About this file
This document contains a set of Questions and Answers related to a Request for Information (RFI) for a federal contract opportunity to replace fan coil units in Building 15 H1. Key details include:
The RFI clarifies that the project does not include new VAV/CV terminal units, only the removal and replacement of fan coils. It provides specifics on the installation of Belimo Energy Valves and associated temperature sensors. The RFI also addresses questions about concealing conduits, the use of wall-mounted conduits, the extent of required finish carpentry and fireproofing, and the roles of the SSHO and QC Manager. Regarding the piping sizes, the RFI states that the contractor should provide the piping as shown on the drawings and use reducers as needed for the connections to the fan coil units. No new ductwork modifications are required. The VA will provide post-construction testing and balancing for the water-side equipment, while the contractor will calibrate the fan coils during commissioning.

RFI 1:
Drawing M-601 provides an “HVAC Summary Schedule” that seems to imply new VAV terminal units may be included in the scope of work for this project. Does this project include providing or modifying any new or existing VAV (and/or CV) terminal units?
No new VAV/CV terminal units. Only fan coils are being removed/replaced.
RFI #2:
On Drawing M-502, the location of where each new Belimo Energy Valve is to be installed is shown. Belimo Energy Valves measure a differential temperature. Where is the remote temperature sensor (which is integral to each Energy Valve) that measures the differential temperature to be physically located on each piping system (i.e. CHW and HW System)?
The Belimo valves measure return temperature as integral to the unit. A temperature probe needs to be installed on the supply line that is next to the valve’s installed location. This is for both the hot water valve and chilled water valve.
RFI #3:
E-101 ELECTRICAL NOTES #2 states that all conduits to be concealed within walls, ceilings or floors where possible. Can the VA clarify this statement to include providing locations where concealing conduits may not be possible?
Reuse existing conduit which is concealed in the walls to the maximum extent up to the junction boxes in the ceiling to eliminate the need for wall cutting. Provide new conduit and wiring between junction boxes back to the panel.
RFI#4:
E-101 ELECTRICAL NOTES #2 – For those areas where concealing the conduits with walls, ceilings and floor is NOT possible, can wall-mounted conduits be utilized?
No wall mounted conduits shall be used. Where existing conduits concealed within walls are not able to be re-used (see response to RFI #3), contractor shall cut existing wall to allow for installation of concealed conduit up to above ceiling space and patch the opening with new gypsum board in accordance with new specification section 09 29 00. Coordinate with COR and Castle Point VA Interior Design department for paint colors and specifications. For bidding purposes, contractor shall assume that 50% of all fan coil locations will require cutting/patching/painting of gypsum wall board to allow for installation of new conduit (100sf total area to be cut/patched/painted).
RFI #5:
M-001, General Note #45 - The note states that unless the VA chooses to use their own 3rd party T&B agency the Contractor shall utilize the 3rd party…. Is the Contractor required to cover T&B Services for water-side AND air-side on this project or is the VA providing?
Contractor is to provide a post construction TAB for water-side equipment. No modifications to the existing ductwork are required for this project. Fan coils will be calibrated during the commissioning.
RFI #6:
The Section 06 20 00 Finish Carpentry was included in the project. Can the VA provide details on where finish carpentry is applicable on the drawing and to what the extent of finish carpentry is required?
Not required and will be removed.
RFI #7:
The Section 07 81 00 Applied Fireproofing was included in the project. The description for this section states “This section specifies spray-applied mineral fiber and cementitious coverings to provide fire resistance to interior structural steel members shown.” Can the VA provide the locations where fireproofing will need to be applied as the drawings do not indicate them?
Not required and will be removed.
RFI #8:
Can the VA confirm that the SSHO and QC Manager be collateral duties?
SSHO and QC Manager can have dual responsibilities for a project of this complexity
RFI #9:
The Schedule for the new FCUs indicate new CHW valves to be sized at 1” and new HW valves to be sized at ¾”. However, drawing M-101 indicates three (3) CHW pipes for three (3) new FCUs is 1-1/4”. Are these three (3) FCU CHW pipe sizes 1” or 1-1/4”?
Provide piping as shown on drawings and use reducers for making connections at the unit as needed image1.png
