Solid Waste Disposal and recycling questions:
Cincinnati VAMC:
1. Building 1: Page 7 on the Collection schedule shows (2) 8yd recycling containers are required and that the cardboard dumpster is serviced five times per Week, is the co-mingled recycling also serviced five times per Week. Yes, both are picked 5 times per week on the same days.
1. Building 3: Is the 8yd at Building 3 for trash? Correct, this is a trash container.
1. Is there flexibility with the designated service days? There is limited flexibility it depends on the service item. The compactor will be picked up on the existing days. On the single day a week the dates ARE flexible. The schedule spacing is to allow sufficient time for trash buildup. Indicate which containers and days you propose.
1. Page 8 section d, Building 64 – Is listed under Cincinnati, but I believe this service requirement related to Fort Thomas, please confirm. Fixing SOW language, yes bldg. 64 is part of Ft. Thomas collection.
Columbus VAACC:
1. Page 6 of Collection Schedule requests a 20yd roll off be provided. However, page 8 section (a.) states a 15yd is to be provided. Is a 20yd or even a 30yd container acceptable? (Please note, current container on site is a 30yd) Confirmed with site a 20 cyd roll of is required. There is no space for a larger container due to limited dock space. SOW change for inconsistency.
1. Page 6 of collection schedule states there are (2) 8yd recycling dumpster, one for cardboard and the other for single stream. Page 8 section (b.) states what both are single stream recycling dumpsters – can you clarify if both dumpster are used for single stream or if there is one designated for cardboard and the other for single-stream recycling? This is incorrect, fixing in SOW. Both are 8 cyd are co-mingled with cardboard not being separated.
1. Page 6 indicated these recycling dumpsters should be serviced two times per week, but they are currently serviced 3xWeek (M/W/F), so we would like to confirm the Government intended this service reduction. 3x per week MWF is correct, fixing the schedule in the SOW.
Chillicothe VAMC:
1. On page 9, section (a.) (ii), it states the compactor must be service before 9am. In the same section, line (vii) it states no pick-up is to be made between 4pm and 7:30am, so that would leave a window of 7:30am – 9am. Is there flexibility for the service window? Yes, we are changing the collection time to before 12 (noon). Additionally, the contractor can provide their own pad lock and chain against the VA lock to gain access to the compactor yard. No earlier than 0600am, no weekends or holidays. A copy of the key or code must be furnished so the police have access to the area.
1. Typically roll off services are scheduled for next day, however page 9 section (a) (iv) states roll off must be serviced within 4 hours of the request. Would a cut off time of noon for same day service be acceptable? Anything called in after 12pm, would be scheduled for the following am. Yes, that would be acceptable
1. Page 9, section (a) (v) – Please confirm 20 additional 40yd containers would be over the course of the period of performance and not needed on site all at one time. Confirm, this is over the course of the year, not all at once.
1. Please clarify if the site requires a 2yd stationary compactor with a 40yd receiver box or a 35yd self-contained compactor? The site requires a 30 to 35 cyd self-contained compactor
1. What is the current feed set up on the existing compactor on site? We use the Dempster Dumpster system. Our dumpsters empty from the bottom. It is a 42 cyd, open compactor that will be replaced.
1. Page 9 Section (a) (ix) states that the pick-up tickets must be dropped at building 20 or 261 – Would electronic copies be acceptable? No, site requires paper tickets verifying vendor was on site and the scheduled job was completed.
1. Page 9, section (b) (iii) states that the recycling containers shall be serviced 2x/week, however, on page 7 of the collection schedule is states the warehouse is serviced 1x/Week. Please clarify if 7 of the 8 dumpsters are serviced 2xWeek and the one dumpster by the warehouse is weekly. Fixing SOW, No separate cardboard, all recycling is co-mingled. 4 units once a week, 4 units 2x per week.
General Questions:
1. Page 11 states that the containers must be treated/sanitized weekly in the month of July/August/Sept and monthly May through November. There seems to be contradicting requirements with missing months of October & June. Can you clarify how often it is required and if this is in reference to compactors and open tops only or if this also applies to front-load dumpsters? Changing SOW to read weekly July/August/Sept and monthly October through June. This is in reference to all compactors, open tops and front load trash dumpsters (not applicable to recycling containers).
1. Starting on page 20, the base year pricing pages are missing for Cincinnati, Chillicothe & Fort Thomas. It appears the period of performance is November 15th, 2018 – November 14th of 2019, however, option year 1 indicates a period of performance starting in April 2019 – November 2019, so I think this was an error. Please advise. The dates are correct, we are aligning 3 separate contract performance dates so the periods are reflective of the respective contracts ending. The base in Columbus only for 1.5 months. The remainder of service is picked up with the option periods on the assigned dates.
Could you please provide the incumbent contract number? 36C25018Q9647 Presolicitation - on FBO: VA250-16-P-3030 Rumpke (Chilli); 36C25018P2718 Republic (Cincy); VA250-13-C-0119 Earth Smart (Colum)
Chillicothe
1. (Page 7) 40 cyd closed compactor listed in container size.
i.&ii. state self contained compactor with a minimum capacity of 30 cubic yards Can you clarify that this is supposed to be a 30 cubic yard container? 30 cyd to 35cyd self-contained compactor is the correct size. Changing SOW for pricing table.
2. (Page 23 & 28) For both the compactor and open tops, the quantity of tons listed for Item # 1302 – 313 tons performance period April 2019-Nov. 14, 2019 and Item #’s 2302, 3302 & 4302 – 501 tons each contract year for performance periods Nov. 15, 2019 – Nov 14, 2022. Per our records, the historical tonnage is higher that the amounts listed on the pricing pages.
Will the VA pay for any tons over the amount of tons specified in the bid? Tonnages are being adjusted in SOW pricing to more accurately reflect actuals around the 680 annual. Yes, tonnage over the estimated amounts would be adjusted when closing the PR.
3. (Page 24) 1303 – Chillicothe. This mentions in all options starting with 1303, load empty/pull 40 cubic yard closed compactor every 3rd day no weekends and holidays, prior to 9am. We know this is per pull, but do you want the compactor switched out, direct run, or is it up to us? The intent is for a switch out of containers and the lowest cost option for the vendor with a single trip brining an empty and swapping.
Columbus
