About this file
This is a Questions and Answers document for a VA Fisher House renovation project solicitation. The document addresses contractor inquiries regarding project scope, specifications, and clarifications on construction requirements.
The project involves exterior and interior improvements to a VA Fisher House facility. Key work includes exterior painting and damage repair (including woodpecker damage), refurbishment of exterior doors, repainting of ceilings in patient rooms only (corridors and foyers excluded), installation of an ADA ramp with bluestone paving, construction of stairs with specific bluestone materials (2"x12" at ramp walking surface and 2"x18" at stair treads and risers), installation of wayfinding and door identification signage, temporary fencing, and pressure washing using biodegradable, non-toxic chemicals. The VA confirmed that lifting systems such as boom lifts are permitted provided landscaping is not disturbed and Veteran access is maintained. Regarding bluestone specifications, the VA clarified that ramp edges should proceed with 18" width and that expansion joints using backer rod and sealant should be provided where the bearing condition of edge stone changes at transitions between ramp and stair sections. For temporary fencing, silt fence is acceptable as an alternative to specification-required temporary fencing (reference A700). The VA indicated that mortar pigment color for bluestone will be selected from the manufacturer's full range once stone is on site to allow color matching and approval. Regarding signage, the VA directed contractors to coordinate temporary wayfinding signage with the Owner to guide visitors from parking to the building but did not provide specific sign type, material, color, size, quantity, or mounting details. The document notes that drawings are attached and referenced throughout for additional project details.

Text version
• Will the VA provide schematics or blueprints of the building exterior, guest rooms, kitchen, lobby and all other areas that are included in the project showing dimensions? Drawings are attached.
• Are there any types of lifting systems (ie boom lifts) that are specifically disallowed for exterior work on this project? No, so long as landscaping is not disturbed and Veterans can access the Fisher House without issue.
• What chemicals are allowed for pressure washing the exterior prior to painting?
Chemicals often feature biodegradable, non-toxic formulas that protect plants, pets, and surrounding surfaces
• Will the VA require all exterior doors to be refurbished including the aluminum ones or just the wood?
• The solicitation states that exterior damage repair is included, but it will be difficult to assess all damage requiring repair until the project starts. Will the VA add a CLIN to account for a Not To Exceed amount to be allocated towards damage repair (specifically the woodpecker damage noted during site visit)?
• The solicitation states that "at least seven" ceilings need to be repainted. Can the VA specifically delineate which ceilings need to be repainted as a part of this project? The ceilings in all patent rooms are to be painted. Corridors and foyers will not have ceilings re-painted.
• Will the VA require the gutters to be removed to allow for painting of the soffits and facia?
• During the site visit it was mentioned that installation of the ADA ramp was not supposed to be included in this solicitation. Can the VA confirm the installation of an ADA ramp as per the provided drawings? The ADA ramp is included in this scope. Drawings will be provided/attached.
Question #1 – Wayfinding Signage: Type, Color, Size, and Quantity
The cover sheet (T001) references installation of wayfinding signage and exterior door identification signage. No further information is provided in the drawing set or project specifications regarding sign type, material, color, size, quantity, or mounting details.
Please provide:
Sign type and material
Sign color(s)
Sign size(s)
Quantity and locations for each sign type
Mounting details or reference standard
• Coordinate temporary signage with the Owner to help guide visitors from the parking lot to the building.
• Bluestone Width at Ramp Edges: Confirm 12" or 18" Proceed with 18”
• Drawings A101 and A300 identify two bluestone sizes — 2"x12" at the ramp walking surface and 2"x18" at stair treads and risers. The turned-down slab edge with shelf condition at the ramp edges is shown in section on A300, however the bluestone width at this location is not explicitly called out. Please confirm: Is the bluestone at the ramp edges 2"x12" or 2"x18"?
o Proceed with 18”
• Bluestone Transition: Ramp Field to Stair Treads
No detail is provided showing how the 2"x12" ramp field bluestone transitions to the 2"x18" stair tread and riser bluestone at the top and bottom of the stair. In order to accurately scope and price this work, please clarify:
How the 2"x12" ramp field bluestone terminates at the stair nosing o See comment in clip below from drawings
Joint treatment, mortar, and sealant conditions at the transition
Any change in substrate or shelf condition between the two bluestone sizes
• Transition Detail: Ramp Edge Bluestone to Stair Bluestone o Provide expansion joints in the locations shown below, where the bearing condition of the edge stone changes.
Detail 5 on sheet A500 shows the stair section in isolation. No detail is provided showing how the bluestone at the ramp edges (turned-down slab shelf condition) connects to the stair tread and riser bluestone at either the top or bottom of the stair.
Please clarify:
The connection between ramp edge bluestone and stair tread/riser bluestone at the top of stair
The connection at the bottom of stair where ramp edge bluestone meets the lowest tread
Joint type, sealant, and any required expansion or control joint at this intersection o Joint type for expansion joint in the blue stone to be backer rod and sealant, see location is clip provided above.
• Site Visit
I noticed that the Amendment was posted on May, 7th. The site visit date and time was posted with that Amendment for 11:30am that same day. Since there are no drawings or specified quantities for the painting, can we still request a site visit? Or can as-built drawings be provided?
• There is a note on the cover sheet of the plans and the specs that refers to installing signage. However, there is nothing in the plans showing what the signs should say or the exact location or the quantity of signs. Can you please provide signage specs and details, so we know what to price for this scope of work ? Coordinate temporary signage with the Owner to help guide visitors from the parking lot to the building.
• In the Specs it references installing a Temp Fence (with some specifics for how this fence should be). Is temp fencing necessary for this work or could silt fence or orange plastic fence with appropriate signage be acceptable? Yes, silt fence is acceptable, see A700.
• Mortar pigments are called out for the bluestone mortar, but not a specific color. Can a specific color and supplier of that color be answered in an amendment ? Pigmented mortar color will be selected from the manufacturer's full range of colors. This will be done once the stone is on site, and a color match can be compared and approved.
