1. Contracting Activity:
Department of Veterans Affairs, Network Contracting Office 2, VA Medical Center, Bath, NY 14810
2. Brief Description of Supplies/ Services required and the intended use:
The Batavia VA Medical Center (VAMC) requires a new Hobart – WPS-1200 Waste Pro Waste Equipment and Soiled Breakdown System. The new Waste Pro Waste Equipment and Soiled Breakdown System is needed to replace the same equipment that had broken down and had gone beyond its life expectancy.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Batavia VAMC is seeking to procure a new Hobart – WPS-1200 Waste Pro Waste Equipment and Soiled Breakdown System unit that meets the functional, and performance specifications specified in this Statement of Work (SOW). The Batavia VAMC shall only consider the Hobart – WPS-1200 Waste Pro Waste Equipment System and Soiled Breakdown as a replacement from the previous as it fits the blueprint for space, ceiling, drain & electrical configurations as it was the same piece of equipment. In addition, due to working with the Hobart – WPS-1200 model previously and through utilization of Soiled Dish Table, Double Slat Belt Accumulation Conveyor, Hose Clean Up Station and Mobile Soak Sink at our Batavia VA location, the specified equipment is sufficient to handle our workload needs.
4. Description of market research conducted and results or statement why it was not conducted:
Requesting service’ market research identified a Large Business. However, this was ordered for another VA location last year, from a SDVOSB. Other SDVOSB sources are capable of providing this specific piece of equipment.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
