Post answers to received Vendor Questions. See Attached
Vendor Questions and Answer Question: Do you have a weekly estimated number of manhours expected for this contract?
Answer: Estimated manhours between 200-250.
Question: Recent VAMC valet services solicitations, e.g., Mountain Home VAMC, proposed performance bonuses, would Hampton VAMC consider similar monthly performance incentives / bonuses, which were included in the Mountain Home VAMC valet services solicitation request as listed below?
a. Meeting the courteously greet each Veteran within 10 minutes to assume responsibility for and the courteously return vehicle within 10 minutes 98% of the time for the month. The contractor may earn a bonus of $550.00 for the month.
b. No validated complaints received by the contracting officer’s representative (COR) about, pertaining to / or concerning the valet parking contractor, the contractor staff, operations, or contractor management during a month. The contractor may earn a bonus of $500.00 for the month.
c. No accidents, injuries, or incidents occurring in the valet parking area of operations, including parking lots as verified by the COR during a month. The contractor may earn a bonus of $475.00 for the month.
d. Securing all vehicle keys timely and ensuring no vehicles are left locked with keys inside or no keys available in the valet parking area of operation requiring VA Police assistance for unlocks or finding patients who kept their keys and left the valet parking area of operations. The contractor may earn a bonus of $450.00 for the month.
Answer: The resulting contract will not contain a bonus plan or structure.
Question: Will the valet staging area be designated solely for valet parking services and control?
Answer: Yes, the valet service lanes are solely for valet parking.
Question: If there are other valet staging area users, who is responsible for their control and what are the expectations for that control?
Answer: no other staging area users. however, valet attendants are expected to comply with requirements listed in paragraph 4 in the PWS.
Question: Are there any construction projects planned in any traffic areas or parking spaces currently being utilized (or planned to be utilized) for valet parking services, including the roads between the valet staging area and valet parking? If so, please provide detail.
Answer: There are no construction projects that will impact the valet parking area.
Question: How will George Charles VAMC address construction projects that impact valet service performance and / or staffing?
Answer: There are no construction projects that will impact the valet parking area. Should conditions change because of construction the COR and Contracting Officer will coordinate those changes with the vendor at that time.
In PWS 4.e, it states: ‘The Contractor shall have a process for moving disabled vehicles from the valet lane; this process shall not delay other veteran patients longer than ten (10) minutes.’ Is the expectation that the contractor will physically move the vehicle, or that it manages the flow of valet traffic around the vehicle.
Answer: Vendor will be expected to manage traffic flow during the valet parking hours of operation to meet the “no longer than 10-minute delay” requirement. Vendor should, in the submitted quote package, identify what their procedures would be to effectively meet contract requirement while handling the disabled vehicle.
