The purpose of this amendment is as follows:

(1) Extend the date specified for the receipt of bids. The new date and time for the receipt of bids is Tuesday, February 2, 2021 at 1:00 PM EST.

(2) Respond to inquiries received by the Administrative Contracting Officer. Refer to Request for Information (RFI) section below.

(3) Change Bid Opening Method. Refer to Virtual Bid Opening Instruction below for details.

Responses to Request for Information (RFI) for Solicitation 36C24221B0010

1. Referencing Drawing 1-AS601- “Equipment Schedule”. The “Supplied By” / “Installed By” columns reference an “A” , “V” and “C”. We can find no reference defining who these entities are. Please advise.

2. Referencing Drawing 1-AS301- Partition Types – Types 1 & 2.

These partitions call for a lead lined 5/8” gyp bd, and the note states the lead thickness and height are TBD. Further, the specifications for Gyp Board (09 29 00) states the lead lined wallboard can be found in specification 13 49 00 Radiation Protection, however we could not locate this spec section. Please advise.

The thickness and height need to be provided prior to bid. There are a lot of variables that determine the characteristics of the type of lead shielding that needs to be installed, types of radiation, duration, and distances from radiation. To provide pricing more information is required.

RESPONSE: Refer to Physicist Recommendations attachment for details.

3. Regarding the structural support for the floor (ceiling of 1st floor below the work area). There are no plans or information showing the existing condition of the area below the work area. Please advise. Is it an occupied space? How will coordination work with occupants if area is occupied? What are the existing ceiling materials, typically there is an acoustical ceiling below a wire lath and plaster upper ceiling before you can access the deck, is this the case here? Is there MEP (duct work, conduit, lights, etc.) in the way that needs to be removed and replaced to install the structural members? If yes, please elaborate on MEP that needs to be disconnected and replaced to perform the work. For all contractors to provide fair pricing, a scope of this work needs to be outlined, it will be difficult to assume the scope of this work.

RESPONSE: Contractor is to coordinate phasing of 1st Floor work with VA. Refer also to 1-AS201 and 1-SS100. Spaces impacted on the 1st Floor are offices/exam room (refer to attached existing drawings for additional information, A-6 and 32-01-ST9, C-Wing).

4. Division 05 – Metals appears to be omitted from the specifications. Since there is structural metal involved in this project, a specification is required. Please advise.

RESPONSE: Refer to drawing 1-AS201 for notes and specs.

5. Referencing Drawing 1-AS301- Door Schedule- “Hardware Sets” The hardware sets referenced in the schedule ex “HW-3E” etc. cannot be located in the specifications. Please advise.

6. The General Requirements states: “” B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of electricity used for the purpose of determining charges.

Please advise if the contractor will be responsible to install and monitor an electrical or water meter for the duration of the work.

RESPONSE: No monitor is required.

7. The General Requirements State: “A limit of 28 weeks is allowed for completion of the Angio Suite of rooms (including the adjacent Control Room, Mechanical Equipment Closet, the IR Prep Room, and limited scope in the existing Scrub Room.”

This room involves the specialty equipment which is supplied “A” “V” and “C” (not yet defined- see previous RFI) on the equipment schedule, the timing and production of these entities may be out of the contractors control, please advise if considerations will be made for the timeliness of completion effected by either equipment supplied/installed by others, or other delays caused by the VA, such as: delays in vacating the work area (Angio Suite & area below to install structural support), etc.

RESPONSE: The Contractor is allowed 28 weeks to complete work associated with preparing the room for delivery of GE’s equipment. The Contractor is provided with GE Healthcare documents for the INNOVA IGS 5 equipment and should coordinate their work with the VA and GE for a seamless installation of the equipment. VA has stated that equipment is ready for delivery and installation, only GC needs to schedule accordingly to work with vendor no down time.

8. Drawing AD100 includes the demo of surfaces in “Utility Closet 1-227F” in the scope, however subsequent drawings exclude it from the scope of work. Please advise if this area is included or excluded from scope. If included, please advise on finishes. + RESPONSE: There is no scheduled/keyed demolition in the Utility Closet 1-227F.

9. Referencing AD100- Demolition Notes- We can only find one reference to Note 9 (masonry wall to be demo’d) in Corridor 1-225. Please confirm this is the only masonry wall to be demolished.

RESPONSE: As many of the existing corridor walls are masonry – for the purposes of this contract, Contractor is to assume all corridor walls to be masonry. Also, walls around 1-243 Mechanical, 1-242C Mech/Elec, 1-242 CAT Scan.

10. Referencing AD100- Temp Construction Barrier Note 3- Please advise what is “Graphics” the partition is to be decorated with, who is responsible for supplying/installing.

RESPONSE: Graphics to be vinyl wall covering supplied and installed by GC. GC is to Spackle and paint walls and door white on Temp Construction Barrier.

11. Referencing AD100- Hall 1-234 to toilets 235 and 236. This area is outside the scope of work, but within the construction area. Please advise protection measures for this area. Can the contractor utilize these restrooms during construction (if properly maintained and protected)?

RESPONSE: The only work to be performed by the Contractor in this area is framing out and finishing around the panel boxes across from the entries to the two toilets. Bathrooms are for patients visiting the Hospital, but the Contractor will be allowed to use the toilet if needed.

12. Referencing AD100- Demolition Note 12- There appears to be 10 windows within the work area while only 9 are marked with note 12 (remove existing windowsill for replacement). However, drawing AS100 only references 5 windows with “Note 2” (provide new extended windowsill). Please advise if contractor is to remove and replace all 10 windows within work area.

RESPONSE: All 10 windows should be marked with keyed demo Note 12, and all 10 windows should receive new solid surface window sills.

13. Please advise slab to slab height in work area and floor below work area. What is above existing ceilings in work area? Is there a wire lath plaster ceiling above ACT ceilings in work area?

RESPONSE: Floor to floor dimension below (A Level) and at the 1st Floor is 13’-4” (see attached existing building section).

14. Regarding fire protection smoke/fire barrier- is the contractor responsible for firestopping / closing existing openings in existing partitions prior to the start of work. If yes, please provide quantities or extent of this scope of work.

RESPONSE: To conform to ICRA requirements in containing the work areas, existing walls that are to be utilized as part of the containment barrier should extend to structure above. GC to extend wall framing up as required, apply 5/8” Type X GWB to both sides of new framing and seal to create the continuous barrier.

15. On drawing 1-AS201 details 1,2,3 there is a Class A Wainscot indicated. The corridor wainscot is not referenced on the finish schedule as to the product required. It is not mentioned in specification either. Please provide the name of the desired product to be used in corridors 231 and 241.

RESPONSE: Wainscot used in these corridors is Nevamar Tawny Satinwood WZ0003T

16. Please confirm if Fire Extinguishers are to be provided with the Fire Extinguisher Cabinets. If so, please provide a specification.

RESPONSE: The VA construction specifications do not provide new fire extinguishers. Construction projects typically only provide the fire extinguisher cabinet, signage and its installation. The VA (safety office/VA Fire department) in-turn installs the facility fire extinguisher prior to staff/patients occupying the new space.

Please note: VA is not referring to the fire extinguishers needed during construction. The contractor is to provide their own extinguishers needed to protect the construction site while construction is on-going.

Section 104413, Fire Extinguisher Cabinets was issued with the Bid Documents. The Basis of Design manufacturer and model number is also included in 090600 under paragraph 2.10, Division 10 – Specialties.

17. Please confirm if the curtains are to be provided with the ceiling mounted cubicle track. If so, please provide specification.

RESPONSE: VA will provide curtains but GC to provide curtain tracks.

18. Please advise if there is any interior signage required for this project RESPONSE: Signage to be supplied and installed by GC. See Interior Signage Standard attachment for spec and vendor information.

19. During the site visit, it was mentioned that the work in corridor 1-241 had just been completed. Can you please confirm the scope in the corridor?

RESPONSE: Refer to Revision 1 documents issued to bidders by the VA.

20. Please confirm the ICRA Certification requirements for contractors on site.

RESPONSE: IRCA partition is to be build as per drawing, the COTR and safety certifies it

21. Is it acceptable for the abatement work to take place during normal work hours?

RESPONSE: During the week after 6pm to 6am, Sat & Sunday during normal working hours.

22. When containment is set up for the corridor tile and mastic, what is the route for folks to access the areas cut off due to the containment? Is egress sufficient in the event of an emergency?

RESPONSE: Refer to Revision 1 documents issued to bidders by the VA.

23. What is the construction of the existing walls that are being removed in the location of the waiting room?

RESPONSE: CMU adjacent to the Corridor. Metal framed within the waiting room.

24. Please advise what the lead requirements are for WT-1&2. The drawings still say TBD.

RESPONSE: Refer to attachment Physicist Recommendations

25. Is a construction office trailer required for this project, or will the site superintendent be given a spot inside the building?

RESPONSE: No office trailer requires, or Superintendent space given, Superintendent could use the existing construction site as his or her office.

26. What documentation is required to be submitted with the bid?

RESPONSE: Please review the entire solicitation for required documents.

27. Specification section 02 82 13.19 1.5.12.E calls for a 24-hour security system at the entrance to the regulated area. Is this required for the containment?

RESPONSE: NO

28. Please confirm if the contractor is to supply their own Industrial Hygienist for abatement tasks.

RESPONSE: Yes

29. Specification section 01 45 00 3.4.C, CQC Personnel: Can the specialized personnel be subcontractor foremen, or do they need to be employed by the GC?

RESPONSE: Employed by GC

30. Are electronic submission of bids acceptable?

RESPONSE: In accordance with FAR 14.202-8, the government is authorizing electronic bids on this solicitation due to the COVID-19 pandemic. Refer to Virtual Bid Opening section for instructions.

31. On similar projects renovating similar spaces, the work included the removal of the monitor boom, ceiling mounted lead shield, monitor, tracks, and leaded windows, etc. Is any of this included in the scope of the demolition?

RESPONSE: Contractor is to remove all finishes and residual equipment and embeds and prepare for all new finishes.

32. The project involves the installation of medical gas lines which are to be run outside the work area, in the ceiling of the floor below, in multiple locations. There is no drawings indicating the existing conditions, or layout of these areas. Please advise.

· This work will require the removal of ceiling tiles to install the new lines, down the corridor and in other areas, some runs being up to 80 LF in length, please advise if the ceiling tiles need to be replaced at the end of each shift?

· Please confirm if there is sufficient space in the ceiling to allow for the installation and brazing of the new lines.

· Will the work in the floor below be after hours?

· Since brazing is involved, at other VA locations fire watch protocol is that work must end two hours prior to the end of shift to allow for a 2 hr fire watch observation period, please advise if this project will utilize the same protocol.

RESPONSE: All VA health and safety protocols are to be followed throughout duration of construction. The Contractor is to prepare shop drawings showing the path of all medical gas lines within the scope of the project for A/E review and approval during the shop drawing process.

33. Drawing 1-AA100 shows Scrubs room 1-227E out of scope and the smoke barrier on the wall in between Room 1-000 and scrubs room 1-227E, however subsequent drawings indicate the smoke barrier is to be on wall in between 1-227E and Control room 1-226A. Please advise, if two separate smoke barriers will be needed or if the smoke barrier will be on scrubs East wall between scrubs and control.

RESPONSE: There is no smoke barrier in the Scrubs Room 1-227E.

34. The floor finishes on drawing 1-AS203 seem to disagree with the finish schedule, for example the drawing shows reception is hatched as SVT-1 however the finish schedule shows T-1/T-2.

· Please confirm if the mention of SVT is meant to be LVT.

· The floor finish drawing only depicts the reception area and the upper (northern) corridor adjacent to the reception room, does the pattern and same material carry down to the rest of the corridor? (there are no floor finish drawings showing the area south of the reception room).

· Office 124C has a hatching of SVT-1, however, finish schedule shows WL-1, Please advise.

· Waiting room shows T-2 on drawing, however, WL-1 on the finish schedule. Please Advise.

RESPONSE: Contractor is to comply with the Finish Schedule on 1-AS301.

35. Spec section 09 06 00 – 9 there are a few finish schedules that are blank, and the plans do not indicate which materials are called for; Wainscot Cap, Hospital cubicle curtains and IV support, wall and corner guards, and interior signage. Please advise.

RESPONSE: Not all materials are required for this project (see response to Question 17). Colors/finishes not provided in 09 06 00 will require submission of full range of available colors or submission of material samples as per each individual specification section.

36. Can you clarify the “installed by” and “supplied by” symbols on drawing 1-AS601? I assume “V” means VA, “C” means contractor, but what does “A” mean?

RESPONSE: See response to Question 1.

37. It appeared at site visit that some of the asbestos floor tile shown on plans to be abated has already been performed on an earlier project. Please confirm quantities.

RESPONSE: Refer to Revision 1 documents issued to bidders by the VA.

38. Can you please post the pre-bid site visit sign in sheet?

RESPONSE: Yes, see Site Visit Sign-in Sheet attachment.

39. Will there be an in person bid opening or a virtual due to the pandemic?

RESPONSE: In accordance with FAR 14.202-8, the government is authorizing electronic bids on this solicitation due to the COVID-19 pandemic. Refer to Virtual Bid Opening section for instructions.

40. The top of page 1 of the Door Hardware specification states – Acute Mental Health Unit 12B Renovation and the hardware set #’s within the specification do not coincide with the set #’s listed at the respective door openings on the schedule. Please provide correct spec for this project.

RESPONSE: Attached is the missing Spec Section for Door Hardware.

Virtual Bid Opening Instruction Project Number 561-CSI-181 is to Relocate and Upgrade the ANGIO Suite In accordance with FAR 14.202-8, the government is authorizing electronic bids on this solicitation due to the COVID-19 pandemic. ALL bids shall be emailed to Delfo Saco-mizhquiri, Administrative Contracting Officer, at Delfo.Saco-mizhquiri@va.gov prior to the bid opening time.
