About this file
This document is a Request for Proposal (RFP) for Construction Program Management and Related Services for the Department of Veterans Affairs Charles George VAMC in Asheville, North Carolina. The solicitation (36C24626Q0158) seeks a Service-Disabled Veteran-Owned Small Business (SDVOSB) to provide comprehensive construction management support services for a base period of one year with four additional one-year option periods, totaling five years from February 1, 2026, to January 31, 2031.
The contract will support various professional engineering and construction-related roles, including Project Consultants, Construction/Project Managers, Engineers, Fire Protection Engineers, Commissioning Engineers, Architects, Schedulers, and other specialized positions. The estimated contract value is $25.5 million, with hourly rates varying by position. Offerors must submit comprehensive technical and pricing proposals by December 30, 2025, at 12:00 PM EST. The government will evaluate proposals based on technical capability, past performance, and price, with technical and past performance factors weighted more heavily than price. Proposals must demonstrate expertise in construction program management, design reviews, procurement support, construction phase services, and post-construction claims services for medical facility projects.

B.3 PERFORMACE WORK STATEMENT (PWS)
1.0 OBJECTIVE
The objective of this contract is to provide the Government with the required consultative support services in Construction Program Management and Related Services (CPMRS). The required consultative support services needed to support CPMRS, studies, operations, renovations, and new construction requirements include, but are not limited to: pre-design phase services, design phase services, procurement phase services, construction phase services, claims service, administration services, and technical specialty services. The Contractor will be assigned a single task order for this contract to be billed against. When a project is assigned, the Contractor will work with the VA to develop a Project Task Area Memorandum for the specific assignment. The memorandum will establish the goal to be achieved with the assignment. To monitor the hours spent on the specific projects when assigned, the Contractor will provide monthly breakdowns of the hours spent on each assignment by each assigned Contractor’s Employee along with any travel on each assignment with their monthly invoice. Attachment A is the anticipated hours for identified Task Areas for the contract year and each option years to follow. The timing of projects and actual final quantity of hours per Project Task Area is subject to changes in the Facilities priorities.
2.0 SCOPE
The government requires a broad range of professional and technical consultative assistance related to operations, renovation and new construction programs. This includes assistance in the areas of management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, cost control, and general oversight of design & construction programs. Assistance is also required for project development through the thirty percent phase so that quality solicitation packages can be developed. This will include Concept Plans, Independent Government Estimates, Schedules, and Technical Specifications for each individual project. The Contractor will assign a Senior Project Manager who will coordinate all services to be performed for the facility and will be responsible for the management of all Contractor Employees assigned to the facilities projects.
Note: "The contracted employees shall not perform inherently governmental functions as defined in the Office of Federal Procurement Policy (OFPP) Letter 92-1, Inherently Governmental Functions and FAR 7.5, Inherently Governmental Functions. It should also be understood that no government employee will be supervising any contract employee, and no contract employee will be supervising any government employee under this contract. Lastly, the contractors shall represent themselves as a contracted employee when engaged in official communications regarding government related program matters".
The Contractor’s Senior Project Manager will receive directions from the Chief, Facility Management Service (Chief, FMS), or an appointed representative for each specific project assigned to the Contractor.
3.0 TASK AREAS
