x The purpose of this amendment is to answer all questions submitted. See attached for questions and answers. There are pictures attached for reference. This Request for Proposal is not extended. The due date remains as April 5, 2018 at 3:00 Central Time.

Questions and Answers:
Question 1: Much of the work on this project is called out as night and weekend work. What time are we allotted specifically for nights? For weekends?
Answer 1: Any work performed in Phases 2, 3B, 4C, 6 and 8B can be performed on week nights from the hours of 9:00 p.m. thru 5:00 a.m. Work performed in 7A or 7B or any work in Room GA108 can only be Friday nights 12:00 a.m. thru 5:00 a.m. and Saturday and Sunday from 4:00 p.m. thru 5:00 a.m. the following morning. In the event of an emergency surgery these hours are subject to change.
Question 2: Is the VA providing the daily terminal clean in the sterile areas? If yes, how much time at the end of our shift do we need to allot for this?
Answer 2: Yes, contractor will clean area before leaving area but must allow 2 hours for terminal cleaning in sterile areas.
Question 3: Welding stub ups for roof top eqp. on SF101. Will we have access to the spaces below during normal working hours (for fire watch)?
Answer 3: Spaces are occupied. Work to be performed after 4:00 p.m.
Question 4: Where can we set the crane?
Answer 4: Crane setup shall be staged in front of Building 69 only between the hours of 5:00 p.m. Friday afternoon through Sunday 7:00 p.m.
Question 5: Are there any restricted areas for the crane set (Tunnels etc.)?
Answer 5: The crane shall not be parked/staged on the top of the tunnel between Building 69 and Building 8 or the tunnel between Building 69 and Building 160
Question 6: In AD100 general notes, it says that flooring is to be stripped there is no new waxable flooring shown. Does this note apply and if yes, do we need to reapply wax?
Answer 6: Only would occur where existing VCT to remain in construction area (for example, outside of new ante room and outside of new locker room extension).
Question 7: For the chase on col EE 6, can you please provide as-builds for all floors.
Answer 7: There are no as-builts for the existing chase. Please see attached pictures.
Question 8: Is the chase on col. EE 6 straight or does it have offsets? If offset, can you please provide cuts/details?
Answer 8: Please see attached pictures, the chase does not have offsets but the pipes inside do.
Question 9: Detail 2/S501 shows new dunnage beams on existing steel posts. SF112 shows new steel beams sitting on existing beams. Which of these is correct?
Answer 9: SF112 shows the condition for Deduct Alternate #1. All existing steel remains as part of Deduct Alternate #1 Question 10: Section 23 81 00 Part 1.4 F in the Specifications calls out Completed System Readiness Checklists provided by the Commissioning Agent and completed by the contractor, signed by a qualified technician and dated on the date of completion, in accordance with the requirements of Section 23 08 00 COMMISSIONING OF HVAC SYSTEMS. However, Section 23 08 00 is not included in the specifications. Is commissioning of HVAC included in the Scope of Work? If yes, can you please provide specs/requirements?
Answer 10: Section 23 81 00 is not part of this specification. Commissioning is not part of this project. References to commissioning in the specifications are to be ignored/deleted Question 11: Where will material laydown area be located?
Answer 11: Behind the Warehouse Building #205, there will be an area provided near the Grounds Building. In addition, the VA does not have any office space to offer. The contractor will need to provide their own office space if needed. There is wireless access in the atrium of Building 200 if internet connectivity is necessary.
Question 12: Where will parking for contractors working on site be located?
Answer 12: To be discussed/determined at NTP. The VA will provide minimum parking near site. If necessary, parking will be at the water tower.
Question 13: To the VA’s knowledge, are there any asbestos containing materials or lead based paints? If yes, can you identify the type and locations?
`Answer 13: There is asbestos flooring but none will be disrupted.
Question 14: The crane operator is not to carry a load over an occupied building unless the top two floors are evacuated, as stated in the specifications 01 35 26 -33. What days and hours will we be able to lift material over the building?
Answer 14: Please see answer 4 Question 15: The specifications call for a Duct Air Leakage test report. A large portion of the duct work that is currently installed is to remain and reuse. If testing of all ductwork is required, the entire system will need to be shut down for a significant amount of time and access will be needed above ceiling in all areas served by AHU3. Does the test requirement only apply to newly installed work?
Answer 15: Leak testing required for new ductwork shown on Drawings M-102 (Shaft/Mechanical room) and M-103 (Roof/Shaft) only. No duct leak testing for new ductwork on Drawing M101. No duct leak testing for existing ductwork required. Refer to question #16 Question 16: If duct leakage testing applies to existing duct to remain, is remediation of the existing duct within the scope of work?
Answer 16: No duct leak testing for existing ductwork required, refer to question #15 Question 17: Please supply the location of the PACS control panel in Detail 4, E101.
Answer 17: Control panel to be located in room GA106, next to HAC closet GA105. Network connection to data closet FA125 directly above GA106 Question 18: Are we required to remaster the entire lightning protection system, or is it simply an extension of the current protection system?
Answer 18: An extension of current protection system Question 19: Is the existing lightning protection system mastered and up to date with current codes?
Answer 19: Current system’s code compliance is unknown Question 20: The chase on drawings AD100 Partial Demo. Plan 2nd floor and A400 New Work 2nd floor does not represent current field conditions. Per drawing M-102 notes 3 and 4, possible work is required in these locations. Can you please supply drawings that represent the current field conditions?
Answer 20: Please see attached images. Area is currently under construction, contractor to coordinate with area contractor for access to chases Question 21: Who is the current controls contractor at the facility?
Answer 21: Computrol/ASI, this is the facilities standard Question 22: Who is the current fire alarm contractor at the facility?
Answer 22: Simplex, this is the facilities standard Question 23: Is the small business size standard correct?
Answer 23: The small business size standard should be $15M for 238220.
Question 24: Since the magnitude of construction projects is between $2,000,000 and $5,000,000 is factor 3 correct? Factor 3 – Past performance for project dollar magnitude was $3,000,000.00 or greater Answer 24: Change that to read:
FACTOR 3 - Past Performance: Offeror shall list three (3) only prior clients for completed projects of new construction or new addition of hospital/healthcare facility, medical clinics where the projects dollar magnitude was $2,000,000 or greater within the last five (5) years on the VA Past Performance questionnaire (attached to this solicitation) and ask the client to forward directly to the CO via email at diana.grube@ va.gov by 4:00PM, Eastern Time on April 5, 2018.
Question 25: What are the liquidated damage costs?
Answer 25: FAR 52.211-12 should read as follows:
4.3 52.211-12 LIQUIDATED DAMAGES—CONSTRUCTION (SEPT 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $401.26 for the first day and $329.46 for each calendar day of delay after until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
