Questions and Clarifications:
1. QUESTION: Number 6 of the statement of work indicates that the owner is to secure the services of the controls contractor. Please confirm that the controls will be by the owner and not carried by the contractor.
VA RESPONSE: The revised scope of work clarifies that the controls contractor will be secured by the prime contractor, not the owner.
1. QUESTION: In the new scope of work that was posted with Amendment 0001 there are specifications listed that we are to provide submittals for, however these specifications have not been posted with the bid package. Will these be provided?
| 04 05 13 Masonry Mortaring |
| 06 10 00 Rough Carpentry |
| 07 01 50.19 Preparation for Re-Roofing |
| 07 60 00 Flashing and Sheet Metal |
| 07 92 00 Joint Sealants |
| 22 05 11 Common Work Results for Plumbing |
| 23 08 00 Commissioning of HVAC Systems |
| 25 10 10 Integrated Automation |
| 23 84 00 Humidity Control Equipment |
| 26 05 13 Medium-Voltage Cables |
| 26 05 33 Raceways and Boxes for Electrical Systems |
| 26 29 21 Enclosed Switches and Circuit Breakers |
VA RESPONSE: Additional specifications have been included with this amendment.
3. QUESTION: Also there are other sections that were provided with the original solicitation, but are not listed in Amendment 1, are these sections to be considered a part of the bid package?
05 00 00, 08 90 00, 23 05 93, 23 09 23, 23 34 00, 26 05 11, 26 29 11, and 28 31 00
VA RESPONSE: Additional specifications have been included with this amendment.
4. QUESTION: Item 9 of the statement of work contained in Amendment 1 indicates that the contractor is responsible to provide a structural analysis of the roof. Also contained in Amendment 1 was a structural analysis performed by Allegheny Design Services. Is this sufficient as an analysis or will a 2nd one be required?
VA RESPONSE: A structural analysis will be required based upon the equipment proposed.
5. QUESTION: The structural analysis by Allegheny Design Services references RTU cut sheets and Trane curb kit as attachments. Will these items be provided?
VA RESPONSE: The cut sheets and curb kit are included as attachments with this amendment.
6. QUESTION: Is there any information on the new roof mounted unit available such as size weight, etc.?
VA RESPONSE: This information is included on the unit cut sheet which is included as an attachment to this amendment.
| 7. QUESTION: Since the scope of structural work appears to be an unknown would it be |
| possible for all bidders to carry the same allowance? |
VA RESPONSE: No, this project is being solicited as a firm fixed price contract.
8. QUESTION: The price/cost schedule shows one item to bid on. Section 01 00 00, shows 2 items - ITEM II, Electrical Work and Item III - Mechanical Work. Please advise, which is correct.
VA RESPONSE: Please provide pricing in accordance with the bid schedule to reflect all work included in the complete project.
| 9. QUESTION: Are the Mechanical contractor and the TAB contractor to be separate | contractors? | ||||||
| VA RESPONSE: Please reference Specification 23 05 93 1.3 Quality Assurance | |||||||
| 10. QUESTION: Based upon current labor hour estimates and the limited work area around | the new AHU, the switchover of AHUs can not be completed in the 108 hour reference | (extended weekend switchover). The major factors that contributes to this are the crew | size | restriction for the limited work area around the new AHU and the required TAB | following | switchover. Please advise if outage duration can be extended to 156 hours. | |
| VA RESPONSE: The area serviced by this AHU cannot experience an extended outage due | to clinical operations. New electrical conduit, wiring and any roof/curb work can be run any | time before designated weekend of demolition and installation. | |||||
| 11. QUESTION: The RTU analysis provided with Amendment #1 and performed by Allegheny | Design Services states that the existing roof joists are adequate to support the new RTU weight | (which is stated at 4,393 pounds). Is this the maximum authorized capacity for the roof in | question, if not, can the maximum weight load capacity be provided? |
VA RESPONSE: A structural analysis will need to be completed and provided based upon the equipment provided.
| 12. QUESTION: It was mentioned at the first site visit that the work would have to be done | either President’s Day Weekend or Memorial Day Weekend, and the unit would have to | be up | and running the following Tuesday by 7:00 AM. My concern as that it will take longer than | that to get the work completed. I know there is Liquidated Damages on this project, and if | the work should run into additional days will the Liquidated Damages be enforced upon | the | General Contractor? |
| VA RESPONSE: The area serviced by this AHU cannot experience an extended outage | due to clinical operations. It is anticipated that certain aspects of preparatory work can be | completed before designated weekend of demolition and installation to minimize the | duration. If clinical care is impacted due to an extended duration of outage, liquidated | damages will be assessed. | |||
| 13. QUESTION: Can the Trane curb kit cut sheet be provided? The memo from Allegheny | Design | Services mentioned an attached Trane curb kit for reference, but nothing was posted on | the amendment on fbo.gov. |
VA RESPONSE: The cut sheets and curb kit are included as attachments with this amendment.
