528A-15-504 17 Exterior Security Cameras
Scope of Work
528A5-15-504
Camera Security System at Canandaigua VAMC
Existing Conditions:
The Canandaigua VAMC is located at 400 Fort Hill Avenue, Canandaigua, NY 14424. The layout is a campus with more than 30 buildings located on over 150 acres. Normal working hours are Monday
– Friday 8:00am – 4:30pm.
Scope of Work:
The scope of this project is to install a total of 17 exterior security cameras located on 11 buildings throughout campus. EMT conduit with tamper proof screws shall be installed within the accessible ceiling space from the camera locations to the building’s IT room. An additional 30 feet of CAT6A cable shall be provided and coiled at the IT room locations. Provide the complete programming of all components, as well as all required tests with documentation to make a complete working video surveillance system.

DELETE Three (3) exterior Cameras indicated for Building #33.
a. Refer to Drawings EY101, EY503, 33.EY101, and 33.EY102.
DELETE Two (2) exterior Cameras indicated for Building #34.
a. Refer to Drawings EY101, EY503, 34.EY101 and 34.EY102.
The VAMC Canandaigua is responsible for the following work:
1. All I.T. Room (CAT6A) Switch installations.
2. Verification of existing - or provision of new - fiber optic cabling from each building’s (I.T. Room) to other building’s I.T.
Rooms required to assure complete and continuous communication pathways.
3. Two (2) new 50” HD monitors – to be installed by contractor.
(Refer to Part 1.15 GOVERNMENT-FURNISHED PROPERTY.)
General Conditions:
It is the contractor’s responsibility to perform a site visit to gather all necessary information prior to bidding to ensure that a completely renovated facility is provided. Once award is made further utility analysis should be completed as required to complete the project and should not be limited to access to existing plans, data review of pertinent VA documentation, and site investigation. The contractor shall pre-coordinate work with the COR. The facility is occupied by personnel. Special precautions are to be taken to ensure that air and waste materials are handled and disposed of properly and in accordance with regulations. If debris is removed through the tunnel, the contractor shall ensure the tunnel is cleaned of tracked, dust, etc. Off-hour work may be required in order to minimize impact to services provided in the facility and will be at the COR’s discretion and approval.
Lead based paint is not anticipated on the project; however the contractor is required to perform an inspection of any area that shall be disturbed for lead based paint. If an issue area is identified, the COR is to be notified prior to proceeding. Any additional issues identified are to be brought to the CORs attention before proceeding.
Work done under this project must comply with the provided infection control risk assessment (ICRA) including negative air pressure through the use of a HEPA filter and complete isolation of the area including sealing of the area with duct tape. All work area exits are to be HEPA vacuumed and damp mopped with a detergent solution at the end of each daily work shift. The work space is to remain locked and secured at all times.
Code requirements:
The installed system must, at a minimum, be in accordance with all applicable codes including Veterans Affairs standards which can be found at https://www.cfm.va.gov/til/. This will include, but not be limited to: Department of Veterans Affairs Design Manuals, VA Publications, and Construction Standards, National Fire Protection Code (NFPA), Life Safety Code, Underwriters Laboratory (UL), International Building Code IBC, National Electric Code (NEC), the VA Information Security Handbook 6500.6, Occupational Health and Safety (OSHA), and Environmental Protection Agency (EPA) requirements (to include Mold Remediation in Schools and Commercial Buildings). All work will be completed by certified individuals. All abatement will be in compliance with NYSCR 56.
Specifications: Please see attached.
General Requirements:
A. The contractor shall review the contract documents for conflicts. Where conflicts exist, work shall not proceed until the COR has been notified and has given direction.
B. Where incidental work is required to accomplish work shown on the drawings, this work is implied and shall be included as part of the base bid.
C. Prior to any work commencing in an area, the contractor shall notify the COR of his intention to work in the area and shall schedule a walkthrough with the COR to determine existing conditions.
D. After the work, the existing work areas shall be returned to their original state before final approval shall be given. After the completion of construction, the contractor shall completely clean all surfaces of construction debris. All surfaces shall be wiped clean of dust, including fixtures, window sills, door frames, etc.
E. The contractor shall provide a minimum of two (2) hardcopies of operating and service manuals and one electronic copy for each device/material installed as part of the project.
F. The contractor shall receive all deliveries of materials, equipment, tools, or other goods off station, and bring them to the job site. The Canandaigua VA shall not accept deliveries for project purposes.
G. The contractor shall prepare and submit an excel spreadsheet listing all submittals required. The worksheet shall be submitted by the contractor and reviewed and re-submitted as necessary.
H. The contractor shall not proceed with any on-site work until the completion of the submittal process or approval to proceed from the CO and COR without completion of the submittal process. Not less than 14 calendar days shall be planned for COR review of each submittal. Re-submittals shall be provided as required by the COR, and shall be treated as a new, separate submittal.
I. Any non-lead time materials will only be paid for when installed.
J. Any items identified as punch list items will be fixed prior to project closeout.
K. Special care will be taken to secure tools and construction equipment during construction as this facility has patients in it.
L. Work cleanliness must be adhered to throughout the project.
M. Sounds and vibrations must be kept to a minimum to avoid patient disruption and my comply with
OSHA requirements. The COR reserves the right to stop work if sound and vibrations are impacting patient living.
N. Off tour work may be required to minimize impact to Veterans and employees.
O. The contractor shall warranty all work included for 1 year from the date of acceptance. Warranty shall include any labor or parts necessary to ensure complete functionality of the new area.
P. The contractor shall hold weekly progress meetings with the COR at a site location designated by the
VA. The contractor is responsible for the meeting minutes and submitting them weekly to the COR.
Q. The contractor will be provided temporary unescorted access to VAMC IT rooms. This will apply only to individuals working for the contractor who pass a background check and complete all security requirements.
R. The contractor shall ensure that all new security equipment and components are compatible with the existing systems.
S. The contractor must make space available for VA personnel within a reasonable time frame at the COR’s request (ie. If IT needs access to the IT rooms).
T. With many active construction projects on site, coordination with other contractors may be required.
U. All construction areas, excavations, or storage areas shall be enclosed by chain link fencing or its equivalent that completely secures the perimeter of the space and is capable of resisting a 50 lb.
horizontal force applied at the top or bottom of the fence without more than 1 foot horizontal deflection at any point. The fence shall be 6'-0" high minimum, and shall be secured at all times. All dumpsters will be surrounded by fencing. Bath only; snow fence is permitted by approval of the
COR.
V. The contractor shall develop a critical path method (CPM) plan and schedule demonstrating fulfillment of the contract requirements (the project schedule), and keep the project schedule up-to-date in accordance with the requirements of this section and shall utilize the plan for scheduling, coordinating, and monitoring the work under this contract (including all activities of subcontractors, equipment vendors, and suppliers. Conventional Critical Path Method (CPM) techniques shall be utilized to satisfy both time and cost applications. The Project Schedule and the AIA application for payment shall correlate with one-to-one matching line item activities for major headings as defined in section 01 32 16.15-1.7 Project Schedule Requirements and Section 01 32 16.15 - 1.8 Payment to the Contractor. The contractor shall cost load all work activities to reflect the cost of both the materials and the labor to accomplish that work activity, procurement shall not be cost loaded prior to installation. Procurement shall not be reflected on the schedule of values. The cumulative amount of all cost loaded work activities including alternates shall equal the total contract price. The project shall observe Earned Value Methodology. All schedule items shall have a 1 to 1 correlation to each line item submitted for payment on AIA G702 and G703. Line item numbering shall be identical.
Schedule line items shall observe a hierarchy consisting of major categories and sub-categories as defined in Paragraph 1.7.
W. All existing data/voice cabling that is not disturbed shall be protected in place. Any data/voice cabling that is required to be disconnected or otherwise disturbed during construction shall be replaced in its entirety with new data/voice cabling from the data closet to the wall jack. All abated or disconnected cable is to be removed.
Submittals:
Submittals are required for all items outlined in the specification. The contractor is responsible to submit an Excel based spreadsheet listing all required submittals.
Project Duration:
The total project duration for this project is not to exceed 365 days. This includes all processes starting with submission and approval of all submittals and ending with final punch list completion.
