About this file

This is Amendment 0002 to Solicitation 36C24926Q0091, a Request for Quote (RFQ) for Life Safety Statement of Conditions Inspection Services issued by the Department of Veterans Affairs Network Contracting Office 9 (Murfreesboro, TN). The amendment clarifies conflicting schedule requirements found in the original solicitation and subsequent amendments. The contracting officer (Scott Dickey) confirms that the Period of Performance is subject to change based on the award date, with the requirement to be completed up to 90 days after contract award. Site visits should occur at least 60 days from the award date, with the final product due approximately 90 days after award. The amendment consolidates contractor questions and government responses addressing scheduling discrepancies that previously stated conflicting completion dates of March 30, 2026, June 30, 2026, and 12 weeks from contract issuance.

The scope involves conducting a complete Life Safety Statement of Conditions assessment and above-ceiling life safety assessment for two Lexington VA Health Care System campuses: Troy Bowling Campus (527,186 square feet) and Franklin R. Sousley Campus (465,575 square feet), encompassing 17 total buildings across two sites approximately five miles apart. The contractor must document fire and smoke barrier walls above accessible ceilings (excluding patient-occupied rooms) and provide redlined drawings denoting wall deficiencies. The amendment clarifies that the contractor may split site visits if needed but consecutive inspections are preferred, no pre-existing deviations require contractor correction before arrival, partial payments are not permitted (full payment upon completion and acceptance), and no specific reference requirements are mandated. Work shall not occur on federal holidays unless directed by the contracting office.

Scott Dickey Contracting Officer Questions & Answers

1. Can we have more detail and respectfully request clarification regarding the project schedule, as multiple sections appear to contain differing completion requirements. Section B.2.A.4 (pg. 5) states completion by March 30, 2026, or within 30 days of the site visit, whichever comes first. Site visits shall occur at least 60 days from Award Date and the Final Product shall be completed 90 days after Award Date.

2. Section F (pg. 8) states completion within 12 weeks of contract issuance or June 30, 2026, whichever comes first. See response from Question 1

3. Section B.3 (pg. 10) repeats the 12 weeks of contract issuance or June 30, 2026, whichever comes first requirement. See response from Question 1

4. Amendment – Section F (pg. 6) also states within 12 weeks of contract issuance or June 30, 2026, whichever comes first. See response from Question 1

5. Can you please clarify which schedule requirement governs? Additionally, please confirm whether the use of “whichever comes first” is intentional, as a late contract award could result in an extremely compressed or impractical performance period. Prefer to schedule a site visit within 2 months (60 days) from Award Date, and have the final product about a month out from that (90 days).

6. In Amendment 0001 Section A. General Information #4 Performance Period states "The contractor shall complete the work required under this SOW by March 30, 2026, or within 30 days of completion of site survey, whichever comes first. Work at the government site shall not take place on Federal holidays unless directed by the Contracting Office." However, the original solicitation states that the PoP is 03/01/2026-06/30/2026. Please confirm what the PoP is for this effort. Period of Performance (PoP) date is subject to change, pending award date. The requirement shall be completed up to 90 days after the Award Date.

7. Do any of the buildings have identified deviations without a current corrective action that the contractor will be required to take over before arriving on site? No, any deviations or deficiencies that are found should be documented, but corrective actions will be addressed by VA staff and/or a separate contract if appropriate.

8. Is the contractor permitted to split the effort into several site visits? Or should the contractor perform the inspection consecutively? Consecutive would be ideal, but we would allow for splitting up the work if needed depending on time constraints.

9. Please confirm the requirement for 10 references of similar projects. See Amendment 0001 SOW changes Section J.

10. Is the contract able to be modified for partial payments based upon an agreed payment schedule? This contract shall NOT provide partial payments. This contract will provide payment upon completion and acceptance of Service.
