528A5-18-529 REPLACE WINDOWS BUILDING 36 A & G
PRE-BID RFI CONSOLIDATED LIST
1. Please advise what color the windows are to be? Window spec refers to Finish spec but there is no Finish spec. Please advise
a. Window color to be VA bronze inside and out
2. Please advise the grids on the windows are just on exterior
a. For all newly installed windows, grids should be between the glass. For snap in grids on 12 ground floor existing windows, grids to be exterior only.
3. We noticed that many of the spec sections from the Table of Contents were not included in the specs. Please see highlighted sections in attached file. If the Table of Contents is incorrect, please provide an updated TOC as well as any missing spec sections.
a. See attached amended specifications to include updated Table of Contents.
4. In your locale, is “Carpenter” the proper job classification for window installers
a. Yes
5. In specification 085113 2.9 B and C, there are multiple finishes specified. Is AAMA 2604 powder coat finish acceptable?
a. See updated specifications.
6. On building elevations, there are (15) windows in the lower level that show louvers. Are existing louvers being reused? Am I correct that you require an insulated panel in the windows that show with louvers?
a. See updated drawings
7. Are any details available that show the existing conditions?
a. See attached design drawings.
8. I forgot to ask in my first RFI if the project is tax exempt for sales taxes. I assume it is, but please confirm.
a. Yes, Tax Exempt.
9. Window Glazing required is not provided in the contract documents. 085113 -6 2.5 Glazing Glass and Glazing: As specified in Section 08 80 00, Glazing.
a. See attached amended specifications to include 08 80 00.
10. What window finish is required for this project as there are three different finishes specified in section 08 51 13 Aluminum Windows page 8. 08 51 13 - 8 2.9 Finishes
B 1. Clear Anodized B 2. Color Anodized C 1. Flurocarbon
1. C 2. color: Refer to Section 09 06 00 Schedule For Finishes
2. Section 09 06 00 Schedule For Finishes is not inclued in the contract documents
a. See attached amended specifications color is to match facility standard (VA Bronze)
11. 08 21 13 3.5 Field Testing Extent of Windows to be tested is required. We need to know how many of each window type is to be included in the Bid Proposal.
a. 10% of each window type to be tested.
12. The following specification sections were not included in the contract documents and are required for bidding this project.
01 45 29 Testing Laboratory Services 02 82 11 Traditional Asbestos Abatement 02 83 33.13 Lead-Based Paint Removal and Disposal
a. See attached amended specifications
13. Is it the intention that all exterior and interior existing metal will be covered with the new system? This will require accessories not shown.
a. Drawing A-502 shows aluminum trim or snap trim on all sides interior and exterior.
Contractor to provide shop drawings per specification section 01 33 23 that will detail how this is accomplished.
14. It is my understanding that you want demolition to occur from the exterior, but installation will take place from the interior. Is this correct? Interior access for installation is required.
a. Contractor is to remove windows from the exterior in order to remain compliant with Asbestos abatement specifications. Contractor will have access to the interior for both ICRA/and abatement barrier as will as installation if needed. The contractor can place/install window from either interior or exterior.
15. There are some existing air conditioners. Will they be removed or are you expecting them to be reinstalled. If they must be reinstalled, please provide a count so we are all bidding the same thing.
a. Facility will remove all window air conditioners prior to contractor replacing windows.
They will not be re-installed.
16. At the walkthrough, it was mentioned that updated specs would be provided. Can we please have these as soon as possible so we can price accordingly?
a. See attached updated specifications.
17. Will the existing storm windows be removed prior to the work of this contract?
a. Storm windows should be considered part of the window assembly and be removed and disposed of in accordance with the contract documents.
18. Must the Contractor remove and dispose of these storm windows?
19. Must the Contractor carefully remove and re-install these storm windows without damage?
20. Hazardous material. We have Federal customers who for legal reasons include similar language to make it known ahead of time that there is the possibility of uncovering hazardous materials like asbestos or lead on that project. It is also typically stressed that the Contractor is not to price in a contingency for hazardous material but instead to pursue a change order post-award if uncovered post-award. The exception is when a hazardous material survey is completed and asbestos and/or lead abatement specs are included. Was it the VA’s intent to only notify the contractor that hazardous materials may be present, and if uncovered, would be the contractor’s responsibility to resolve under a change order? Or, should the contractor price in the risk of testing for and removing any hazardous material that is uncovered during the replacement of these windows?
a. As stated, previous window replacements have proven to have ACM, therefore all windows in this project should be treated as such. Any hazardous materials testing indicated is for disposal requirements (if applicable).
21. Is there a glazing specification?
a. See attached amended specifications to include 08 80 00.
22. Is there a specified color?
a. Color to match Facility Standard.
23. Is the old steel frame remaining?
a. Any imbedded steel to remain. Contractor to block opening as necessary and wrap blocking with aluminum or provide snap trim as shown in drawings.
24. What is the grid pattern for the 12 windows on the ground floor? Is there a design for that process?
a. Grid pattern/size to match windows being replaced. Pattern is size dependent.
25. If required, are the asbestos abaters removing both the storm windows and the steel window?
a. Storm windows should be considered part of the window assembly and be removed and disposed of in accordance with the contract documents. Contractor may choose to test storm windows for hazardous materials and dispose of separately if desired.
26. General Note 2 on Drawings A-101 and A-102 states “Contractor is responsible Hazardous Material Testing and Abatement …”. We cannot put an accurate estimate together on this project until we know the results of Hazardous Material Testing. Testing would need to include sampling for ASBESTOS, LEAD and PCB’s in caulks and glazing compounds. We do not perform the sampling required. This needs to be performed by a
NYS licensed consulting firm that is qualified to collect samples and prepare a report (survey).
