The bid due date remains at 3:00 p.m. on September 20, 2019. A public bid opening will be conducted in the Contracting Offic es at 513 Rosebud Plaza, Clarksburg, WV 26301.

36C24519B0012 Technical Questions Project Title: CONSTRUCTION PARKING STRUCTURE
QUESTIONS AND CLARIFICATIONS:
1. QUESTION: Drawing EL101 Stair 1 S1L1 shows (2) A03 fixtures that appear to be in fact a X01 and X02 fixture, please confirm. In addition, between column line 4 and 5.7 there are multiple fixtures that appear but are not labeled or circuited, please confirm these are from an old background and not part of the project.
VA RESPONSE: The exit lights in Stair 1 should be labeled X01, wall mounted exit signs. Omit the unlabeled, un-circuited lights shown on this plan.
2. QUESTION: For the brick I am to match building one. Can you tell me which building that is? For the cast stone I assume that I should match what is on building one also but I could not find where it said that.
VA RESPONSE: Match the brick on the new Ambulatory Care building. Precast PC-01 and PC-02 colors to match as indicated on AE201
3. QUESTION: Do not see specifications for 071800 (generic) Traffic coating or 071900 (Generic) penetrating sealer. Do either of these products exist? (They would protect the deck from corrosion induced by deicing salts.)
VA RESPONSE: Specification 07 90 20 Parking Deck Waterproofing Systems is included in this addendum.
4. QUESTION: What about 079500 (Generic) expansion joints? Typically, there is at least one from slab on grade to elevated slab transitions. Will the VA be adding the above mentioned specifications?
VA RESPONSE: Specification 07 90 20 Parking Deck Waterproofing Systems is included in this addendum.
5. QUESTION: Solicitation Item 8 does not identify where the Offer should be addressed. Please provide the proper address.
VA RESPONSE: All bids are to be received at the Contracting Offices at 513 Rosebud Plaza, Clarksburg, WV 26301 by 3:00 p.m. EST at which time a public bid opening will be conducted.
6. QUESTION: Are there any liquidated damages assigned to this project?
VA RESPONSE: This project does not contain Liquidated damages.
7. QUESTION: Are we to assume Bid Item 4, Alternate 3 removes the equipment, machinery and controls, but not the shaft associated with PE-2? If yes, how are the door openings to be addressed if the elevator is not installed?
VA RESPONSE: Bid item 4, Alternate 3 removes PE-2 equipment, machinery, and controls, but not the PE-2 elevator shaft. If Bid Item 4 is accepted, Sheet AE401 Details B5 and D2 describe infilling PE-2 door openings with knock-out, painted, infill CMU walls. Also, replace Sheet AE401 Keynote 04.12 notation “Bid Item 2 Alternate 1 with Bid Item 4, Alternate 3”.
8. QUESTION: Part 1.2.D of Specification Section 01 00 00 “General Requirements” states the Department of Veterans Affairs will retain the Testing Laboratory and that the Contractor will notify the COR in sufficient time to schedule field testing. Part 1.1 of Specification Section 01 45 29 “Testing Laboratory Services” states the material testing is to be “provided by a Testing Laboratory retained by the General Contractor.” Please confirm who will retain the Test Laboratory.
VA RESPONSE: The Contractor shall retain an independent testing facility for all testing needs.
9. QUESTION: Per Section 01 00 00 – 7 H 1. please confirm that the entire project will require 7 foot tall chain link fence with fabric during construction VA RESPONSE: 6-foot tall chain link fence will be acceptable. As indicated in 01 00 00 fence with fabric is required around the construction area.
10. QUESTION: Section 01 00 00 – 10 Paragraph 1.8 states that any Government owned items to remain shall be stored. Where will the storage area be and will a storage trailer be required by the Contractor?
VA RESPONSE: The Contractor is not required to store salvaged items to be returned to the Government. Items removed and relocated as part of the project shall be stored appropriately within the limits of the project before they are returned to service.
11. QUESTION: Section 01 00 00- 22 Section 1.30. Please confirm that a professional photographer is required for taking progress photos.
VA RESPONSE: Yes. The contractor is to provide a commercial photographer per the specification.
12. QUESTION: Section 01 00 00- 22 Section 1.30. Please confirm that 360 degrees of photo documentation is required.
VA RESPONSE: Yes, as outlined in Section B-5.
13. QUESTION: Section 01 81 13.01 – 2. Will this project require LEED certification?
VA RESPONSE: Yes
14. QUESTION: How many people will be required to fill the positions of Superintendent, SSHO, and QCM?
VA RESPONSE: Per specification section 01 35 26 part 1.7.C “the SSHO has (to) be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO. Specification does not preclude the Prime Contarctor’s Superintendent and Quality Control Manager as having collateral duties.
15. QUESTION: On sheet AE201, various notes mention precast to receive impregnated color treatment, use “PC-01”. Please define and clarify. Is this applied in the field or a mix design from the precast supplier? If a mix design from the precast supplier, please provide specifications for the mix design, along with designated material suppliers that the precaster should use.
VA RESPONSE: PC-01 is color. See sheet AE201 drawing entitled “Existing Bldg Sample ID’s” for photograph of existing Building 1 showing precast (PC-01, PC-01) colors to match.
16. QUESTION: On sheet AE201, various notes mention precast to receive impregnated color treatment, use “PC-02”, unless otherwise noted. Please define and clarify. If a mix design from the precast supplier, please provide specifications for the mix design, along with designated material suppliers that the precaster should use.

17. QUESTION: Sheet AE201, brick color “BC-01”. Please define and clarify with information stating preferred brick material supplier; color, texture, etc.
VA RESPONSE: New BC-01 brick is to match new Ambulatory Care Addition in uniformity, color, texture, size, motor joint size, mortar joint shape. There is no preferred brick supplier.
18. QUESTION: Sheet AE201, brick color “BC-02”. Please define and clarify with information stating preferred brick material supplier; color, texture, etc.
VA RESPONSE: New BC-02 brick is to match new Ambulatory Care Addition in uniformity, color, texture, size, motor joint size, mortar joint shape. There is no preferred brick supplier.
19. QUESTION: This is critical for design, production and on-site requirements (CIP and rebar). Note – sheets 101-104A all have a note as follow; “Precast tees and beams are to be designed to support tow trucks and emergency vehicles.” This needs to be defined and clarified (HS20 bridge loading requirements, emergency equipment to include fire tanker full of water, what is maximum load and footprint that they have in mind driving onto the deck?)
VA RESPONSE: Maximum vehicle weight is limited to 14,000 pounds--the Gross Vehicle Weight Rating (GVWR) of a Type I ambulance. Precast is to be designed for a rear axle load of 11,200 pounds (5600 pounds per wheel) and 2800 pounds front axle load (1400 pounds per wheel) on a 95-inch axle width.
Contractor provides signage placed at all vehicle entrances to the deck depicting GVWR limits for any vehicle entering the deck to 14,000 pounds and the maximum wheel load to 5600 pounds. GVWR is defined as the total weight of the vehicle and its cargo. This means a tow truck, whether a conventional wrecker or rollback wrecker, and the vehicle it is towing cannot exceed these weight limits. Sign shall be 24"x12" and shall be located at the entrance to the parking deck.
20. QUESTION: The Solicitation does not identify if or percentage of retention that may be withheld. Please confirm if retention will be withheld and, in the event it will be withheld, the percentage.
VA RESPONSE: Retainage is applicable to this solicitation and shall not exceed 10 percent to ensure satisfactory completion as outlined in FAR 52.232-5 Payments Under Fixed Price Construction Contracts and VAAR 852.232-71 Payments Under Fixed Price Construction Contracts which are included in the solicitation.
21. QUESTION: Plan sheet GS122 Traffic Signal Notes No. 5 indicates that the contractor shall obtain the services of a dedicated traffic consultant. Does this imply that the design of the temporary signal is the responsibility of the Contractor?
VA RESPONSE: Yes, GS122 Note 5 states Contractor retains services of traffic consultant to fulfill WVDOT requirements for installation of Contractor-provided, Contractor-installed traffic signal equipment.
22. QUESTION: Should Phase One fill, for the new parking spaces, be keyed into the existing embankment?
VA RESPONSE: Yes, Phase One fill should be keyed into existing embankment.
23. QUESTION: S001 4.3.B Is the Geotech Engineer referenced from the design team or from the testing service hired by the GC?
VA RESPONSE: Per specification section 01 45 29, testing service will be part of the special inspections retained by Contractor.
24. QUESTION: I have not found whether sales tax is to be included or if the project is exempt. Can you verify whether sales tax is to be included?
VA RESPONSE: Regarding taxes, FAR Clause 52.229-3 Federal, State and Local Taxes is included in the solicitation as incorporated by reference under 52.252-2 Clauses Incorporated by Reference. There are no exemptions. Additionally, as outlined on the first page of the solicitation VA Form 1442 Contractors are also responsible for all state and local licenses as well as the payment of local Business and Occupation (B&O) Taxes.
Clarification
ES101 This shows some new work that has been previously installed. Please see below for coordinates and plan view/cross section of new/existing work and the conduit sizes. Due to the conduit sizes this may require the use of reducers when connecting to new work.
