ATTENTION QUALIFIED BIDDING CONTRACTORS:
The purpose of this amendment is to provide a missing drawing E002 and updated specifications.
This amendment is also to provide responses to all interested contractors requests for information.
REISSUE the following Specification Sections, Revision Dated 03/04/2019:

Paradigm Engineers & Constructors Inc. reorganized the collection of Pre-Bid RFI Questions by numbering the individual RFI questions.
No other changes were made to the questions.

PRE-BID RFI QUESTIONS WITH RESPONSES:
Fiber:
1. Does every IDF IT Closet in each building have spare Campus Fiber that is connected to the Main Building 37 MDF IT Closet?
A/E RESPONSE:
Refer to Project Specification, SECTION 01 00 00, GENERAL REQUIREMENTS, 1.3 STATEMENT OF BID, Paragraph C. CLARIFICATION:
C. CLARIFICATION
The VAMC Canandaigua is responsible for the following work:
| 1. All I.T. Room (CAT6A) Switch installations. |
| 2. Verification of existing - or provision of new - fiber optic cabling from each building’s (I.T. Room) to other building’s I.T. Rooms required to assure complete and continuous communication pathways. |
| 3. Two (2) new 50” HD monitors – to be installed by contractor. (Refer to Part 1.15 GOVERNMENT-FURNISHED PROPERTY.) |
The highlighted portion of paragraph (above) – includes Building 37 MDF IT Closet.
Spare (dark) fiber optic cabling is presumed to exist on campus connecting each building together.

2. If closet does not have fiber, who is responsible for pulling new fiber and connecting the IT closet to the main Campus Fiber network?

3. If fiber is not homerun between each building’s IT closet and Main Fiber closet, and instead daisy chained between buildings, who is responsible for patching fiber cable through in each closet for full campus connectivity?

Refer to A/E RESPONSE to question #1. The patching of existing fiber optic cabling linking buildings together is not included with the Bid Documents for the project.

4. The Scope of Work reads “An additional 30 feet of CAT6A cable shall be provided and coiled at the IT room locations.” During the walk-through it was said that we are running new fiber not CAT6A. Are we running new CAT6A, new fiber, or both?
A/E RESPONSE:
The contractor should be running Cat6A only, the fiber is the backbone and the VAMC IT personnel will be responsible for that. The switch that will connect fiber to POE is the contractor’s responsibility.

5. Are all Fiber SFP media converters in place, if missing in certain IT closets, who is responsible to provide them?
A/E RESPONSE:
Fiber SFP media converters are not in place. Bid documents include contractor provision of Fiber SFP media converters for the new camera system as needed: Refer to SPECIFICATION SECTION 28 23 00 VIDEO SURVEILLANCE, Pg. #55:

6. If we are running new fiber, is armored cable an option in place of running conduit?

Contractor should not be running new fiber.

7. Is there a Fiber map or one-line diagram that verifies fiber pathways and interconnections?

This information is not available to bidding contractors.

8. Is there an existing video management system?

Yes. Refer to Reissued Project Specification SECTION 28 23 00, VIDEO SURVEILLANCE.

9. If so, Who is the manufacture of the VMS?
A/E RESPONSE:

10. Are there any extra camera licenses available for the new cameras or do we have to provide them?

New licenses are to be provide for all new cameras. Refer to Reissued Project Specification SECTION 28 23 00, VIDEO SURVEILLANCE.

11. Who is required to program cameras into existing camera system?
A/E RESPONSE:
Contractor is responsible for programming camera system. This is specified in Reissued Specification SECTION 28 23 00 VIDEO SURVEILLANCE, Pg. #2 and #13.

12. Is the current system currently under contract with another Contractor?
A/E RESPONSE:

13. If not, are all usernames and passwords available to access management software?

14. Per drawing EY501 Detail B4, Milestone VMS is called out as the existing camera system. Is a Milestone certification required to work on this system?

15. What customer equipment will be provided? Switches, Fiber Modules, Battery Backup, Power to Communications racks? Will all customer provided equipment be programmed and installed before work deployment?

Most equipment referenced by question is the responsibility of the contractor to provide and install. Refer to reissued Project SPECIFICATION SECTIONS and Bid Documents including drawings.

16. Is there a specific make and model of the camera(s) required for the project?

18. Is surge protection on cabling required on camera end, head end, or both?

19. Would a shielded cable be acceptable to ground from camera end to head end in place of a ground cable at the camera end.

20. There are some building that have all of their communications cabling running through cable trays. In these building can we use the existing cable trays to run the fiber or will new conduit still be required?

21. Are grounding bus bars already existing in each IT closet?

27. If cable runs are over the allowed 100 meters from 2nd floor to ground floor IT closet, are ethernet extenders acceptable or will an intermediate switch and fiber between new switch and ground floor IT closet need to be installed? Who would be responsible for new intermediate equipment?
A/E RESPONSE
Design shown provides cable runs less than 100 meters in length. If some unforeseen condition, causes proposed runs to exceed 100 meters, Project Engineer and VA may consider an alternate approach. The design intent is for cable routing lengths to be at 100 meters or less.

28. Buildings 36 and 37 ground floors had no drop ceilings, where ceilings are exposed with existing cabling in Ladder trays, is conduit still required or can new cable be ran next to existing cable in the Ladder tray?

29. For fire penetrations, are permits and inspections required? If so, who will be issuing permits? Are permits required per building, per day, or per penetration?

30. Are the conduit paths above ceiling obstructed by duct & plumbing work?
A/E RESPONSE:
I would assume so if I were the contractor.
CANANDAIGUA VAMC RESPONSE:
A second site visit will be scheduled allowing for any interested contractors to look above the ceiling. See addenda for date and time.
Clearance:
31. Per site visit, escorts will not be available for work required in IT closets. What is the process for obtaining security clearance to enter IT closets without an escort?
CANANDAIGUA VAMC RESPONSE:
A background check through the VAMC must be completed and all workers performing work within the IT rooms must be added to the access list.
32. How does one obtain their own ability to escort others into secured areas?
CANANDAIGUA VAMC RESPONSE:
The process to obtain the ability to escort is the same for unescorted access. See VAMC response to question 31.
33. West fire system(s)
· What is the existing system PACS, VMS, or badging and SW version(s)?
· What database does the PACs use? Can we get sample of data fields for mapping, if required?
· How is it to integrate with existing system i.e. database sharing or single user interface(UI), both or other?
· Are cameras PTZ or 360 degrees fixed?

REMOVE: “BUILDING IT ROOM: CONTRACTOR SHALL PROVIDE ADDITIONAL 30’-0” OF CAT6A CABLE, COILED, AT IT ROOM LOCATION. CONTRACTOR SHALL PERFORM ALL REQUIRED TESTS WITH DOCUMENTATION. CONDUIT SHALL BE PROPERLY GROUNDED TO TMGB.”
REPLACE: “BUILDING IT ROOM: CONTRACTOR SHALL PROVIDE ADDITIONAL 30’-0” OF CAT6A CABLE, COILED, AND PROPERLY TERMINATED INSIDE IT ROOM LOCATION. CONTRACTOR SHALL PERFORM ALL REQUIRED TESTS WITH DOCUMENTATION. CONDUIT SHALL BE PROPERLY GROUNDED TO TMGB.”
· There will be a second site visit held Wednesday, March 20, 2019 at 12:30PM primarily to view the duct and plumbing above the ceiling. If requested, the remaining areas for the project may be viewed while on site.
· All Contractors providing a sealed bid must acknowledge amendments on the SF 1449. The REVISED scheduled bid opening remains unchanged and will take place on Monday, April 15, 2019 at 1:30 PM at the AppleTree Mall 2875 Union Road Suite 3500, Cheektowaga, NY 14227 in the Conference Room.
