The purpose of this amendment is to extend the proposal due date, to replace the Specifications, to correct a Note on a drawings sheet, to provide the pre-proposal sign in sheet, and to post submitted questions and answers.
1. The proposal due date is changed to 24 April 2019 No Later Than 2:00 PM EST.
2. Attachment 2 Specifications are replaced, see attached. Divisions 21
- 28 have been updated in the Specifications.
3. Attachment 3, Drawings, Sheet 2-E4- Second Floor Plan - Signals, General Note A - Change room to 202.

5. See below answers to the submitted contractor questions.
QUESTIONS AND ANSWERS
Q1. Please provide the insulation SPEC for HVAC piping and ductwork.
A1. Attachment 2, Specifications in the solicitation are being replaced by “Revised” specifications (see attached) to the solicitation. Divisions 21 – 28 have been updated in the Specifications.
Q2. Can you please tell me if this project scope includes “Prevailing Wage” rates that apply?
A2. Yes, this project shall use the prevailing wage rates, See Attachment 1 of the solicitation, WD OH190082 dated 02/15/2019.
Q3. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
A3. After award of the contract the awardee will receive a tax-exempt form.
Q4. Will the Government provide comprehensive written badging requirements for the project if badging is required?
A4. Yes, the Government will assist in the badging process.
Q5. Where will the designated parking area be for workers accessing the construction site?
A5. There is no official designated parking on the Cincinnati VAMC nor are contractors allowed to park on the campus due to limited parking capacity.
Q6. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
A6. There is no specific scheduling software necessary as long as the submitted schedule meets the requirements set forth in the specifications.
Q7. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
A7. Yes. A fire watch will be required any time the fire suppression system is not operational. This will be the contractor’s responsibility during work hours but will be conducted by the VA Police during off hours.
Q8. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
A8. The entire fire alarm system shall be provided by the local branch office of Honeywell, Inc. and tied into existing Building 1 System for mass notification voice communication and alarm/trouble addressable annunciation. James Gill, james.gill@honeywell.com, 513-497-6668.
Q9. Has the work area been checked for asbestos?
A9. No, this is new construction. The adjacent structure was constructed in 2013. There should be no ACM’s.
Q10. What is the Governments’ policy if asbestos products are encountered during construction?
A10. Not applicable, see Q9 (above).
Q11. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
A11. The VA has in-house IH&S who can test suspected materials.
Q12. Who is responsible for the utility locations?
A12. The surveyor shall research available public records for all mapping, monumentation, plats, governmental surveys etc. that may pertain to the subject property. Research all applicable public utilities for substructure data such as sewers, storm drains, water lines, electrical conduits etc.
Q13. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
A13. There will not be any price escalation consideration on this contract.
Q14. Describe any and all tasks that may be required for this project as it relates to infectious control?
A14. A copy of the Infection Control and Risk Assessment (ICRA) for the project is attached which provides all of the required precautions that must be taken during construction. Please keep in mind the nature of the work when reviewing the ICRA. Since the project is new construction, some of these precautions will only apply when there is work taking place in the existing clinical space in the basement or on the 1st floor.
Q15. What is the level of infectious disease control rating for this site?
A15. While the current ICRA shows a Class III/IV, it is being upgraded to a Class IV since the 1st floor of the CLC is now occupied and because we anticipate that the new clinical space in the basement will be at or near completion when construction begins.
Q16. Can another site visit be scheduled for this project since the original one was so close to the solicitation announcement?
A16. No additional site visits will be scheduled for this project.
Q17. Can the SSHO on this project also be the same person as the onsite super or project manager?
A17. Yes. The VA does not have any requirement in place that would prevent the Project Superintendent from being the SSHO.
Q18. Who is responsible for the HVAC controls on this project, and who is the point of contact?
A18. Per the specifications, a complete new stand-alone direct digital control system shall be provided under this project to serve the new equipment and renovated areas of this project. The system shall be a BACNet capable Direct Digital Control System utilizing electric actuation, and shall be tied into the existing Hospital Johnson Controls Metasys Building Automation System, including all graphics, trends, alarms, etc. The contact for JCI is Dave Taylor, dave.a.taylor@jci.com, 513-673-1545.
