QUESTIONS/ANSWERS
01.On the SF 1442, it asks for one original and one copy of the submission. On page 6 of the solicitation, it only mentions the original submission. Please confirm if a copy is required. Thank you.
Response: An original is only required.
02.On the Pre-Award Contractor Safety and Environmental Record Evaluation Form, it asks for copies of the OSHA 300 and OSHA 300A forms for 2019. Will interim forms and numbers be acceptable for this requirement? Thank you.
Response: The Safety and Environmental Record Evaluation Form will replace the Safety and Environmental Record Evaluation Form previously published (see attachment)
03. On Drawings 14QF102 & 14QF103 Equipment Plan & Schedule, in the equipment schedules there are FR80 Freezers and MV Microwaves that do not indicate who is responsible to supply/install these items. Please provide either VV or CC to indicate who is to supply/install the Freezer 80 and Microwave on the second floor from sheet 14QF102 and who is to supply/install the Freezer 80 on the third floor on sheet 14QF103.
Response: All Freestanding Freezers are to be supplied and installed by owner, VV. Microwave ovens are to be supplied and installed by owner, VV.
04. Please confirm that this project was designed with LEED certification.
Response: Project was designed following LEED guidelines and is seeking full LEED certification. See Sheet 14G001 and Spec Section 01 81 11.
05. Will a LEED consultant be appointed by the VA to manage the certification process of this project? Or is it the intent of the VA to have the Prime Contractor hire a LEED Consultant to manage this process?
Response: John Poe Architects has been contracted by the VA to manage the LEED certification process. It is the Prime Contractor’s responsibility to manage and meet all construction-related LEED objectives of the project. See Spec Section 01 18 13 1.1.B:
Contractor is responsible to maintain and support these objectives in developing means and methods for performing work and in proposing product substitutions or changes to specified processes.
06. Will the VA pay for and obtain the final LEED Certification and fee(s) at the completion of the project? Or is it the intent of the VA to have the Prime Contractor include this in their bids?
Response: The VA will pay for and obtain the final LEED Certification at the completion of the project. These costs should not be included in bids.
07. Per Spec Section 14 21 00-2, “D. All electric traction elevators shall be the product of approved manufacturers.” Please provide a list of approved manufactures.
Response: Bid is open to all elevator manufacturers that are capable of meeting project specifications and configuration.
08. Elevator Sump Pump indicated on 14A332 says “See plumbing for sump” however, there is no sump pump (new or existing) indicated on the plumbing drawings. Is there an existing sump pump in the hoistway pit? If not, is a new sump required to be installed?
Response: Sump has been installed in previous construction phase. No work required in this current project phase.
09. 14AF601 indicates that the walls of the new elevator (EL-3) are to be PL-1 (plastic laminate). Please confirm this is correct or provide material for elevator wall.
Response: Elevator wall panels are to be a combination on Stainless Steel and Plastic Laminate as defined in spec 14 21 00: Electric Traction Elevators, paragraph 2.52.
10. Who is to is the VA or the Prime Contractor to furnish and install the walk-in cooler (Rm 205) and walk-in freezer (Rm 309), as the Drawings and Specs do not indicate this.
Response: Contractor is to provide and install Walk-in Cooler and Freezer. See specification section 11 41 21: Walk-in Cooler and Freezer. Details on 14A501 refer to walk-in manufacturer who will be sub-contractor to the General Contractor.
11. Does the VA have a preferred manufacturer for the walk-in coolers and freezers? If so, can you provide the manufacturer?
Response: No preference, but project parameters and configurations must be followed.
12. Please provide Division 04 Masonry Specs, as there is not one included in the documents.
Response: See Addendum 01 -Masonry. Specifications have been provided.
13. Please provide hours that work can be performed and constraints/limitations.
Response: See Specification Section 01 57 19: Temporary Environmental Controls for working hour constraints. Work that does not exceed noise restrictions can be conducted prior to 8:00 AM or after 6:00 PM through coordination with COR. Work within first (1st) floor shall be completed on 1st shift.
14. Page 6 requests the inclusion of a fully completed Calculation of Self Performed Work. Please include the form for this in the next amendment.
Response: The form is not required.
15. Sheet 14S302 – Section Detail 13 – Note refers to section 12/14S301 which does not exist. Should the section be 20/S302?
Response: 12/S302.
16. Sheet 14S103 shows section-cut 7/S301 in the bottom southeast corner. On sheet 14S301, section detail shows a cantilevered slab that supports a curtain wall. Does this apply to this building? On sheet 14A201, exterior elevations 4/A201 and 3/A201 do not show a curtain wall. Was this detail left over from the previous bid drawings and the curtain wall removed along these two walls? Is the cantilever still to be installed as shown? This also applies to detail 30/S303 as shown along the South wall on Sheet 14S103.
Response: 7/S301 and 30/S303 do not apply. Cantilever is not in project. Edge of slab 8’-2 3/8” south of column line “C”
17. Sheet 14S301, section details 1, 2, and 3 call out “brick see arch” for the exterior façade. The exterior façade is a metal panel system, correct?
Response: Façade is a metal panel system.
18. Sheet 14S302, section detail 14 calls out brick for the exterior façade. The exterior façade is a metal panel system, correct?
19. Sheet 14S303, section detail 24 calls out brick for the exterior façade. The exterior façade is a metal panel system, correct?
20. Sheet 14S103, section-cut directly east of the existing elevator calls out 18/S302. Should it be section detail 19/S302?
Response: Detail 18/S302 is correct as indicated.
21. Sheet 14S103, keynote 12 calls out detail 31/14S103 for beam connecting info. Should it be detail 31/14S303?
Response: The correct detail callout in keynote 12 is 31/S303.
22. Sheet 14S301 – detail 5 and sheet 14S302 - detail 16 use the term Girder for the Beam reinforcing detail. Are we to assume Girder and Beam are interchangeable for this project and not an additional structural member detail?
Response: The correct detail callout in keynote 12 is 31/S303.
23. Sheet 14S104, section detail 1/S301 is called out in the northeast corner. Should it be detail 2/S301?
Response: Yes, 2/S301
24. Sheet 14S303, detail 28 calls out “metal panel see arch” and points to a future beam addition. Can the metal panel system be drawn or provided as it bypasses the beam/slab end condition? Also, detail 28 calls out “CFMF see arch”, where is this attachment detail located in the architectural drawings?
Response: CFMF is a delegated design element.
25. Sheet 14S302, detail 18 and 19 illustrate the new concrete structure tying into the existing structure with a coupler connection at the top through the floor reinforcement. Should a connection be made at the bottom and/or midpoint?
Response: Provide connections as indicated.
26. Sheet 14S303, detail 29 illustrates the parapet condition where the new building meets the existing building. Sheet 14A311, section 1 illustrates the parapet condition. Should detail 29 further illustrate this connection with greater detail?
Response: Detail 29/S14S303 is adequate for structure.
27. The structural drawings call out “DSI’s 1-3/8” and 1-3/4” Grade 150 ASTM A722 Threadbar” for the column reinforcement. According to a P.E. at DSI, that particular type of reinforcement is primarily used in post-tensioning and precast concrete applications. The recommended grade of material for this application would be “DSI’s #11 and #14 Grade 100 ASTM A615 Threadbar.” Can we proceed using the manufacturer’s recommended reinforcement for the purposes of this bid?
Response: Install size and grade of column reinforcement in accordance with the column schedule.
28. Structural detail 14/14/S302 shows using rebar couplers where there is existing CMU or concrete, and overlapping bars where there is new concrete construction. Please confirm that couplers are only required at the tops of parapet walls as call out, and doweling into the existing concrete columns or deck is not required?
Response: Correct.
29. Section 1/14A311 Note 7.66 calls for rigid insulation between the new and existing building. Please confirm if the extent of this insulation is only above the doorway, around the doorway (provide width), or the whole length of the wall?
Response: Intent of rigid insulation above door is to provide a thermal barrier around building expansion joints – both horizontal and vertical. See Details 6 & 7 on Sheet 14A501 for more information. Rigid Insulation should extend a minimum of 3’-0” from all building expansion joints.
30. Sheet 14G001 Note 8 (and various details throughout the Architectural plans) indicate fire treated wood blocking for all wall mounted items. However, Sheets 14A102 and 14A103 General Note 2 states to use sheet metal blocking for all wall mounted items. Can we use Contractor’s option for either method to be used?
Response: General Note 3 does mention metal blocking. Either option may be used.
31. Sheet 14AD102 Detail 1 shows Note 2.14 on the North end of the building. This item is missing on the description list. Please provide what Note 2.14 indicates?
Response: Note 2.14 reads:
Remove existing walls, type E2.0. See sheet A001 for wall type description.
32. Sheet 14A103 Note 10.06 Recessed FEC is indicated outside Men 321. Is this Note missing outside Equipment 308 along Corridor 305 as required by Code?
Response: Note 10.06 is missing from the following locations:
· Lab 213 near door 224.
· At end of Corridor 201 near window D on South end of wall.
· Outside Equipment 308.
· In Lab 314, on West side of opening to Equipment Corridor 310.
· In Lab 314, at chase between Dark Room 307 and BSL2 316.
· In Corridor 301 just North of Future Elevator 1, across from door 319A.
Note 10.06 is incorrectly placed in Lab 314 near Hood Alcove 317. FEC should be located in chase wall. Cabinet is too deep to fit within a 3-5/8” stud wall.
33. Sheet 14A402 all of the Elevation Detail’s room numbers are incorrect. Should they be as follows:
Detail 19 should be HAC 222 in lieu of 207?
Detail 21 should be Conference 207 in lieu of 214?
Detail 22 should be Walk-in Cooler 205 in lieu of 216?
Details 23 and 24 should be BSL 2 Lab 203 in lieu of 217?

34. On Detail 4/14A311, should the Note 8.05 pointing to the windowsill, be Note 6.04 Solid Surface Sill?
Response: Yes.
35. Are funds presently available for this project?
Response: Yes
36. Is the contractor to furnish and install the Bio Safety Cabinets, Steam Sterilizers and Glass wash cleaners as stated on the equipment schedule?
Response: Yes, all items noted “CC” are contractor furnished contractor installed.
37. For the purpose of creating a CPM schedule, what is the expected date of Award and estimated NTP date?
Response: Award is estimated one (1) month after bid opening provided responsive bids are received. Notice to proceed is estimated to be provided one (1) month after award.
38. Does the project require a dedicated SSHO or can this position be dual hatted with another onsite position?
Response: Yes, the SSHO can have other duties per spec 01 35 26: Safety Requirements, paragraph 1.7.
39. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Response: The VA is interested in and open to the use of construction management software, including Procore, pending the approval of funds for licenses and approval for use through our OIT department. To ensure timely responses to RFI’s, the VA cannot guarantee use of construction management software at this time.
40. Can the sustainability construction and certification clauses be removed?
Response: No.
41. Has the work area been checked for asbestos, if so can the report be published prior to bid?
Response: The existing building 14 was constructed within the last 5 years. No asbestos is expected to be present.
42. What is the Governments’ policy if asbestos products are encountered during construction?
Response: If suspected hazardous materials are discovered, stop work and contact the COR for further directions.
43. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
Response: Testing will be by a separate service obtained by the VA.
44. Is there an existing warranty on the roof, if so which manufacturer holds the warranty?
Response: Yes, there is a warranty on the roof from Johns Manville.
45. Who is the manufacturer of the existing elevator? Is there a service contract in place with them?
Response: There is no existing elevator in Building 14.

46. Specifications do not include masonry. Please issue spec sections as applicable
Response: Masonry specifications have been included in Addendum 01.
47. Amendment/Modification Number 0001 references “See attached document: 539-327 ARC Phase 3 Drawings Revised 10-21-2019.” at the end of the document. This set of drawings is the same as the two-part set that were originally posted on FBO under “Solicitation 1” Is this correct given there were no changes or should a more recent set been issued?
Response: The new drawings set includes sheet MH102 which was omitted from the previous set.
48. 14A121 and 14A122 Bid Items 2 and 3 have doors 314a and 314b that are not on the schedule. 314a is exterior type on Bid Item 2 and interior on Bid Item 3. Please clarify what is need for these doors.
Response: See attached Door Schedule – Bid Item 2 and Door Schedule – Bid Item 3 for further information.
49. 14A121 shows a door 300 that is not on the schedule. Should this be 302?
Response: See attached Door Schedule – Bid Item 2 for further information.
50. 14A601 door 302 is listed as existing but the cut section makes it look like it is a new opening. Is 302 a new or existing opening?
Response: Door 302 is a new door. The second and third column of the Door Schedule lists the Rooms on both sides of the door. One side is an existing building/room (EXIST) and the other is Room 302. All other fields of the Door Schedule show the door as a new door.
51. 14A601 door 312 changes from interior to exterior on Bid Items 3 and 4. This is not indicated on the door schedule. Please clarify what is wanted for this to become an exterior door.

52. 14A122 and 14A123 show a door 301 from Corridor 301 to Storage 312. This door is not listed on the door schedule.

53. 14A122 There is not a door number for opening into room 315 BLS 2. Should this door be 316 as indicated on the original floor plans?
Response: Door should be number 315. See attached Door Schedule – Bid Item 3 for further information.
54. 14A601 List doors 205 and 309 as wood doors in HM frames. These doors are at coolers. Please clarify.
Response: Doors and frames are specified in the Walk-in spec and are to be provided by the walk-in manufacturer. Doors are not wood.
