About this file

This document is an Amendment to Solicitation for Construction Program Management and Related Services (Solicitation Number 36C24626Q0158) issued by the Department of Veterans Affairs Network Contracting Office 6. The solicitation seeks a contractor to provide comprehensive construction program management services for the Charles George VA Medical Center in Asheville, NC, with an initial base year and potential option years. Key details include a quote submission deadline extended to 01-23-2026 at 12pm EST, with services focused on project management, construction inspection, and commissioning.

The solicitation requires unit pricing for 27 labor categories, with initial staffing focused on 10 positions (4 full-time), including a Senior Project Manager and Project Manager as key personnel. The contract will utilize Project Task Area Memorandums (PTAM) to define specific tasks, with flexible hour allocations that can be adjusted quarterly based on VA priorities. Onsite work is expected for project management, construction inspection, and commissioning roles, with some tasks potentially performed remotely. Travel expenses for specific tasks will be addressed separately, and the government will provide office space for full-time personnel.

CPMRS 36C24626Q0158 Questions & Government Answers

1. Section B2 of the Solicitation contains Description of Services and quantity of hours.

0. Do the positions having “0” hours require a unit price? If yes, how are the prices in the “Amount” column computed? 0 X Unit price = 0?

All positions require a unit pricing.

0. Where is the place of performance for the staff providing Services?

Charles George VAMC 1100 tunnel Road Asheville, NC 28805

0. Remote work can save travel and wage costs. Accountability can be managed by clear language and expectations in the Project Task Area Memorandum. What is your guidance on remote work? Positions handling Project Management, Construction Inspection, and Commissioning will be on site for immediate communication with FMS Leadership. Certain tasks may be performed off site. Examples of remote tasks would include; report preparation after initial site visits to gather data, plan and specification reviews, with attendance of comment review meetings on Teams, concept designs and estimates once necessary data collection have been collected on site. We do not anticipate 100% on site staffing.

1. Section B3 – 4.0 requires “resumes of the initial team of contract professionals …. anticipated to be assigned to the initial two (2) CM task orders”. For complete clarification, what resumes are required to be provided by offerors of this solicitation? Of the 27 positions, ten have hours assigned. Of the ten positions with assigned hours, four (4) appear to be full-time. Do the four full-time or the ten positions with any hours assigned constitute the initial team and therefore require resumes? It seems ineffective to provide resumes for positions without hours that may or may not be used in the future because no company can nor should commit to staff without a start date. Resumes would be required for personnel as positions are filled. The Sr Project Manager and Project Manager positions would require resumes immediately. Other positions with hours identified in Attachment A will be required upon award of the contract. Any personnel that would be brought in later would require resumes to be reviewed and approved prior to them working on the contract.

1. Section B3 – 4.0 Key personnel states “CPMRS contractor shall assign a Senior Project Manager (PM) and an alternate Project Manager (APM) to oversee all aspects of the contact”. Can either of these be the Project Consultant or the Senior Construction Manager? No, the Project Consultant is anticipated to be part of the contractor’s executive leadership. The key is the PM and APM being on site full-time to manage the on-site staff and they can speak for the contractor and make commitments.

1. Several CLINs in the Price/Cost Schedule list 0 hours or undefined hours. Could VA clarify whether these CLINs represent optional labor categories, surge positions, or future-year contingencies? How should offerors price CLINs with zero hours, and will VA evaluate these positions in the price analysis?

Offerors should provide unit pricing for all CLINs and positions, even those with 0 hours. The positions’ hours are estimates and subject to change based on government needs.

1. Does VA intend to provide a minimum number of hours per CLIN or per labor category to support realistic pricing? If not, how does VA intend to ensure evaluation fairness across offerors with differing assumptions?

The estimated minimum hours are stated in the B.2 Price/Schedule. Pricing evaluation will be based on unit pricing provided for each CLIN, regardless if a position currently has 0 hours.

1. If a CLIN with zero hours is activated later in the period of performance, will the contractor be allowed to renegotiate or adjust pricing based on the actual level of effort, or must the originally proposed hourly rate apply regardless of changed scope?

Original proposed hourly rate will apply throughout the duration of the contract. Pricing will only be adjusted to be in accordance with the required Wage Determination.

1. Section 5.0 identifies labor category qualifications but no mapping exists between LCATs and Task Areas in Section 3.0. Could VA provide guidance on which LCAT(s) are expected to perform each Task Area to ensure the proposed staffing meets contractual coverage requirements? The staffing is based on the qualifications identified for each position in Section 5.0. Section 3.0 identifies the various tasks that could be addressed through this contract. Section 5.0 will be utilized for resume review, potential interviews, and potential approval to work within the contract.

1. The solicitation states that resources “may fluctuate” and that needs will be “case-by-case.” Does VA expect offerors to staff only the LCATs with funded hours at award, or to demonstrate readiness to provide all LCATs listed in Section 5.0, even for CLINs with zero hours? The offeror will initially staff only those positions with identified hours. Those hours are anticipated for the contract Base Year, with some positions expected to be on site for 50 weeks at 40 hours per week. However, the offeror will provide the rates for all positions. Should a need arise that requires additional personnel or positions, the budgeted hours will be adjusted for the new positions. The hours identified are estimated and not guaranteed. As needs change, unutilized hours may be moved to other positions.

1. Since the PWS requires the contractor to perform the full range of Task Areas, how does VA expect offerors to guarantee compliance using only the few labor categories with funded hours on Day 1? Should offerors assume the minimum initial staff is sufficient, or should they include surge or contingency plans in the proposal? As noted in Section 1.0 and 4.0, the VA and the contractor will utilize Project Task Area Memorandum’s (PTAM) to identify specific tasks being assigned to the contractor’s personnel. In preparation of the PTAMs, the VA and contractor will identify the task and anticipated hours to address the task. This contract requires flexibility in addressing the variety of tasks that may arise. Section 1.0 also notes that ‘The timing of projects and actual final quantity of hours per Project Task Area is subject to changes in the Facilities priorities.’ This is not a lump sum contract with a specific task, Section 1.0 notes that the contractor will provide monthly breakdowns of the hours spent on each assignment. Every quarter the VA and contractor will review the hours spent within the contract to determine if any adjustment in hours is necessary.

1. Attachment A lists anticipated hours, but the narrative indicates final hours may vary based on VA priorities. Will VA issue updated hours per Task Area after award, or should the contractor rely exclusively on the Attachment A estimates for pricing? Section 1.0 identifies the monthly reporting of hours. In addition, the VA and contractor will review the drawdown of hours on a quarterly basis to determine if adjustments in the hours are required. This could require the addition of hours or a reduction. The hourly rates to be provided in the offer will determine modifications in budget. Proposed contract is not a lump sum contract; it is subject to adjustment in hours at the contracted rates.

1. Does VA intend the contractor to track hours by Task Area only for reporting, or will hours per Task Area affect payment, funding allocation, or CLIN accounting? As stated in Section 1.0 ‘To monitor the hours spent on the specific projects when assigned, the Contractor will provide monthly breakdowns of the hours spent on each assignment by each assigned Contractor’s Employee along with any travel on each assignment with their monthly invoice.’ The hours spent per CLIN will be used monthly to monitor the drawdown each month.

1. The RFP does not clearly specify which positions must perform onsite work at the Asheville VAMC versus work remotely. Could VA clarify onsite requirements for each LCAT or Task Area? As noted above - Positions handling Project Management, Construction Inspection, and Commissioning will be on site for immediate communication with FMS Leadership. Certain tasks may be performed off site. Examples of remote tasks would include; report preparation after initial site visits to gather data, plan and specification reviews, with attendance of comment review meetings on Teams, concept designs and estimates once necessary data collection have been collected on site. The facility does not anticipate 100% on site staffing. As each project is assigned, the VA and contractor will discuss and reach agreement whether it is an onsite or offsite task.

1. The solicitation requires construction program support but does not address travel reimbursement. Will VA reimburse travel associated with site visits, inspections, stakeholder meetings, or other field activities? If so, should travel be included within the burdened labor rates or priced separately? Travel for specific tasks will be addressed separately and not be part of the labor rate. When possible, meetings with any remote staff will be via Teams. When a PTAM is developed, travel requirements will be addressed and funded. Travel by contractor personnel not assigned to specific tasks through a PTAM, but for contractor staff management would be considered part of the contractor’s cost of doing business and not included in the monthly invoice.

1. The RFP identifies a PM and APM as Key Personnel. Are these positions required full-time, part-time, or on an as-needed supervisory basis? Should offerors include separate CLINs or labor rates for these roles? It is anticipated that the PM and APM will be the Sr Project Manager and the Project Manager on site. The PM will directly coordinate tasks with the Chief, FMS. That position will generate the PTAMs with the Chief, FMS, who will coordinate with the CO. The CO will handle any written modifications required to the contract.

1. The RFP requires resumes for “initial team of contract professionals” supporting the two initial Task Area Orders. Could VA clarify which specific labor categories and FTE levels must be included in the initial staffing submission? All positions with hours identified for the Base Year will require resumes. The resumes will be reviewed, and the personnel accepted by the facility. Interviews may be requested to make the final decision on the acceptance of the personnel.

1. Section 5.0 notes that VA may request positions “beyond those identified” and add them via modification. Is VA anticipating additional LCATs during performance, and if so, will these be priced through fair opportunity adjustments or be required under the existing pricing structure? Positions identified in Section 5.0 will require an hourly rate with the offer, and this hourly rate will be used should the position be required. There may be other specialty positions that were not identified but have become necessary for a task. That position will be established and addressed through a contract modification.

1. How will VA evaluate price reasonableness and realism when hours vary significantly by CLIN and several CLINs have zero hours? Will VA normalize hours across offerors or evaluate strictly on proposed hourly rates?

All hours are estimates and subject to change, the hourly rate will be used for evaluation along with the total price. This is not a Lump Sum contract with the budget subject to change based on the needs of the facility and the availability of funds. The contractor will not be requested to perform tasks that are not within the available funding of the contract.

1. Will VA conduct a best-value tradeoff or an LPTA evaluation? The evaluation criteria included are high-level; could VA clarify the weighting between technical capability, staffing qualifications, and price?

The evaluation criteria is stated in section E.1 AWARD BASIS AND EVALUATION METHOD.

1. Will support be limited exclusively to the Asheville VAMC, or should offerors anticipate supporting VISN-level, regional, or off-site coordination activities requiring travel or remote participation? The services of this contract are limited to the Charles George VA Medical Center (Western North Carolina VA Healthcare System). The contractors PM will coordinate tasks with the Chief, FMS.

1. Since actual hours may differ significantly from estimated hours, will VA issue a revised ceiling or adjusted CLIN funding annually to reflect actual workload?

Delivery orders will be executed with the actual hours required as services are needed. The contractor will submit monthly invoices with documentation of the actual hours spent on each assignment by each assigned contractor’s employee, along with any travel. The hours and dollars will be drawn down from the total contract funding. Each quarter, the VA and contractor will review the drawdown and adjust the obligated funds based on the actual drawdown. Each PTAM will include anticipated hours required to perform the task.

1. On page 30, the Solicitation refers to "Attachment A" which is the anticipated hours for identified Task Areas for the contract year and each option years to follow. We did not identify any attachment A document, please provide.

Attachment A is the excel spreadsheet.

1. Reference page 39, we plan to submit full resumes for only the fully-funded positions including Sr. Construction/Project Manager, Construction/Project Manager, Engineer, and CADD to address the requirements for the "initial team of contract professionals.” Is that acceptable? Only positions with hours identified will require resumes. The resumes will be reviewed to determine if the proposed personnel are accepted prior to starting work within the contract. The Sr Project Manager and Project Manager resumes will be submitted with the offer.

1. Please clarify which positions are anticipated to be onsite and confirm that office space will be provided by the Government for them. We do not anticipate 100% on site staffing. As each project is assigned, the VA and contractor will discuss whether it is an onsite or offsite task. Space will be provided within the FMS Project Section for the full-time personnel. Any short-term personnel identified for the duration of the project will be provided space when their presence on site is required.

1. In reference to section B.2 Price/Cost Schedule, please confirm that a CLIN for Travel Expenses and other ODCs will be added to the contract. As noted above, travel for specific tasks will be addressed separately, and not be part of the labor rate. When possible, meetings with any remote staff will be via Teams. When a PTAM is developed, travel requirements will be addressed and funded. Travel by contractor personnel not assigned to specific tasks through a PTAM, but for contractor staff management would be considered part of the contractor’s cost of doing business.

1. On page 64, please confirm that Section E - Past Performance, which includes the three recent CPMRS project descriptions, does not count against the 25-page limit of Section D.

Only Section D has a 25 page limit.

1. Please confirm that CPARS are required in Section E with the three recent projects listed.

Section E does not state CPARS is required.

1. In reference to page 64, Section D, please confirm that fonts within captions, table labels, images and diagrams may be less than 12-font as long as they are still readable.

I recommend trying to maintain the required minimum font when possible.

1. Can the Government please confirm vendors are only required to submit 2 candidates' resumes with our offer to include the Senior Project Manager and the Alternate Project Manager? If not please, clarify. Yes, those two resumes will be required with the offer. Once selected, the contractor will submit resumes to fill the other identified positions. All staff require approval of the facility prior to working on the contract.

1. Can the Government please confirm if vendors can submit one proposal volume with Sections A-E included or does the Government wish to see separate volumes for each Section?

Separate sections would be appreciated. Whatever method the proposal is submitted will not make your proposal more or less favorable.

1. Can the Government please confirm vendors are only required to fill out Column O of the Pricing Excel Sheet? If not, please clarify which additional columns of the Excel Sheet need to be completed.

Only unit pricing is needed in the excel sheet.

1. Under Section 4.0 Key Personnel, can the Senior Project Manager and Alternate Project Manager (APM), described in the first paragraph on page 43, be covered by the same two individuals who will fulfill the Senior Construction/Project Manager (5.2) and Construction/Project Manager (5.3) roles listed on page 44? Or are the SPM and APM roles on page 43 listed in error? The facility anticipates the PM and APM to be filled by the Senior Project Manager and Project Manager who will be on site full-time. Their coordination with the Chief, FMS and management of the other contractor personnel is critical.

1. On page 43, under Section 4.0 Key Personnel, the last sentence of the Note, states "Contractor shall provide a brief one paragraph synopsis of the PM and the APM, as well as the resumes of initial team of contract professionals (see list of required disciplines below) anticipated to be assigned in support of the initial two (2) CM Task Area Orders." Please clarify where these resumes should be placed in the submission. Additionally, at the bottom of page 68, the last paragraph states that resumes are excluded from the page count, but it does not specify a location for the resumes within Sections A through E.

Section D.

1. As a follow-up question: On page 68, under Quote Preparation Instructions, Sections A through E do not exactly match the Evaluation Factors I through III listed on pages 69 and 70. Please clarify if this is accurate as is, or if they will be updated to include an evaluation criterion for the Key Personnel.

Sections A-E are instructions on how to submit the proposal and what each section should contain. The evaluation factors are used to determine the best value for the government once you submit your proposal which is Sections A-E.

1. Can the years of experience for the more senior roles (i.e., Sr. Engineer, Fire Protection Engineer, Claims Analyst, etc.) be reduced from 10 to 7 years, and the mid-level roles (Construction/Project Manager, Engineer, etc.) be reduced from 7 to 5 years of experience? The facility is willing to review resumes with less years on a case-by-case basis should the proposed professional have unique qualifications that justify the reduction in years. However, the facility does not universally reduce the years of experience.

1. Typically, the Technical and Price proposal responses are submitted separately. Would it be acceptable to submit both a Technical Volume and a Price Volume so that they can be evaluated independently?

The solicitation states how to submit each section under E.1.

1. 4.0 Key Personnel specifies that the “contractor shall provide…resumes of initial team of contract professionals (see list of required disciplines below)”. Does the government require resumes only for the PM and APM? Once selected and awarded, the contractor will submit resumes for all proposed personnel. These resumes will be reviewed, and if requested, interviews held, prior to the facility determination if the proposed professional is accepted for the position.

1. The requirement indicates that the contractor shall “prepare and transmit draft and final FedBizOpps announcements”. Does the government instead require the same for Sam.gov announcements?

Yes

1. For Sections A through E, does the government prescribe a specific volume format? Would vendors be able to submit Sections A-C as Volume I, Section D as Volume II, and Section E as Volume III?

That is acceptable.

1. Would the government timelines and milestones allow for an extension of the proposal due date by a week due to the holiday?

Deadline for quote submission will be updated in the Instructions to Offerors section accordingly.

1. The VA has few Labor Categories like Project Consultant, Fire Engineer, Architect, Scheduler are part-time and needed for partial hours. Will the government allow them to be remote or pay for their travel as and when needed or does the VA expect contractor to price the cost in their proposed rate? During the development of the PTAM, travel expenses will be determined for any personnel working remotely on the specific task. Example, if the contractor is requested to perform a study, the required travel for the professional to gather on site data will be developed, noting that the actual report will be developed at a remote location.

1. Request clarification if resumes are required. Yes, resumes for the PM and APM are to be submitted with the offer.

1. Can VA clarify evaluation factors as these differ from the proposal section requirements.

See question 33.
