1Is this a tax-exempt project?NO. Refer to clause 52.229-3
2If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?See answer above.
3Can the Superintendent be shared across multiple projects or should they be dedicated full-time to this project and this project only?No, a Superintendent cannot be shared. One Superintendent dedicated per project.
6What about the SSHO role?Not sure what SSHO is.
7Will the VA provide a spot for the Prime Contractor employee(s) to set up an office or should contractors include monies for a temporary office, utilities, etc.? We ask this because we know the VA has very little spare real estate.This facility does not provide space for contractors. There is a staging area West of Bldg. 11 and an area West of Bldg. 10 for office trailers only. Dumpsters may be located at the rear entrance of bldg. 3 not to block access.
8Will the VA allow use of Edge Guard ICRA panels in lieu of the hard wall panels shown in the drawings?Details must be provided and approved by safety and infectious control Staff
9Does the VA anticipate this project will require off hours work?After hour and evening work required-refer to General Phasing Notes on AS101
10If so, what trades or scopes will be required to perform off hours work?Refer to general phasing notes on AS101
11The specs state the VA will provide abatement information for this project, but we couldn’t find any information. AD101 contains an abatement note, but there are no specifics of type, quantity, location (other than the room itself was shown to contain asbestos). Please provide specifics of these so we can properly price the abatement.Disregard abatement note. Per VA no abatement is anticipated on the project. In-house VA testing showed results as negligible.
12Does the abatement contractor have to be licensed by the city, or only at the state level?Per VA, no abatement is anticipated on the project.
13Will the VA allow the Prime Contractor to have a 20-yard dumpster withing reasonably close proximity to the jobsite?Dumpsters are required to be stored in the staging area West of Bldg. 11 and must be covered.
14Does the VA expect the Prime Contractor to engage a professional scheduler to maintain the schedule or is it acceptable for the Prime Contractor to maintain in-house?Prime may maintain in-house if equipped to do so
15Please advise if all documents, drawings, paper etc would be removed from cabinets, drawers, tables, shelves, and construction area by VA prior to commencement of contract work.No. Moving/ rigging equipment capable of handling existing cabinets is required.
16Please advise on parking and staging location at each building and from each construction area. Please advise on distance and any facility difficulties along the way.Parking in marked spaces only. This facility does not provide space for contractors. There is a staging area West of Bldg. 11 and an area West of Bldg. 10. Dumpsters may be located at the rear entrance of Bldg. 3 not to block access.
17Please advise on elevator and stairway access at each building and from each construction area. Please advise on distance and any facility difficulties along the way.The contractor may visit the site to determine how to plan access the work areas.
18Please confirm that Building 2 is the only worksite positive for asbestos.Per VA, no abatement is anticipated on the project.
19Please advise if the “ScriptCenter Pharmacy Self-Checkout” machine in Building 3 requires to be temporarily removed & reinstalled (including electrical work) and by whom?ScriptCenter Pharmacy Self Checkout, can not be moved, or it would create a breach in the pharmacy which is not allowed. Self Checkout does not go fully to the ground but the clearance of 1.5" does not allow for ample room for the GC to remove or install new flooring. GC to work around ScriptCenter.
20Please confirm that the existing vinyl composite tile flooring in the break room (J113 Building 3 Pharmacy Area) is included in the project and needs to be removed.Confirmed as shown on drawing 2/AD101
21Please advise if new cubicles will be installed by VA after contract work has been completed in the second floor of Building 11 only.AS102 demolition notes requires GC to temporarily move furniture and reinstall existing upon completion of the work.
22Please advise if contractor is allowed to perform work in Pharmacy Area during day hours (8 am – 4 pm).After hour and evening work required-refer to General Phasing Notes on AS101
23Please confirm the existing (2) walls in IRM Open Work Area of Building 11 First Floor would be removed In-House prior to commencement of contract work.Yes, 2 wall in the open area will be removed prior to commencement.
24Please advise if the tall black shelving in the corridor of Building 3 requires to be temporarily removed and reinstalled?Contents of the cabinet have been removed and contractor to store cabinet and replace once flooring is complete
25Drawing AS 300 has a room finish schedule which indicates quantities of different floors. Please confirm that the contractor can consider these quantities for bidding as the scaled quantities from drawings vary with the room finish schedule quantities.Follow the Finish Schedule on Sheet AS300 for room finishes.
26Spec section 4.0 states “ASBESTOS 4.1 PROTOCOL FOR ASBESTOS PRE-DEMOLITION & PRE-RENOVATION INSPECTIONS. The VA will provide abatement information for this Project. The only area noted with trace amounts of Asbestos is Building 2, Room 115”. --- Please confirm if this is the only asbestos work in this project and provide a square feet quantity.Disregard abatement note. Per VA no abatement is anticipated on the project. In-house VA testing showed results as negligible.
27Please specify the correct locations where existing furniture will be moved, as if the distance is too far then it will have impact on our labor cost.If furniture cannot be stored in hallways maintaining a 4 foot walkway the contractor should provide secure storage.
28Drawing AS 101 has section showing temp ICRA barrier partition, but there is none shown on plans, please identify location of this temporary ICRA partition on every drawing/plans.Phasing Diagrams show suggested areas of work. GC to provide VA with final phasing and schedule for approval. Refer to General Phasing Notes on AS101.
2929) There is a conflict on drawing # AS104 in plan and Legend, it shows LVT-3 & LVT-4 different pattern on the Drawing/plan whereas legend has different. Please issue the correct drawing which matches with legend and plan for type LVT-3 and LVT-4. 5) Please refer to LVT-1 and 2 in the Building #2. The grid dimensions on the finish plan call show them as a 12” x 12” tile but the schedule says it’s an 18” x 18” tile. Which is the correct size and pattern layout?Follow the Finish Schedule on sheet AS300 for room finishes. Bldg. 2 room 115 patter looks to be replicated with 18x18 tiles as listed on the AS300 Material Schedule.
30Please refer to spec section 09 05 16 and advise that only minor flashing and patching may be required before installation of new flooring and there is no need of any self-leveling underlayment, as this is an expensive item and will have impact on our bid cost.refer to sheets AS103 & AS104 New Work Note #3. GC to assume 10% of the floor areas needed and please submit unit cost as part of the bid.
31How will the Building 3 corridor obstacles be handled in relation to installing the floor (Pharmacy Self Service Kiosk, Trophy Case, Smoke Barrier). Will they be moved by VA, or is the GC required to move them, or will they remain in place.Trophy case to be move/reinstalled by GC. Self Kiosk to remain in place. GC should be able to work around Smoke barrier remaining in place but if needed, the GC may remove and reinstall smoke barrier. If removing smoke barrier a contingency plan will need to be determined and agreed upon with the COR and VA safety staff.
32Do we go by the description hatching in the floor plans or by the finish schedule as there are discrepancies between the two in multiple areas?Follow the Finish Schedule on sheet AS300 for room finishes.
33We need a detail of the flash cove base in the pharmacy. Are we to figure all the drywall, and casework? Please advise about corner guards in the pharmacy?Refer to 5/AS300 and 13/AS300 for flash cove base details. Refer to Demolition Not 10 on AD101 for corner guards.
34Are we able to unbolt and shift the pharmacy machine inwards/outwards of the opening to install the flooring underneath without breaching the pharmacy?No, ScriptCenter to remain in place.
35Is the partition wall in the pharmacy being moved? Or we are to figure cutting around the areas?Permanent walls remain in place. Partitions as part of the work station will be moved as part of the flooring work.
36Please advise which furniture will be taken out of the offices and not returned as discussed at the walk-thru.After further internal discussion all office furniture will be returned to the offices.
37Due to not having elevators in building 10 & 11 are we allowed to figure storing the furniture in the hallways? Or another section of the building on the same floor without disrupting a walkway for people?GC to divide rooms into section and move furniture to that one side while working on the other. Hallway storage will not be allowed as it is considered a fire/safety hazard in buildings 10 or 11 as hallway does not provided the necessary 4 foot walkway clearance.
38Are we able to figure lifting the office equipment/furniture in place during install?Yes, if doable without damage to furniture or new flooring.
39Are the desks hard wired to outlets? If so, will the internal VA IT department do the disconnects?Refer to sheets AS103 & AS104. New Work Note #3.
40Floor Replacement Project 561A4-20-101 does not specify any details regarding Liquidated Damages. Please advise.There are no liquidated damages.
41There are no specifications provided for Demolition Works in the Bidding Documents/ Specifications, whereas demolition work has been mentioned in various locations. Please provide specifications for demolition work.Demolition work limited to scope as listed on AD101 and AD102.
42Drawing AS-103 New Work Notes number 2 states the following “add new weather stripping for all exterior Doors in the Contract areas,” Please advise on type of weatherstripping? Additionally, please clarify “Exterior Doors.” Is this the exterior door at each construction area/room/floor or is this pertaining to exterior doors of the building leading outdoors. For bidding purposes, please provide quantity of Exterior Doors."Exterior doors" are doors at the building perimeter. Bldg. 11, Room 108A. Weatherstripping to be replaced in-kind with new.
43Please advise if the dashed lines on the phasing plan drawings AS101 and AS102 is a representation of the Temporary ICRA Barrier Partition. Please advise if Temporary ICRA Barrier Partition is required at a specific location, phase, building, floor, room, etc. For bidding purposes, please quantity footage of Temporary ICRA Barrier Partition.Phasing Diagrams show suggested areas of work. GC to provide VA with final phasing and schedule for approval. Refer to General Phasing Notes on AS101.
44Please confirm the types and quantities of transitions/thresholds/saddles/mouldings/strips required for this project. Other than the list provided below, please advise if there are any additional types of transitions required.Sheet AS300 shows transition and threshold types. GC to confirm quantities.

45Please confirm this type of Reception Desks are to remain in place during construction work. Photo below for reference:Refer to AD101, Demolition Legend Note 5.
46Please confirm the tall blue shelving and floor furniture in Pharmacy area are to remain in place during construction work.Built-in Counters and millwork to remain. GC to work around the large bolted down shelves. Millwork cabinetry is above floating at least 3" above floor level, GC to remove carpet and install designated floor type under millwork.
47Please confirm who is responsible for dismantling all cubicle furniture. Please confirm there is no electrical disconnect & reconnect with any furnishes including cubicles.Refer to AD101 & AD102 Demolition Notes.
48Please advise if the Pharmacy Self-Checkout equipment will remain in place during construction work. If Contractor is responsible, please clarify who is responsible to disconnect & reconnect the electrical to this equipment.Self-Checkout to remain in place.
49Please confirm that asbestos, lead, and/or hazardous material is not present at all locations under this contract.Disregard abatement note. Per VA no abatement is anticipated on the project. In-house VA testing showed results as negligible.
50Please advise how far from each building is the contractor permitted to mobilize their staging location. Please confirm if agency will provide staging area for each building or one staging area for entire project.The contractors fenced staging area is West of bldg. 11 this area will be used by other contractors and materials should be locked in secured containers.
51Please advise if there is a location within each building to be utilized for safe storage. If not, please confirm that all furniture and equipment is required to be stored in a temporary trailer, provided by contractor. Please advise if this safe storage trailer can be placed within 50 ft of each building.The contractors fenced staging area is West of bldg. 11 this area will be used by other contractors and materials should be locked in secured containers.
52Please confirm if all cove bases within the work area is required to be removed. If so, please advise if surface preparation is required prior to new base installation.Bases are part of the work Scope as documented.
53The solicitation word document states “Contractor shall be expected to plan work typically during duty hours of 8 AM to 4:30 PM eastern time.” Drawing AS101 states the following:After hours and evening work required as noted on the drawings (AS101). Disregard "Contractor shall be expected to work typically during duty hours of 8am to 4:30pm Easter time." that note applies to all other areas not outline in the sub-bullet points. Pharmacy work hours to be coordinated with Pharmacy upon award, evening and weekend work maybe necessary, but not confirmed, as a pharmacist must be present during construction.
· BUILDING 2: WORK TO OCCUR DURING THE EVENINGS AND WEEKENDS.
· BUILDING 3: CORRIDOR AND WAITING ROOMS: DEMOLITION WORK FOR THE CORRIDOR AND WAITING ROOMS TO OCCUR IN THE EVENINGS. CONSTRUCTION WORK FOR THE NEW CORRIDOR FLOORING NEEDS TO OCCUR OVER A 3 DAY HOLIDAY WEEKEND IN WHICH EITHER MONDAY OR FRIDAY IS A SCHEDULED AND OBSERVED HOLIDAY. COORDINATE IN ADVANCE WITH THE C.O.R.
· BUILDING 3: PHARMACY WORK MAY OCCUR DURING EVENINGS AND WEEKEND, AND MUST BE COMPLETED IN SECTIONS TO RETAIN OPERATIONS. COORDINATE WITH THE C.O.R. AND PHARMACY.
· BUILDING 10: (BID AS A DEDUCT ALTERNATE). WORK TO OCCUR DURING THE EVENINGS AND WEEKENDS.
· BUILDING 11 1ST FLOOR: WORK FOR MAY TAKE PLACE DURING NORMAL WORKING HOURS. PHASE I MUST BE COMPLETED PRIOR TO THE START OF PHASE II.
· BUILDING 11 2ND FLOOR: WORK TO OCCUR DURING THE EVENINGS AND WEEKENDS.
Please clarify what will be the working hours during construction on this project.
54As stated, “the 2nd floor level of building 10 requires the selective removal of the highest points of existing concrete slab/structure in order to provide a level finished floor.” Please clarify on “selective removal.” For bidding purposes, please advise quantity of concrete removal and replacement.Refer to sheets AS103& AS104. New work note #3, please also reference response to question 30 above.
55Please confirm that self-leveling concrete underlayment is required at building 10.Refer to sheets AS103& AS104. New work note #3, please also reference response to question 30 above.
56Please confirm if floor preparation is required in other buildings/floors/rooms. If so, please advise on the extent of floor preparation required on the existing slab.Refer to sheets AS103& AS104. New work note #3, please also reference response to question 30 above.
57Please confirm that contractor will not be responsible for any removal, safe storage, and reinstatement of medical equipment. Please advise if a certified installer is required to handle the removal and reinstatement of medical equipment. If so, please provide the type/model of medical equipment, quantity, and provide an installer who is certified to handle such equipment.GC is not responsible for the removal and safe storage of medical equipment. Should any medical equipment be found during furniture remove, GC to contact COR for further instruction and resolution.
58Please clarify details on the requirements of air monitoring. How often is contractor required to monitor the air quality? Does contract need to perform monitoring at each room, phase, floor etc? Is third party agency/company required to perform air monitoring?GC to follow all ICRA requirements.
59Drawing AD-101 Building 3, 1st Floor, It is mentioned below the demolition area that Existing VCT to remain but on Drawing AS-101 the same area is hatched as new work with some additional hatching inside the limit. Please Clarify.Pharmacy J106 new flooring limited to where the new welded rubber sheet flooring is shown on AS103. All other existing VCT within that room is to remain.

61Drawing AD-102 Key Note # 8 states to disassemble system furniture divider and we can see the representation mark on AD-102, same mark can be visualized on AD-101 but tag isn’t mentioned. Please advise.Where cubical partitions are part of workstation furniture, the will be required to be temporarily disassembled for work to be completed.
62Drawing AS-103 and AS-104 Legend LVT -03 and LVT-04 are intermixed on plans, Please clarify.Follow the finish schedule on sheet AS300 for room finishes.
