QUESTIONS AND ANSWERS
QUESTION 1. - Is the Psychiatry position for outpatient only or a combination of inpatient and outpatient?
ANSWER - Combination of both. Depending on the needs of the service.
QUESTION 2. - If inpatient is involved, what is the average daily census?
ANSWER - Approximately 30 QUESTION 3. - How many other psychiatrists are on staff?
ANSWER - 12 outpatient, 4 inpatients QUESTION 4. - Is call required? If so, how often? What is the call rotation?
ANSWER - No call required.
QUESTION 5 - Page 9 reads: 2.1.2. Board Certification - All contractor’s physician(s) shall be Board Certified /Board Eligible by the American Board of Psychiatry http://www.abpn.com, The American Board of Psychiatry and Neurology (ABPN) “does not recognize or use the term “Board Eligible” and does not issue statements concerning “Board Eligibility.” This is pulled directly from their website: https://www.abpn.com/faqs/. How does a vendor confirm board eligibility to meet this requirement?
ANSWER - Board Certification is not required for our providers, but preferred. See the below guidance from the American Board of Medical Specialties https://www.abms.org/media/195020/abms-board-eligibility-policies-faq-april-2019.pdf Board Eligibility Policy ABMS defines board eligibility as the period of time between when a physician completes an ACGME-accredited residency program and when initial certification in a specialty or subspecialty is achieved.
The ABMS Board Eligibility Policy for Specialty Certification (effective January 1, 2012) and the ABMS Eligibility Policy for Subspecialty Certification (effective January 1, 2018) places limits on this time period. These policies enable the ABMS Member Boards to set parameters for how candidates can use the term board eligible as a way to signal their preparations for certification while at the same time closing off the potential for abuse through using the term indefinitely.
Policy in Practice A candidate's eligibility for board certification (board eligible period) expires on a date determined by the ABMS Member Board. Individual Member Board requirements must be met, including time in practice required (if any) for admissibility to the qualifying or certifying examination.
When a candidate’s board eligibility lapses, and certification is not achieved, the physician must cease and desist from making any representations of board eligibility. The Member Boards also determine whether a candidate can re-establish board eligibility one additional time. If granted, the candidate must complete all requirements set by the particular ABMS Member Board. The new board eligibility period typically is of the same duration as the original time period set by each Member Board.
NOTE: While some Member Boards may not recognize the term “board eligible,” their policies appropriately limit the time that may elapse before a physician becomes board certified. See the ABMS Board Eligibility Policies FAQs[PDF] QUESTION 6.- Will the VA consider removing “the contractor shall provide a replacement physician coverage within 2 hours” from section 2.9.3 as this requirement is almost impossible to meet.
ANSWER - No, the contractor must provide a substitute provider with comparable qualifications to perform in the physician’s stead if he/she is unable to report to duty. During an emergency or unplanned absence, the contractor will provide a substitute physician within two hours of being notified.
During a planned absence, the contractor is required to notify the Mental Health service 45 days in advance if a substitute physician is not available.
QUESTION 7. - Section 4.5.2.1.1 states the position is for “inpatient care” but section 3 focus on ‘clinic’ hours. Will the psychiatrist be asked to work in both an inpatient and outpatient setting?
ANSWER - Yes. Depending on the needs of the service. The Psychiatrist will fill an inpatient or outpatient vacancy and may be asked to provide coverage.
QUESTION 8. - Regarding the psych solicitation for Memphis, can you please confirm that there is no call requirement?
ANSWER - No call is required.
QUESTION 9. - Will this solicitation cover Inpatient or Outpatient services?
ANSWER - Both QUESTION 10. - As a follow on to the previous question, if the contract calls for both Inpatient and Outpatient services, can the contracting team please speak to what the percentage / mix is anticipated to be?
ANSWER - The provider will be assigned to an inpatient or outpatient vacancy. The provider will not be asked to alternate between inpatient and outpatient however, if coverage is needed, the provider will need to be flexible.
Example: Dr. “A” is contracted. He is assigned to the inpatient unit. He will report to the inpatient unit where he will be expected to work 100% of the time (40 hours weekly). If Dr. “B” who works in the outpatient clinic calls in sick, Dr. “A” may be asked to see some of Dr. “B’s” patients.
QUESTION 11. - Can the contracting team please comment on how many patients per day can be anticipated?
ANSWER - Six patients for an hour appointment or roughly 12 patients for half-hour appointments; or any combination of one-hour and half hour appointments per day totaling six to six- and one-half bookable patient hours per day."
QUESTION 12. - Can the contracting team address call? Will there be call, and if so, can the we get an understanding as to what the rotation is?
