About this file

This document provides details for a federal contract opportunity to improve electrical deficiencies at a Veterans Affairs medical center. The project involves replacing electrical switchgear and transformers serving the campus substations, installing generator connections at electrical vaults, and replacing outdated electrical panels in various campus buildings. Key aspects of the opportunity include a $5-10 million cost estimate, a 730-day period of performance, an SDVOSB set-aside requiring registration in SAM and VetBiz, and a planned April 20 solicitation release with hard copy response submissions. The scope of work covers general construction, site work, electrical equipment, controls, trenching and duct banks for the switchyard building replacement, as well as mechanical, control and building modifications for vault substations and related transformer and switchgear upgrades.

Request for Information

1) We received dimensions for the substations (AE, AN, BE and BN) at Vaults A and B from two separate manufacturers. After comparing them to the contract documents, the vendors equipment appear to be 4’ to 6’ longer than drawn and will not fit into the spaces provided. One vendor provided us a plan mark-up that best shows the concern. Please advise.

RESPONSE: See responses to the original RFI questions No. 1,4,5, and 17.

The original building switchgear is draw out assemblies. The new switchgear is not and has not been indicated with draw out assemblies. New switchgear is fixed insulated cased or molded case circuit breakers per the specifications and drawings.

The transformers shall have vacuum fault interrupter MV switch assemblies as noted on the drawings for the substations. Section 261313 does not apply to the indoor substations.

The transformers shall be oil filled with containment enclosures, close coupled to the switchgear as noted. Specification 261116 should be clarified to indicate liquid/oil filled transformers per the drawings.

See revised specification section 261116 (attached).

Note: The door and louvered area adjacent the generator was originally designed for the removal and or maintenance of the generator. The door opening as well as the header above the door is removable for maintenance and service.

Additional clarifications:

Sheet ES101: 26.4KV to 5KV transformers shown are substation style transformers (pad mounted) with overhead (roof) bushings for primary and secondary connections. Technical requirements of section 261219 would apply. Coordinate terminations with field conditions.

Specification (261219) Clarification: Transformer shall be delta primary with a wye secondary (grounded).

Specification (261313) MV Switchgear Clarification: Switchgear shall contain metering components equivalent to the existing 5KV switchgear which shall include ANSI function 51G at each transformer secondary, ANSI 50 at 5KV switchgear mains, and ANSI 27 at service entrance feeders. ANSI 87 differential relay will be required at the 5KV switchgear to interconnect to the existing 26KV control cabinet. Coordinate relaying with Utility provider.

Specification (262300) LV Switchgear: (2.4C) trip devices. Trip devices shall have overcurrent, short circuit, and ground fault settings. This would apply to substation main breakers and feeder breakers.
