About this file

This is Amendment 0002 to a Request for Quotation (RFQ) for Construction Program Management and Related Services issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6, Network Contracting Office 6 in Hampton, Virginia. The amendment extends the deadline for quote submission from January 23, 2026 at 12:00 PM ET to January 27, 2026 at 12:00 PM ET. The amendment provides government responses to four contractor questions and updates the Instructions to Offerors, with no other changes to the original solicitation requirements.

The government clarified key operational parameters for the contract: (1) beyond the required Senior Project Manager and Project Manager, additional labor categories will be mobilized based on resume quality and facility needs within the first 30 days of award; (2) hybrid staffing models utilizing off-site technical personnel are permissible for design review, estimating, reporting, and specification development, provided on-site PM, inspection, and commissioning personnel are maintained, with compensation based on actual hours worked; (3) the Charles George VAMC facility anticipates substantial construction projects including electrical distribution, HVAC, emergency generation, exterior building envelopes, roofing, renovations, a parking deck project, and a Fisher House with utility extensions under a newly awarded Recapitalization Program, though the total program budget has not been finalized; and (4) resumes for the Senior Project Manager and Project Manager are required with the initial quotation, while resumes for other funded labor categories are expected to arrive within 30 days of award.

36C24626Q0158 RFQ Questions and Government Answers

1. Initial Staffing and Ramp-Up Beyond the required Senior Project Manager and Project Manager, does the Government anticipate that any additional funded labor categories in Attachment A (e.g., Engineer, Architect, CADD, Estimator, Scheduler) will be required to be mobilized during the first 30–60 days following award, or may these resources be phased in as task orders are issued?

The facility will want to start receiving resumes for other positions identified with hours in the posting within the first 30 days. The timing of the positions being filled will be based on the quality of resumes being submitted for consideration. The facility already has need for all the positions with hours identified in the posting.

2. Hybrid Performance Model The Government’s amendment responses indicate certain functions may be performed off-site (e.g., design review, estimating, reporting, and specification development). Please confirm that offerors may propose a hybrid staffing model utilizing off-site technical personnel for these functions while maintaining required on-site PM, inspection, and commissioning personnel.

The facility will review any hybrid staffing models for off-site staffing. The key is to have reach back staff available for quick responses to critical issues. Compensation for off-site personnel will be based on actual hours spent on assigned tasks. The determination of on-site and off-site will be discussed as each Memorandum of Understanding for each task is developed.

3. Expected Program Volume For planning and surge-capacity purposes, is the Government able to provide an estimated annual construction program value or approximate number of projects typically supported at the Charles George VAMC under similar contracts?

Specific size of the program is dependent on funding from the Capital Asset Manager who establishes the annual Op Plan. The facility was recently selected for the Recapitalization Program which is a substantial infrastructure program addressing large projects involving Electrical Distribution, HVAC, Emergency Generation, Exterior Building Envelopes, Roofs, and other critical infrastructure. The total budget for this program at the facility has not been fully developed but will be substantial. In addition, the facility has numerous renovation projects and a parking deck project pending. Finally, the facility has been selected for a Fisher House, so the extension of utilities to the Fisher House Site will also be a project.

4. Resume Submission Requirements We understand that resumes for the Senior Project Manager and Project Manager are required with the initial quotation and that resumes for other funded labor categories will be required upon award or prior to personnel commencing work. Please confirm that resumes for positions other than PM and APM are not required with the initial submission.

The PM and APM will be included in the initial offering. The other resumes would be expected to start arriving for review within 30 days of award.
