2. Minimum Staffing – The Contractor will maintain minimum staffing requirements on a 24/7/365 basis to respond to emergencies. The Contractor is encouraged to perform maintenance that affects the normal operations of the healthcare facility during “off hours” to the fullest extent possible to reduce patient care interruption.

Contractor’s Capabilities:

a. Contractor will have resources (employees, supervisors, material and equipment) dedicated specifically to the performance of this contract. A P.O.C. will be at each site Five

(5) days a week for Eight (8) hours a day.

Q: The two statements above are contained in the RFP documents. Is it expected that the awarded contractor have personnel on each site for 5 days a week for 8 hours a day or on site as the inspections, repairs or services are as needed or due?

A: The PWS has been revised. Refer to new PWS attached.

3. Parts and Materials - The Contractor shall obtain all parts, materials, and supplies for individual scheduled and unscheduled maintenance actions for the systems under Service Contract, which shall be included in the Contractor’s firm fixed price. All costs under Scheduled and Unscheduled Service shall be borne by the Contractor.

For individuals unscheduled maintenance actions, the work will be performed in accordance with a Government-approved technical instruction, and the Contractor shall obtain all parts, materials, supplies and labor for individual unscheduled maintenance actions and repairs which cost less than or equal to $2500. Labor is not calculated into the $2,500 threshold if performed by on-site contractor personnel during normal duty hours. Labor obtained via sub- contract can be included in the cost determination, however the CMM must demonstrate to the COR that the repair is beyond the capabilities of on-site maintenance mechanics to execute in- house.

Q: Per the above statement in the RFP, is this reflective of items used for the inspection or is it expected that we are to carry the cost of repair parts, materials and supplies in our firm fixed price? Statement 1.5.2 states we are responsible for items of less than $2500, so would any item above $2500 be the responsibility of the government?

4. The Contractor shall provide complete maintenance service, safety inspections, and tests on system(s) for the period required under the contract. Work shall be performed by only trained, and certified technicians on facility’s fire alarm specific systems, such as:

a. Notifier Fire Alarm System at Brooklyn and New York VA Medical Centers.

b. Edwards Fire Alarm System at St. Albans CLC.

Q: The RFP currently excludes fire alarm systems in the scope of work, but yet 1.3.2 states we shall provide trained and certified technicians for fire alarm specific systems. When is it required of the vendor to provide these technicians if fire alarm is excluded from scope of work?
