STATEMENT OF WORK

A. GENERAL INFORMATION

1. Title of Project: End of Life Likorall Overhead Patient Lifts

2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified.

This procurement is for the Ralph H. Johnson VAMC Likorall Overhead Patient Lifts and motors replacement for patient care areas: 3BN, CLC, 4A, ER, 3BS, 4BN, Education room, Specialty Clinic, and CT Exam Room. Contractors will have access to 6-8 rooms per day. The requirement is specifically for the name-brand mechanical and electrical system Likorall Overhead Lift and motor. This is necessary for 100% compatibility, functionality, and replacement of Likorall Overhead Lift and motor that support all RHJVAMC’s safe patient handling and mobility system. This procurement shall cover all requisite Likorall Overhead ceiling Lift, universal sling bar, motor carriage and labor as required for a turn-key installation of these components to achieve optimal patient safety as patients are being moved leading to fewer injuries among healthcare workers.

3. Background: The Nursing Service line/program requires the Likorall Overhead Patient Lift, motor, and sling bar to reduce the number of injuries to employees as a result of lifting/moving patients manually from one place to another that will fulfill the Safe Patient Handling and Mobility requirements as specified in VHA Directive 1611 (1) in Operational Requirement No. 4. The Likorall Overhead Patient Lift, motor, and sling bar System will be replaced according to manufacture warranty and the Office of Healthcare Technology Management to significantly improve functionality

a. SPHM technology refers to medical supplies and equipment that are intended to facilitate safe patient transfers (lateral and vertical), repositioning, mobility, and transport. Examples of SPHM technology include ceiling-mounted lifts; floor-based lifts;

powered and non-powered stand assists; associated slings; friction reducing devices; and powered transport devices.

b. VHA practice and training incorporates a limit of 35 pounds for routine patient care repositioning and lifting tasks. Exceeding this limit on a routine basis in the performance of one’s job substantially increases the likelihood of injury (See References section, paragraphs 5.bb. and 5.dd.)

c. The VHA SPHM Program served as the basis for the Occupational Safety and Health Administration (OSHA) Ergonomics Guidelines for Healthcare Facilities as well as the American Nurses Association Handle with Care Program and their subsequent SPHM standards for health care.

d. Incorporating SPHM technology expertise into the design phase of renovation and new construction of clinical patient areas substantially reduces the cost of installation and purchasing of SPHM equip

Health care providers are at high risk for musculoskeletal injuries. In fact, they are one of the highest risk groups of any industry, and manual patient handling is the reason. For the caregiver, these musculoskeletal injuries not only cause pain and discomfort but can also result in lifelong disability. For patients, their safety may be impacted when injured staff move and lift them. Quality of patient care is also impacted by manual handling methods that discourage mobility or cause skin shear or falls. Direct and indirect costs to the organization are huge, as is the impact on the already short supply of nurses

The Ralph H. Johnson VAMC (RHJVAMC) main facility presently utilizes Likorall Overhead Lift systems throughout patient care areas. As a High Reliable Organization, our focus is building a culture of safety for Veterans and employees. Rising demand for continuous and uninterrupted safety mechanisms exists as a result of increasing levels of patient acuity in our population and must be addressed in order for the facility to meet standards of care. The replacement of the Overhead Patient lifts and motor carriages system will meet RHJVAMC’s requirements for a fully functional safe patient handling and mobility environment and the advancement of improved patient care.

4. Period of Performance: The contractor shall complete the work required under this SOW for equipment delivery, configuration, and implementation within 80 days after receipt of order or unless otherwise directed by the Government’s Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor’s proposal, the contractor’s proposed completion date shall prevail.

5. Type of Contract:
