About this file

This document contains an amendment to a solicitation for installation of emergency power at a Veterans Affairs medical center. The scope of work involves installing two new generators and two automatic transfer switches to provide backup power for building 1 and building 23. Construction cost is estimated between $1 million to $2 million and must be completed within 140 days in phases while the medical center remains operational. Offerors must acknowledge receipt of the amendment by April 5th, 2023. The amendment provides responses to request for information questions about utility crossings, crane access, conduit routing, fuel tank requirements, and generator lead times. It confirms a fuel polishing system must be included and that multiple vendors may be needed to meet the project duration.

April 5, 2023 10AM EST The purpose of this amendment is to extend the bid due date to April 5, 2023 And to also update the RFIs

The purpose of this amendment is to issue responses to the RFIs and update the bid due date to April 5, 2023.

Install Emergency Power for HVAC Equipment 36C24623B0020 Pre-Bid RFIs

1. At the site visit it was noted that a portion of the fuel line install between the fuel port to the 175-kw generator would need to be hand dug.

· Question: Can a linear footage and depth of this area to be hand dug be provided?

· A/E Response: Refer to sheet E-103, keynote #9. There are two known utility crossings in the route from the generator to the fuel port. With manual trenching required within 6 feet of each, the contractor should anticipate no less than 24 feet of digging by hand.

2. Access routes to the location for the 175kw generator install appears to be restricted.

· Question: Is this generator to be crane picked into place or is the intent to bring the in the generator in sections and some form of assembly on-site?

· A/E Response: Due to the slope and limited access to the area, a crane will be required to set the generator in place.

3. Setting of the 750kw generator will require a crane pick and setup at the parking entry area at the front of the facility.

· Question: Will this crane pick be required to be performed off hours or on weekends?

· A/E Response: The VA will determine the timing of this work.

· VA Response: The crane pick will be required on the weekend.

4. The drawing (E-101) that depicts the electrical routing for the new 750kw generator is somewhat vague. It is assumed that the existing underground raceways, existing building mounted junction box, and existing raceways routed through 2nd floor interstitial space are to utilized. Additionally, some areas are identified to be painted while others are not and it appears that a section is missing from the pull box to the roof of building 18.

· Question: Can a more defined routing be provided to include methods and elevations?

· A/E Response: The contractor shall provide the new conductors and new conduit required for this project. The new raceways and pull box(es) provided by the contractor and the existing raceways and pullboxes to be utilized for this project are defined on drawings E-101, E-102 and E-601.

· Question: How are the cables routed and connected from the pull box to the roof of building 18 and what is the elevation (please see screen shot below)?

· A/E Response: The section from the existing pull box to the Penthouse is shown on E-101 and E-102. New conduit and conductors, provided by the contractor, will be routed vertically from the existing pull box at grade approximately 60 feet to a location above the 2nd floor roof, then horizontally, around the exterior corner to the interior corner, approximately 50 feet, then vertically again to the roof, approximately 75 feet. See image below with commentary, taken from sheet E-101.

· Question: This is the only place identified as requiring paint. Are we to assume all exterior mounted conduit is to be painted and if so, what is the linear footage (please see screen shot below)?

· A/E Response: New exterior mounted conduit and supports shall be painted to match the existing brick color.

5. The generator spec (263213 section 2.5) references both a day tank and a main fuel tank. The drawings provided only show a subbase fuel tank and the NEPA assessment item 17 call for the generators to sit on subbase fuel tanks.

· Question: Can you please confirm that day tanks are NOT required for this system?

· A/E Response: Confirmed, day tanks are not required.

6. Drawings CS101 & CS102 show a prefabricated metal platform and stairs.

· Question: Can details or a drawing be provided for these platforms and stairs for bidding purposes?

· A/E Response: The contractor shall provide the generators’ access platforms. They should be purchased from the generator vendor.

7. Please see the following comment from a generator supplier. “With 96 hours of stored fuel we highly recommend a permanently mounted fuel polishing system to ensure the fuel does not sit stagnant while the generator is not running. Diesel fuel has a shelf life and will build water and algae along with other bacteria if it is not properly maintained. Reverso Pumps is a leading brand of fuel polishers, they recommend adding a system that will clean 100% of the fuel tank over a 1-week period.”

· Question: Is this a concern for the government and if so, what are the requirements for this project?

· A/E Response: A fuel polishing system is not a requirement but is recommended. The VA will determine if a fuel polishing system is to be included.

· VA Response: Please include a fuel polishing system.

8. The lead time for the generator on Bldg 1 is currently 62 weeks while the period of performance is 140 days. Please confirm the period of performance will be extended to handle lead time from the manufacturer.

· A/E Response: Because other projects rely on the Bldg 1 generator, the VA will address lead times.

· VA Response: Project must be completed in 140 days. Utilize multiple vendors to meet this requirement.

9. Please provide drawings showing the existing conduit run for Bldg. 1 to the building entry for the power.

· A/E Response: Existing raceways are shown on the partial site plan on sheet E-101, and further described on the partial single line diagram on E-601.

10. Please confirm the existing conduit is free and available to run the power lines from the generator to the building and no other conduit lines will be needed to run power from the generator to the building.

· A/E Response: New conduit is required by the contractor to supplement existing pathways from the generator to the penthouse. Refer to the plan drawings on sheets E-101 and E-102, and the diagrams on E-601 for the extent of new conduit to be provided by the contractor and existing conduit to be used.
