About this file

This document contains a pre-solicitation notice and statement of work for a federal contract to provide architect and engineering services. The Department of Veterans Affairs is seeking a service-disabled veteran-owned small business to update campus site mapping and convert facility as-builts to digital formats for the James A. Haley VA Medical Center in Tampa, Florida. Key deliverables include performing a GPS survey of the 42-acre campus and buildings totaling over 2.4 million square feet, and verifying and digitizing all existing as-built plans and other drawings. The period of performance is negotiable from the initial estimate of 180 days. The contract award date is scheduled for March 31, 2023. Responses are due by December 1, 2022 and must include a completed SF 330 form. Submissions will be evaluated based on professional qualifications, specialized experience, capacity, past performance, location within 150 miles of the medical center, and commitment to use service-disabled veteran-owned small businesses as subcontractors.

1. Question: Based on previous conversations with the VA OSDBU we believe that the 150‐mile radius for the prime contractor office is overly restrictive and burdensome for small businesses and it does not benefit the VA in selecting the most highly qualified contractor for this work.

Please consider removing this restriction, potentially focusing on knowledge of the locality/region/facility which is the subject of the work to be performed.

Answer: The 150‐mile radius restriction is hereby changed to a 1000‐mile radius restriction from the James A. Haley VAMC.

2. Question: A Period of Performance is found at the top of the SOW – stating “Completion by 180 days after NTP”. In order to determine the viability of the POP, please provide narrative and/or list of the number (with square footage) of existing building as‐built plans that are to be verified and converted, and those that do not have existing as‐builts.

Answer: The below figures are estimates only:

Campus 42 acres; Campus Land area

Buildings‐1,958,441 sq ft.

Additional leased buildings‐450,000 sq ft.

Other plans/drawing, drawings created for studies The above information is as accurate as possible as of today. This project should be able to provide the exact numbers.

3. Question: Given the uncertainty of scope provided in the Solicitation, will the 180‐day POP be negotiable with the selected firm?

Answer: The intent of this project is clear ‐ ‐ Prepare an accurate digital form as‐builts, and important drawings / plans, and mapping of JAHVH above and below grade. However, the 180 period of performance is negotiable.

4. Question: Reference Pre‐Solicitation, Section 5. Is the intent of the project deliverable to provide a comprehensive 3D digital twin, fully compliant with the VA BIM Design Guide of the entire campus?

Answer: See # 3 answer

5. Question: Reference Pre‐Solicitation, Section 6. Is there a Level of Detail (LOD between 100 and

500) expected to be captured in the deliverable? Further definition of this parameter is needed to understand the effort this project will require.

Answer: The level of details for as‐builts and campus mapping shall be judged by the A/E for its usefulness to the VA, mostly based on building electrical, mechanical, and sanitary maintenance.

Also, as future construction project references. Other drawings and plans will be as is and placed to drawing standard.

6. Question: Reference SOW, Page 7, 3rd Bullet. The final product of this effort will not be engineered and should not be required to be stamped. Please confirm.

Answer: Yes, the final product of this effort will not be engineered and should not be required to be stamped. On Page 7, the 3rd Bullet is deleted that required them to be stamped.

7. Question: Reference Pre‐Solicitation, Page 4. Please explain what “and be authorized to complete professional design services in the state of Florida” means.

Answer: Refers to Architect, civil engineer, structural engineer, electrical engineer, mechanical engineer, and sanitary engineers being allowed to practice their professions in the state of Florida.
