X Project #542-12-106, Correct Electrical Deficiencies.

The purpose of this amendment is to publish contractor submitted questions with the Government's answers.

See Pages 2 - 8 of this amendment for Questions and Answers.

Everett E. Shaver Contracting Officer Questions (Q) & Answers (A)

Administrative Q&A’s:

Q-1: In reference to Page 1, Section 11 of the solicitation, is the contractor to begin performance within one (1) calendar day after receiving the Notice to Proceed?

A-1: No, that was an administrative error. The Contractor shall begin performance within 14 calendar days and complete it within 365 calendar days after receiving Notice to Proceed.

Q-2: Are the Reps and Certs to be filled out and submitted with the bid documents?

A-2: Yes.

Q-3: Is the OSHA Log and EMR to be submitted with the bid documents or after award?

A-3: The OSHA Log and EMR are to be submitted with the bid documents; see Pages 10 & 11 of the solicitation.

Q-4: Is it permissible for the bid bond to be located in the same envelope as the bid documents or is it required to be in a separate envelope?

A-4: Same envelope is preferred, but not required.

Technical Q&A’s:

Q-1: Drawing 58-E3, Re: Dwg note 6 the Safety Switches that are specified NEMA 4X. in a Mechanical Room would NEMA 1 be considered?

A-1: Drawing Note 6 pertains to a new disconnect switch that is located on the roof. Provide Nema 4X enclosure per the note.

Q-2: Should there be a note 8 for RV-1?

A-2: Drawing Note 8 does apply to all new wiring between Panel MEP-58B and RV-1. The Note 8 leader shows this.

Q-3: With reference to note 4 on Dwg 16-E1 since there is are no new conduits are you requiring routing drawing of existing conduits? This would apply to the same note on other Dwgs.

A-3: General Note 4 on this drawing does not apply.

Q-4: Dwg 01-E6 note 10 The starter is specified to be a NEMA 12 enclosure but the panel next to it (MEP-1B) is NEMA 1

A-4: The combination motor starter called for in Drawing note 10 should be Nema 1.

Q-5: Dwg. 04-E2 note 2. VFD’s are specified to be NEMA 4X. They are located in a Mechanical room, can they be NEMA 1?

A-5: Drawing Note 2 applies to the new disconnect switches located in the mechanical room. The disconnect switch enclosures shall be Nema 4X per note 2.

Q-6: Dwg. 04-E3 General note 4. Are you requiring a drawing showing the routing of existing conduits?

A-6: General Note 4 on this drawing does not apply.

Q-7: There seems to be inconsistency with regard to what enclosures should be used in for electrical equipment. Would it be safe to say that the contractor should use enclosures suitable to the locatOutdoor NEMA 3R, In indoor in Attics, Mechanical and Electric rooms NEMA 1?

A-7: No. Nema 1, Nema 4X and Nema 12 enclosures are called out for specific reasons. Provide each type of enclosure as indicated on the drawings.

Q-8: Dwg. 06-E3 Where is the panel Schedule for the new MEP-6B?

A-8: Panel Schedule for MEP-6B is not required. There will be no new panel MEP-6B. Existing Panel EP6-1 has already been installed to take the place of existing panel MCP-6B. Drawing Note 1 should be reworded to read as follows: Remove existing motor starting panel ‘MCP-6B’. Disconnect and protect existing branch circuit wiring that is to remain for future use. Existing branch circuits shall be re connected to existing panel ‘EP6-1’as indicated. Remove existing panel MCP-6B feeder wire and conduit back to source (main switchboard). Abandon conduit in-place if it is concealed.

Q-9: Dwg. 08-E1 Is pump 4 the only existing pump? It is the only one with a drawing note 3.

A-9: All four pumps are existing. The pump P4 existing motor starter is removed via Drawing Note 3. The other three existing pump’s motor starters are removed with the demolition of existing panel MCP-8A.

Q-10: Dwg 15-E2 Note 8. Will the Auto CAD plans provided by the Engineer to the contractor have the existing devices and electrical equipment already located on them? Can the owner discuss section 26 05 33 and the process and requirements of the as built drawing at the pre-bid meeting?

A-10: Plans provided to the contractor will be blank floor plans. The contractor must trace out all cloth insulated circuits and populate the floor plan with all devices (and circuit numbers) fed from the cloth insulated circuits. Trace circuits as required. This can be discussed further.

Q-11: Are all branch circuits required to be traced out or only those in panels we replace or modify?

A-11: It is assumed that this question pertains to Drawing X-E1, Construction General Note 3. Branch circuit tracing is only required on the panels that are part of this project.

Q-12: Do all panels get new legends or only those weeks replace or modify. X-E! note 3, C?

A-12: Only panels that are part of this project will get new legends.

Q-13: Did not see any painting specified for the new walls and ceiling

A-13: All wall paint is to match existing. Shewin Williams Paint. All Ceilings to be Sherwin Williams white ceiling paint or as directed by the VA.

Q-14: Can you please provide all bidders with a complete and updated Single Line of the entire campus, all bidders need this accurate single line in order to properly estimate the cost for the required Coordination/Short Circuit/AF Study.

A-14: The single line is the same drawings that are on the blueprints which are attached to the solicitation on FBO.gov.

Q-15: 02E3, Note 10 calls for (3) #4 & (1) #8 in 3/4” conduit. NEC table C1, max (2)#4 in ¾” conduit.

Please advise.

A-15: Change the conduit size from ¾” to 1”.

Q-16: 06-E2, Notes 7&8, Are both notes addressing the same? If not, can you give us the quantities and sizes of additional circuits that need refed?

A-16: Notes 7 and 8 address the same three branch circuits.

Q-17: 06-E3, Note 1, Can you give a panel schedule for MEP-6B?

A-17: Panel Schedule for MEP-6B is not required. There will be no new panel MEP-6B. Existing Panel EP6-1 has already been installed to take the place of existing panel MCP-6B. Drawing Note 1 should be reworded to read as follows: Remove existing motor starting panel ‘MCP-6B’. Disconnect and protect existing branch circuit wiring that is to remain for future use. Existing branch circuits shall be reconnected to existing panel ‘EP6-1’as indicated. Remove existing panel MCP-6B feeder wire and conduit back to source (main switchboard). Q-18: 09-E2, Note 4, Can you give us the manufacturer and breaker type for panel ELP-9?

A-18: The existing panel manufacturer is GTE Sylvania and some of the existing circuit breakers are by GE.

Q-19: 15-E2, Note 1, What is the location of the MDP in the Main Electrical Room on the basement level?

A-19: Refer to drawing 15-E1 for location of panel MDP in Main Electrical Room.

Q-20: 38-E2, Note 5 and 38-E3, Note 1, The back box become a splice box. From where should we feed the branch circuits?

A-20: This backbox is deep with branch circuits already removed and feed-thru splices completed in the space behind the abandoned panel interior. No need to find sources to refeed the branch circuits. Remove the abandoned panel interior and rework the frame and cover as indicated. Also, add the following note: Once panel interior is removed, rework existing branch circuit wiring and associated splices in existing backbox per Drawing X-E2, Detail 3.

Q-21: 38-E5, Should the feeder to the elevator panel be #4/0, instead of #4?

A-21: Yes. Feeder to the elevator panel shall be 4 # 4/0 + 1 # 4 GRD in 2 ½” conduit.

Q-22: 38-E5, The sequence notes call to feed panel EP-B with a 200A circuit. Is that correct?

A-22: The existing ATS is fed from the existing MDP (normal power source) with a 225A breaker. Change sequence notes from 4 #3/0 & 1 #6 GRD in 2”C to 4 #4/0 & 1 #4 GRD in 2 ½” C.

Q-23: 57-E2, Note 4, Calls for a new motor starter for EF-1, the note at the motor starter is ‘ETR’.

Please advise.

A-23: Motor starter for EF-1 is ETR. Remove Drawing Note 4 symbol from motor starter/disconnect on plan.

Q-24: 57-E2, Notes 12,13,14,and 15 @ pump 57-ERP1. Note 11 calls for items to be removed.

Please advise.

A-24: Drawing Note 10 and 11 apply to 57-ERP1 and 57-ERP2. Delete Drawing Note symbols 12,13, 14, 15 and 16 from 57-ERP1 and 57-ERP2 on the plan.

Q-25: 57-E2, Note 16 @ Pump 57-ERP2. There is no instruction for note 16.

A-25: Delete Drawing Note 16 symbol from 57-ERP2 on the plan.

Q-26: 59-E2, Note 3 @ ETR Pump ‘CHWP1’. Please advise.

A-26: Pump CHWP1 is ETR. However; existing motor starter/disconnect and branch circuit wiring shall be removed and new VFD and branch circuit wiring shall be provided as indicated.

Q-27: 70-E1, Note 15, Please clarify how P3(L1) will be fed?

A-27: Emerg Panel P3 is fed from a 70A breaker in existing Emergency Panel (L1) located in the main electrical room. The FSS is currently between the source panel (Emerg Panel (L1)) and Emerg Panel P3. This FSS is not needed. Remove it as indicated. Refeed Emergency Panel P3 from source breaker (70A) per Drawing Note 14.

Q-28: Dwg 38-E5 Please verify wire size for elevator feeder (second note under “Sequence”)

A-28: There is typo in note. Feeder to the elevator panel shall be 4 # 4/0 + 1 # 4 GRD in 2 ½” conduit.

Q-29: Dwg 39-E1 Drawing Note 6 seems to conflict with Drawing notes 1, 2, 3 & 4. Please clarify.

A-29: The intent of Drawing Note 6 is to describe how the work of replacing the existing Panel MCP-39A with Panel MP-39A is part of another project. Drawing Note 6 in conjunction with Drawing Notes 1, 2, 3, 4, & 5 call for the replacement of existing Panel 2-FCU-39 and Panel B. Replace Panel 2-FCU-39 and Panel B as indicated in Drawing Notes 1, 2, 3, 4 & 5.

Q-30: Dwg 17-E1 Is the power system study required by Note 5 different than the study required by note 5 to be included in Base Bid #2

A-30: The breaker settings called for in General Note 5 are part of the power system study required by this project. The work of General Note 5 will either be part of the Campus Wide Power System Study (spec 260574) or it will be provided as part of the project specific Power System Study (spec 260573) that will be required if the Campus Wide Study is deleted via acceptance of Deduct-Alternate No. 1 (Bid Item #2).
