About this file
This document contains an amendment to a federal solicitation for construction services and responses to bidder questions. The amendment provides responses to five questions from bidders regarding specifications and drawings for a project to replace a dry cooler system for IT at the Erie Veteran Administration Medical Center. The solicitation requires bidders to adhere to specification requirements for hydronic piping and not use alternative fitting types. The heat exchanger is to be included in the dry cooler package. Access to IT spaces for work requires arranging entry several days in advance so IT staff can monitor on-site contractors. The award will be a firm fixed-price contract for a one-year period of performance following receipt of the notice to proceed. The solicitation targets service-disabled veteran-owned small businesses and is valued between $500,000 and $1 million.

Questions and Responses Replace Dry Cooler System for IT for Proposal 36C2442B0002 Date of Responses – 7/22/20
Question #1 What is the protocol for working in an energized electric panel. Does the VA have a zero-energy policy and if so, can the VA provide the steps needed to perform a panel shut down?
Response: The VA does have a zero-energy policy. The operation and/or state change of any existing mechanical device (i.e. electrical circuit breaker, valve) can only be accomplished by authorized VA staff.
An “outage request” (format provided at contract award) must be submitted, by the contractor, a minimum of (7) calendar days prior to the anticipated outage. This form is than routed through the Medical Center leadership and the effected department supervisors. Outages that would affect a major facility milestone may lengthen the approval period, but those cases are rare.
Question #2 When working in an IT closet what steps need to be taken to gain access to the room? Does a VA employee have to monitor you the entire time you’re working in the room?
Response: Access to IT spaces needs to be arranged several days, ideally a week, before the work’s intended date, so that IT personnel can be scheduled for access to the work to be done. A VA employee must always be in the IT space to monitor contractors.
Question #3 Specification 23 21 13 Hydronic Piping Para. 2.4 Fittings for steel pipe: Can groove fittings be used in lieu of the specified welded or flanged joints?
Response: Groove fittings for steel pipe are not permitted. Contractor to adhere to requirements listed in Specification 232113.
Question #4 Specification 23 21 13 Hydronic Piping Para. 2.3 Fittings For Copper Tubing: For piping 2” and less. Can copper propress or press fit fittings be used in lieu of the copper soldered fittings?
Response: Propress or press fit fittings are not permitted. Contractor to adhere to requirements listed in Specification 232113.
Question #5 Drawing M710 Plate Heat Exchanger - Isn’t the heat exchanger (HX-1) part of the Dry Cooler Package?
Response: The heat exchanger is to be included in the Dry Cooler Package.
Question #6 Is the Mechanical Contractor responsible for purchasing the Dry Coolers?
Response: Yes.
