Construction Scope of Work Roof Replacement BLDG 2 Project 528-20-116
1 General Information
1.1 Location
Work performed under this scope will be for and conducted within VA Western New York Healthcare System (VAWNYHS) at the Buffalo VA Medical Center (VAMC) located at 3495 Bailey Avenue Buffalo, NY 14215 under VA Project Number 528-20-116.
1.2 Background
The Buffalo VAMC was originally constructed in 1947 and is comprised of 25 buildings and structures totaling 1.1 million square feet. Several roof leaks have been reported in the recent weeks in Building 2. Emergency leak repairs have been completed on the roof, but further investigation of the roof has identified significant failure points. To completely solve the issues associated with this roof, approximately 1,330 square feet of roofing must be completely removed and replaced (1,050 square feet on the second floor or main roof and an additional 280 square feet on the first-floor overhang, or secondary roof). Asbestos testing has been completed for both roofs, and approximately 2 square feet of non-friable ACM was identified on the second-floor roof around the chimney.
1.3 Purpose
The purpose of this project is to perform a Class II asbestos abatement of roughly 2 ft2 of non- friable flashing sealant and caulk on the chimney, along with a roof replacement in-kind of approximately 1,330 ft2 of the ethylene propylene diene monomer (EPDM) rubber roof system on Building 2 at the Buffalo VAMC campus. The VAWNYHS requires a Contractor to perform construction work to accomplish this goal.
1.4 Scope
Complete a Class II asbestos abatement of approximately 2 ft2 of non-friable ACM on the upper roof chimney.
Fully remove and replace approximately 1,330 ft2 of EPDM rubber roofing and recovery board on Building 2 to make an integrated and fully weather tight roofing system. There are two separate roofs of the building that make up the total square footage. The second floor or main building roof is approximately 1,050 ft2 and the first-floor overhang roof (referred to as secondary roof) is approximately 280 ft2 .
528-20-116 Roof Replacement BLDG of 6 1/29/2020 Abatement Portion:
· Complete Class II roof abatement of 1 ft2 of non-friable black flashing sealant around the chimney.
· Complete Class II roof abatement of 1 ft2 of non-friable grey caulk around the chimney grate.
· Abatement to be completed following OSHA regulations and VA construction specification 02 82 13.21.
Re-Roofing Portion:
· Remove and replace 3 individual flashing boots (approximately 4-inch diameter each) for various plumbing vents.
· Remove and replace of 2 individual flashing boots (approximately 2-inch diameter each) for various vents.
· Remove and replace 3 roof drains covers and flanges.
· Remove any other non-integral material on the roof to allow unimpeded access to the base layers.
· Remove and replace, in accordance with manufacturer instructions, approximately 1,330 ft2 of EPDM rubber membrane.
· Remove and replace approximately 1330 ft2 of recovery board material (Spec 07 01
50.19 – Preparation for re-roofing).
· Repair and/or replace approximately 260 linear feet of flashing connecting the EPDM roofing material to the concrete wall. See ‘AE104 – BLDG 2 – EXPLODED PLAN VIEWS’ drawing for more details.
· Replace approximately 20 linear feet of flashing around chimney. Material and finish to match existing.
· Repair/replace approximately 20 linear feet of termination bar that secures the chimney flashing to the chimney
1.4.1 Hazardous Materials
An asbestos survey has been completed on the Buffalo VAMC building 2 roof materials and positively identified 3 different areas totaling approximately 3 ft2 of ACM. Only two of the areas with positively identified ACM will be included in the scope of this project, and both are located on the chimney of the upper roof. These two areas total approximately two square feet of non- friable ACM. Based on OSHA regulations, the abatement of the 2 ft2 of ACM will be completed under Class II abatement conditions for a roof.
1.4.2 Personal Protective Equipment (PPE)
The Contractor is responsible for obtaining/providing, inspecting, and maintaining any required Personal Protective Equipment (PPE) and access equipment (lifts, scaffolding, etc...) necessary to perform services identified in this SOW.
1.5 Site Information
