Questions/Responses Addressed regarding Solicitation Number: 36C24418R0678 Question #1:
How far in advance is the schedule made?
Response:
The schedule is made and distributed at least 1 month ahead.
Question #2:
1. The Performance Work Statement mentions Urgent Care Physician Services to be provided Monday – Friday, 8:00 a.m. – 8:00 p.m. or 10:00 a.m. – 10:00 p.m. and Saturday and Sunday 8:00 a.m. - 8:00 p.m., and to include Federal Holidays
Can you advise what the facility anticipates the schedule to be? (i.e. 3 on 4 off then 4 on 3 off, etc.?)
Response:
We anticipate that the schedule will allow several days in a row for the locum. The UCC currently does not utilize 3 on 4 off or 4 on then 3 off. The Medical Director of UCC will arrange the schedule to allow locums to work as many days in a row as possible. It will be 80 hours in a two-week period.
Question #3:
How many weekends per month?
Response:
A minimum of at least one (1) weekend per month per locum. We are requesting two locums so we anticipate that each locum will have to work at least one weekend. Staffing on weekends in the UCC is one physician on Saturday; one physician on Sunday.
Question #4 How many other Physicians/mid levels will they be working with?
Response:
Currently there is one staff Nurse Practitioner who works Monday-Friday and three 3 staff UCC physicians.
Question #5 What support services are available? ER, OB, Surgery?
Response:
Available services: Radiology, laboratory, anesthesia, surgery (no inpatient surgery; only ambulatory surgery, hospitalists, pharmacy, rehab medicine, dental, primary care, and behavioral health. Urology and Ortho services are available during the work days. The Erie VAMC is a smaller VAMC so we have the “normal” support services available for a smaller facility. Also, specialty services; i.e., cardiology, infectious disease, etc. are available for a phone consult with Pittsburgh VAMC and pulmonary and oncology services are contracted services and could also be available via phone consult.
Our ancillary services are limited therefore we transfer many patients out to community tertiary care centers and/or to VAMC PGH, if they are stable enough or if critical, locally with Chief of Staff approval.
Question #6 Are intubations required by the Urgent Care Physicians?
Response:
Yes they are required; however, anesthesia staff is available to perform difficult intubations.
Question #7 I just wanted to clarify the requested shift coverage.
In 2.1.1 it states the coverage is:
Urgent Care Physician Services to be provided Monday – Friday, 8:00 a.m. – 8:00 p.m. or 10:00 a.m. – 10:00 p.m. Saturday and Sunday 8:00 a.m. - 8:00 p.m.
Response:
These are the specific shifts that the locum physician would be required to work)
But in 4.1.1. it states the coverage is:
Contractor UCC Physician shall provide urgent care to all patients in the UCC from 8:00 a.m. and 10.00 p.m., Monday through Friday, Response:
This is the hours of operation that the Erie VAMC’s Urgent Care Center is open. The physician would be working at the maximum, 12-hour shifts with overlap by another physician working Saturday and Sunday, 8:00 a.m. – 8:00 p.m., including Federal holidays
