X X x x Amendment No. 6 to Solicitation 36C24221R0010 - Advanced Metering, Phase II at the James J. Peters VAMC This amendment is issued to address all RFI's following previous issuance of amendments.
See attached for RFI responses.
This amendment confirms that NO further RFI's will be accepted. Contractors shall bid accordingly.
The Solicitation due date remains April 30, 2021 at 2PM. Submit proposals directly to michael.giaquinto2@va.gov.
The submission of electronic proposal package in PDF is acceptable.

1) Request clarification of the amendment #4, specifically with regard to the paragraph about BACnet communications. It is our understanding that the basis of design of the metering system utilizes Modbus-RTU and Modbus/TCP protocol. A fully functional Advanced Utility Metering System as described by the drawings does not require BACnet protocol. Is the VA now requiring BACNet communications capability for planned compatibility of real time data readings from the meters with existing/new BMS system integration?” Yes, VA is requiring BACnet now not only for future BMS integration but because that is the new VA standard protocol for all control devices. Contractor is still expected to supply the front end (web client software for virtual server) for this metering system so it can function independently (view real-time data, run reports, send alerts) without our BMS.
2. Also if BACnet communications is what VA wants then please advise if there will be changes in the electrical scope of the work and accordingly issue the revised electrical drawings. .
BACnet IP devices are normally Power over Ethernet (POE) and should not require additional power, but contractor to confirm meters are available in BACnet IP using POE. If supplement power is required for certain meters, contractor is responsible for supply it, while the VA (through the A/E) will locate a source for the contractor.
3. We have, for two of the meter types we are offering, two ways to address the BACNET IP requirement of the Amendment #4. All devices must work with BACnet IP and virtual servers.
4. If any systems are obsolete or no longer offered then Contractors should provide equivalent system based on performance characteristics equal to design is required in that case. All devices must work with BACnet IP and virtual servers
5. I would wish to know whether the VA would consider the use of a self-tested BACNET IP metering product? Contractor can submit during submittal process following award and it will be reviewed by engineering to determine acceptability.
6. Please clarify if each network switch is required for each meter? One switch has multiple ports. VA IT is supplying the switches.
