Q1. Does this solicitation include Non-hazardous Pharmaceutical Waste or is this a misprint? Would not affect previously submitted pricing, just wanted to make sure.

A1. The Non-hazardous Pharmaceutical Waste should be removed from the Statement of Work (SOW) (SOW changes made in this amendment, attached).

Q2. All Regulated Medical Waste (RMW) can be autoclaved except Trace Chemotherapy and Pathological, is that correct? We would send RMW to our facility in XXXXX to be autoclaved, incinerated waste would be sent to our vendor. (XXXXXXXXXXXX).

A2. The answer to the question is provided in section 1.5 of the SOW.

“1.5 The contractor is responsible for using approved disposal methods for each waste type. Incineration and landfill locations shall be approved by the Contracting Officer’s Representative (COR) prior to the contractor using them for disposal of collected wastes.”

Q.3 Please clarify how many boxes of the RMW vs Trace Chemo since the SOW just says a total of 10 boxes.

A.3 The actual numbers of each type can vary depending on the workload. I have seen several shipments with a majority of the waste containers being RMW and a few being Chemo waste and vice a versa. In general they can expect on average 6 RMW and 4 Chemotherapy boxes on most collections. I have not seen any combination that exceeded 10 boxes.

Q.4 Who is the current vendor?

A.4 NEIE Medical Waste Services, LLC Q.5 What is the current rate for RMW?

A.5 Information not available Q.6 What is the current rate for trace Chemo?

A.6 Information not available Q.7 Who is the current incumbent? See A.4 Q.8 What is the present pricing structure and annual award amount?

A.8 Information not available Q.9 Is there pathological waste within the regulated medical waste? If so, what is the estimated volume? Can a line item be added for this?

A.9 The waste generated from the Morgue should be considered “pathological waste” which is a form of RMW and should be incinerated. N/A Q.10 How much Non-RCRA waste will there be for disposal? Can a line item be added for this? There would be a different rate than the trace chemo and RMW.

A.10 See A.1 There will be NO non-RCRA waste picked up under this contract. All of the RMW will be in hazard class 6.2. Trace Chemo does not have a hazard class but is incinerated in the same manner as RMW. The actual amount of trace chemo will be dependent on the workload but they can expect 3-4 30-gallon boxes that they will provide for each shipment.

Q.11 Section 1.5 states incineration and landfill locations shall be approved by the COR. The most widely accepted disposal method for medical waste disposal is autoclave. We want to clarify that any federal/state approved method for disposing of waste on this contract will be accepted. Incineration would be a much more costly method of disposal for all waste streams.

Q.12 On the price schedule, are these quantities of boxes/containers? What size boxes/containers are you utilizing? Can you please provide the waste stream volumes in pounds as well so we may calculate our costs. The container count at the CBOCS are normally 1-2 30-gallon boxes containing sharps boxes and lab waste.

Q.13 For the new facility opening in 2026, what is the anticipated bed count? Will there be a need for additional containers? The bed count is anticipated to be 104 beds.

A.13 Yes, since we will be operating in both location during the transition.

Q.14 Will the current facility transfer to the new facility or will there be two main facilities?

A.13 That has not been determined by the VA yet. Right now the plan is to keep it the current facility open as clinics.
