.

3. Q. Section 5 Evaluation - Would the Government please clarify how Past Performance will be evaluated? There are no offeror response instructions to provide past performance information, such as 3 to 5 references for contracts of similar size and scope that have been completed in the past 3 years.

A. The Government will be evaluation Past Performance via Contract Contractor Performance Assessment Reporting System (CPARS).

4. Q. SOW 3.V. - Would the Government please clarify the required warranty term length for the carts in CLIN 0001? SOW Section 3.V. reads "...provide a minimum warranty of a year or better…," however the Price Schedule CLIN 0002 reads "5-year extended warranty."

A. CLIN 2 is referring to the cart itself. The mention of a minimum of 1-year warranty is on the external components that attach to the cart (signature pad, keyboard, etc.)

5. Q. SOW 3.V. - Would the Government please clarify the required warranty term length for each accessory? For example, SOW Section 3.IV. for the required PC, Monitor, Keyboard, and Mouse is silent about warranty term length, however the Signature Pad sets forth a "a one-year support and warranty."

A. One year on external components.

6. Q. SOW 3.V. - Regarding the requirement for "on-site maintenance for unscheduled repairs within 24-48 hours for all carts and electrical components," would the Government please clarify that the "electrical components" are cart components? That is, please clarify that technology accessories such as the PC and monitor are not included in "electrical components."

A. This is referring to the electrical components of the cart, mainly the height adjustment controls, locking mechanism for the wheels (if available), power cord, and any internal motherboards.

7. Q. Price Schedule CLIN 0002 - Would the Government please clarify that CLIN 0002 applies only the cart and cart components? That is, please clarify that CLIN 0002 does not apply to each accessory item.

A. CLIN 2 is for the cart only.

8. Q. SOW 3.IV.a. - Does the Government require Motorized LCD height adjustment on the carts?

A. No requirement for motorized LCD height adjustment, however the monitor shall be mounted on a Video Electronics Standard Association (VESA) mount.

9. Q. Does the Government require Motorized LCD height adjustment on the carts?

A. There is no requirement for electronic locking storage.

10. Q. SOW 3.IV.a. - Does the Government require front, side, and rear handles for easy cart control from any direction?

A. There is no requirement for side or rear handles. However, a front handle is required.

11. Q. SOW 3.IV.a. - Does the Government require premium 5" dual wheel casters?

A. The Government prefers the premium 5" dual wheel casters, however they are not required. 5" is the standard we've seen on the majority of carts like these.

12. Q. SOW 3.IV.a.xvi. - Would the Government please clarify the requirement for "powered push handle"? Is this a front handle(s) that the clinician would use to push the cart?

A. A handle on the front used for navigation that has a button of sorts that will lock the cart in place when it is not held in. That way, we don't have carts rolling down hallways. The button would engage the wheels and allow them to move.

13. Q. SOW 3.IV.b.i - Would the Government please clarify that a current 8th Generation i5 processor will be acceptable? The Government has specified an End-of-Life Intel processor.

A. This is the minimum requirement. Anything beyond the 4th generation i5 would also be acceptable.

14. Q. SOW 3.IV.b.iv - Would the Government please clarify that a current 9560 wireless card will be acceptable? The Government has specified an End of Life Intel 8265 Wireless card.

A. This is the minimum requirement. Anything beyond would be acceptable.

15. Q. SOW 3.IV.b.v - Would the Government please clarify that Windows 10 will be acceptable? Windows 7 is not supported on the current generation of Intel processors.

A. W10 is acceptable. We requested the ability to operate W7 because when the SOW was written, W10 had yet to be rolled out within Cleveland. It has since been rolled out and W10 is now approved for use.

16. Q. SOW 3.IV.e.ii - Would the Government please clarify that a smart card reader separate from the keyboard will be acceptable? Price Schedule CLIN 0008 and 0009 require separate pricing for each of these accessories. Smart card readers can be mounted safely, securely, and conveniently on the cart separate from the keyboard so as not to interfere with any other cart component or accessories.

A. Separate is acceptable. Within the SOW, we just ask that whatever smart card reader is provided does not interfere with movement of the keyboard tray.

17. Q. SOW 3.VIII.A - Regarding the requirement for "Training shall be offered 7 days a week for the first week…", would the Government please clarify what time frame the "the first week" is referring to? Would one week of training per year of the contract meet this requirement?

A. The first week would be the first week carts are delivered and deployed, keeping in mind that there will be multiple waves of deployment based on the delivery schedule.

18. Q. SOW 3.VIII.A - Would the Government please clarify how many days of training and how many shifts are required for the Ongoing Annual Training?

A. The training required would be prescheduled with the vendor and the Cleveland VAMC. Likely during the day shift (although an evening shift could be required based on need). On-going annual training would be determined as needed.

19. Q. Are you able to provide some clarity around the way this solicitation should be quoted out?

A. Please give the 1 EA price of each item indicated within the schedule, for the base and each option year. This can be done as a quote and or done on the schedule provided. You may give an estimated total for all as well.

20. Q. Are you looking for one base year plus for option years, 250 carts per year OR are you looking for 70 carts?

A. 70 carts year 1 with the option to procure up to 50 carts in each of the additional 4 options years. So, the actual potential total is up to 270 carts. Please give the 1 EA price of each item indicated within the schedule, for the base and each option year. This can be done as a quote and or done on the schedule provided.
