Question
RFI Response
1. Is this a tax-exempt project?
Refer to FAR clauses 52.229-2, 52.229-3, & 52.229-12 IBR in the IFB
2. If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by Subcontractors and Vendors?
No, the Government will not be providing tax-exempt certification.
3. Can the Superintendent be shared across multiple Projects, or should they be dedicated full-time to this Project and this Project only?
A dedicated superintendent is required for this project.
4. Will the VA provide an existing office location for the Prime Contractor to set up an office or should the Proposal include monies for a temp office or office/ storage container, with utilities, etc.? (We ask this because we know the VA has very little spare real estate).
See specification section 01 00 00.1.6B.
5. Will the VA provide a location for the temporary storage of materials?
See Specification section 01 00 00.1.6A.
6. How many parking permits will be available to the Prime Contractor?
A parking permit will be provided to the superintendent on space availability basis. Parking is limited at the facility.
7. Can the Superintendent fulfil multiple roles?
Superintendent can also serve as Quality Control Manger.
8. If so, can they also fulfil the Quality Control role?
Answered in question #7
9. What about the SSHO role?
SSHO will serve as Safety officer Only.
10. The note in Detail 3/A103 states that there are 35 proposed 12’ diameter concrete bollards and there are 32 shown. Where are the other 3 to be located?
Remaining 3 Bollards will de field located by COR in the same vicinity as the others.
11. General Note “C” on Sheet G002 states that valid forms of I.D. are required to receive I.D. badges, and this will be coordinated with the COR. Is the proposal to include the cost of the Prime Contractor providing their own I.D. badges or will they be provided by the COR (VA) with proper identification? If provided, at what cost? What is the cost of a replacement I.D. badge in the event one is lost or destroyed?
Engineering Service will provide Badge Templates and GC will reproduce and issue to subcontractors. No cost is associated to the badge.
12. Will the Safety & Protection Signage near the Fulton Street entrance be relocated, or the fencing location adjusted around it? See photo below.
Fence shall be adjusted around Safety and protection Signage. GC shall coordinate location with COR.
13. Has the property line been verified by a licensed Surveyor? Are sections of the existing chain link fence off the Durham VAMC property? Note the property stake location and its proximity to the existing fence in the photo below.
See Specification 01 00 00.1.11 (professional Survey Services. Disregard the stake it’s not associated to project scope. The property line is indicated in drawing set.
14. Will trees and other obstacles be removed/ relocated or will the fencing location be adjusted around it, as in the example photo below.
The intent is work around trees and obstacles. GC will coordinate with COR prior to installation.
15. Where the proposed fencing is indicated to end at a connection to Parking Deck B in Area A, shown on Sheet A101, the notes on the Plans indicate that it is to be typical 8 ft fence panels and posts. During the Pre-Bid Site Walk with the CO and COR, it was discussed (by B2) that this steep incline may require the stepped 12 ft fence panels as indicated in Detail 5/A201. Should the proposal include the pricing as indicated or with stepped panels as required? (See photo below)
