Note 1: High level utility shutdown will require work to be completed on weekends and evenings. Also, methods to reduce the time of utility shutdowns shall be #1 priority since James J Peters VA Medical Center provides care to veterans. Certain areas provide services 24/7.”

Note 2: Any equipment obsolescence found in the drawings set shall be replace with an equivalent or exceed. The contractor shall demonstrate that the item is indeed obsolete. The contractor shall bid with pricing of such item and approval is required prior to procurement. In good faith, the contractor shall bare all of the responsibility in ensuring the proposed item provides all the functions of the item in the parts list.

Advanced Metering questions and answers

1. Are we installing any electrical conduits or electrical cabling under this contract? As per GI-002 and GI-003 all wire and conduit needed for a complete and operable system is required to be installed by the contractor.

2. As per Drawing GI-008, new meters to be installed on Con Edison Feeders, are they connected to any telecom closet using ethernet cables? Yes, see note 1, tap existing meters and route to existing telecom room, and notes on GI-003.

3. Who is responsible for supplying and installing of Ultrasonic flow meter electronics, please provide specs? Contractor, see EI-801 for schedule, and Specifications 25 10 10.

4. Who is responsible for supplying and installing Temperature sensor, please provide specs? Contractor, see EI-801 for schedule, and Specifications 25 10 10.

5. Who is responsible for supplying and installing flow sensors, please provide specs? Contractor, see EI-801 for schedule, and Specifications 25 10 10.

6. Who is responsible for supplying and installing Wall mounted flow meter, please provide specs?

Contractor, see 25 10 10 Contractor, see EI-801 for schedule, and Specifications 25 10 10.

7. As per drawing 100-EI-100W ground floor riser D, Wall mounted Electric meter connected to panels LGD-1 and ELDG-1 by wire, please confirm if the wire is existing or new? If new, please provide wire size and specs? Wiring between meter and telecom closets are new and installed by contractor. See legend on same drawing. If there is an omission size per manufacturers power requirements.

8. As per drawing 100-EI-100W ground floor riser D, sensor wiring to be run in between temperature sensor and ultrasonic flow meter, who is responsible for furnishing, Installing and final terminations of sensor wire to devices? Is there any programming that needs to be done? If yes who is responsible? The contractor is required to furnish, install, and terminate the wiring to devices as well as startup programming required for a complete and operable system.

9. As per drawing 100-EI-100W ground floor riser D, Ethernet cable to be run from meter to nearest telecom closet? Are there any cables required to be run to interconnect all the telecom closets? Wire needed to interconnect telecom closets, a VPN will be provided by the VA IT team as per the cover drawing.

10. As per drawing 100-EI-100W Ground floor main computer room location, who is responsible to furnish and install, XEON-Dell Model #620, SAN-DELL POWER VAULT MD3800I, 30” Dell monitor, 30” Wall cabinet workstation? The contractor is required to provide these items.

11. As per drawing GS-002 ethernet cable to be run to nearest telco closet, please provide approximate distance between Ultrasonic flow meter and nearest telecom closet? There are closets on every floor, max run should be about 200 feet. See drawing set for equipment and telco closet locations.

12. Solicitation page 6 of 110 states ‘Personnel Qualifications for 526-14-111 – Advance Utility Metering’. States to provide resumes of construction team members such as:

a) Please clarify in detail if all these 5 separate individuals are required full time or part time for this project supervision? Contractor to determine supervisory needs.

b) Can 1 person perform 3 roles simultaneously? 1 person can perform multiple rules if he/she meets the requirements.

c) Please clarify in detail the exact number of individuals that contractor should hire for supervision of this project (full time and part time) as this will have a big impact on our cost/bid price. The contractor determines supervisory levels to satisfactorily meet the contract requirements.

Construction Manager, Cost Manager, Certified Building Professional by ISA, Licensed Professional Engineer in the electrical discipline, Licensed Professional Engineer in the mechanical discipline. ---

13. There are many rooms in the project which has high ceilings, in order to perform the work contractor has to build scaffold, please confirm agency will allow scaffold construction. Yes if following VA Safety Specs for scaffolding, 01 35 26 1.17.

14. Who is responsible for supplying the network switches needed to add all the devices? The contractor is required to provide the appurtances to make it an operable system.

15. Who is responsible for supplying the servers and all the data storage? The drawings and specifications are inconsistent on who is responsible Contractor supplies enterprise Xeon server, storage area network and wall mounted computer workstation – see Note 1 on GI-002. VAMC responsible for the VLAN.

16. Our team has a plumber license from state of NJ, not NY, but as this is a federal project please confirm he can perform work for this project. We will accept licenses from other states if that state has reciprocity with NY.

17. Spec section 01 35 26 para 1.9 states to have SSHO for daily inspection and CSP for monthly site safety inspection. Please clarify if our supervisor can simultaneously perform the duties of SSHO and CSP. Yes if the person is qualified.

18. Solicitation states 547 calendar days to complete the project whereas spec section 01 00 00 page 4 states 365 calendar days. Please clarify which is the correct? 365 days

19. Solicitation page 6 of 10 para 1 states to submit the bid electronically whereas SF 1442 block 13a states sealed offers in original and 1 copy to be delivered to Bronx. Please clarify which bid submission method is correct? Submit one electronic copy to michael.giaquinto2@va.gov see solicitation for details on providing proposals.

20. Please specify the NAICS code for this project. NAICS code 237120 listed in solicitation

21. Is there any phasing required for this project? No but work and shutdowns must be coordinated well in advance and the contractor cannot submit claims for delays due to shutdown scheduling. High level utility shutdown may require work to be completed on weekends and evenings. Also, methods to reduce the time of utility shutdowns shall be #1 priority since James J Peters VA Medical Center provides care to veterans. Certain areas provide services 24/7.

22. Please confirm project team must consist of a master or special electrician licensed in the state of NY We will accept equivalent licenses from other states.

1. There appears to be a conflict in the description of acceptable metering technologies as described on the Meter Legend and Schedule (dwg EI-801) vs the 100% SPECIFICATIONS document section 2.7, pg 364 – Water and gas meter devices.

Are vortex and mag meter technologies acceptable for PW, CW, NatGas and steam flowmeter applications? Plansheet EI-801 provides manufacturer and model of meters to be used. Provide these or manufacturer’s current model, or submit equivalent for review.

2. Are metering ranges and more detailed load/sizing information available for steam and natural gas meters? This data would enable us to do sizing calculations which often result in smaller meters and cost savings No additional information is provided beyond plans and specs. Plansheet EI-801 provides manufacturer and model of meters to be used. Provide these or manufacturer’s current model, or submit a meet or exceed equivalent for review

3. Please advise the basis of design for the proposed EMS Software Package. Schneider Electric Power Monitoring Software.

4. Please advise the purpose of the metering system? What is trying to be determined or tracked? Is a Power Quality Meter required for each location or can submeters be used? Executive Orders (EO) 13423 and EO 13514, establish the goals and targets and requirements for federal agencies to decrease energy and water consumption intensity. Energy Policy Act (EP Act) 2005 and Energy Independence and Security Act (EISA) 2007 requires federal agencies to install meters for electric, natural gas and steam. In order to meet aggressive energy efficiency goals established, meters are required to monitor and manage energy use, set up baseline consumption, diagnose energy efficiency opportunities and support the overall sustainable buildings energy efficiency improvements through the implementation of energy conservation measures (ECM).

5. Dwgs GI-004 to GI-007 indicates the count of non-electric meters (in the left hand top box ), total count is 141 meters. Now if you refer to Dwg EI-701 the count of non-electric meters summary is 104. Please clarify which is the correct count. Estimate for total count of 141.

6. Dwgs GI-008 to GS-002 indicates the count of electric meters (in the left hand top box ), the total count is 273 meters. Now if you refer to Dwg EI-701 the count of electric meters summary is 237. Please clarify which is the correct count. Estimate for total count of 244.

7. Please provide a comprehensive legend of abbreviations used. Abbreviations and legend are on GI-003.

8. Refer, for instance to 100-EI-100W, Flow meters are indicated as “F” in a square. There is also a symbol for “Flow Sensors”, small triangles. On EI-801 some of these small triangles(the ones with numbers) are described as the Flow meters. The term used is interchangeable. Use proper utility meter based on the legend on sheet EI-801.

9. There are 104ea ST and CW Meters on EI-701, there are 112ea called out for Starting on GL-004 and there are 92 Starting on 100-EI-100W. Please clarify Estimate for 112.

10. Pls see the riser on GI-008 and the bold feeders. Please confirm there are no new feeders related here. There are four Con Ed feeders to the facility, as shown.

11. Is the Secondary Switch Gear located in the Main Switch Gear RM at the far left of the bldg.? There are two secondary switchgear rooms on the ground floor, one on the southern end near the main switchgear room and one on the northern end.

12. You have provided details for the Flow meters, please provide a detail for the Elect Meters. Will not be provided, follow manufacturer’s recommendation.
