1.01 – General Intent
The Syracuse VA Medical Center in Syracuse, New York is currently soliciting requests for quotes (RFQ) for the expansion and upgrade of the facility wide security system. The system expansion and upgrade includes Community Based Outpatient Clinics (CBOCs) and leased properties at Buckley Rd, Behavioral Health Outpatient Clinic (BHOC), Dental Clinic, Veterans Wellness and Recovery Center (VWRC), Donald J. Mitchell Rome Outpatient Clinic (Rome CBOC) and Binghamton Outpatient Clinic (Binghamton CBOC). The current access control and security software system manufacturer is a Lenel system. A significant investment has been made in the current hardware and infrastructure system which is to remain. This scope covers the software and hardware upgrades and additions to the current video surveillance, access control and software licensing as well as the additional items as described in this scope.
This scope includes the expansion of the current system and will utilize the VA’s existing independent fiber optic network. As part of the system expansion, the scope will include the installation of 1 visitor management system with software licensing in addition to a total of 16 new access card readers compliant with VA’s requirements. Also included is all hardware required for a fully operational system including, but not limited to mortised electronically operated locksets, cylindrical electronically operated locksets, electric magnetic locks with fire system relay and key switch overrides as necessary, micro/5-PXN panels, micro/5 CPU chips and request to exit (REX) sensors. Additionally, 4 video recording stations will be provided as part of this scope of work.
This scope will include all labor and material for the complete installation of all video surveillance systems, card access, door hardware, computer infrastructure including all hardware and software, programming, commissioning and training of VA staff for the software upgrade outlined in this scope of work. It is also the intent of this scope to include all necessary dedicated electrical circuitry for power up of all equipment outlined in this scope. All dedicated circuitry must be of emergency power from electrical panel locations outlined by the VA.
It is also the intent of this scope that the successful bidder will be required to take VHA mandated security training as part of the contract package. This security level will be granted for those individuals gaining access to the software system remotely for the purpose of troubleshooting, etc.
1. Equipment
It is the intent of this scope to include the purchase of the following equipment, but is not all inclusive of all components that may be required. The contractor is responsible for verifying quantities and shall notify the COR of any discrepancies and is responsible for ensuring all equipment and components are compatible with the existing infrastructure without modifications. All equipment as outlined in the specification section will work as described. Contractor shall match existing manufacturers and models of each component.
The following new equipment will be purchased as part of this RFQ, but is not all inclusive of all equipment and components required for this scope:
1. 4 – Network Video Recorders
2. 16 – Card Readers including armored loop and concealed door contacts
3. 2 – Mortise Electronically Operated Lockset as part of the card access
4. 1 – Cylindrical Electronically Operated Lockset as part of the card access
5. 1 - Updated security management system software to “Lenel Onguard 7.2”, all systems must be licensed and tied through this updated program.

2. Installation of Equipment
This RFQ includes the installation of equipment as outlined in this scope. Installation will include all necessary labor and material (hardware and necessary wiring) per manufacturer’s recommendations, VA standards and all state and local codes to provide a fully functional and operational security system. The list provided below is not all inclusive of all components that may be required. The contractor is responsible for verifying quantities and shall notify the COR of any discrepancies and is responsible for ensuring all equipment and components are compatible with the existing infrastructure without modifications. All material will be supplied with the proper installation of all equipment outlined in this scope. Contractor shall match existing manufacturers and models of each component.
1. 4 Network Video Recorders: Replace the existing Bosch recorders at the Syracuse VAMC and install new recorders as per manufacturer’s recommendations. Supply all hardware, wiring, programming, etc., for proper installation and operation. Location will be as outlined per the VA. All existing recorder licenses shall be transferred to new recorders. All existing recorders shall be turned over to the VA upon removal.
2. 16 Access Card Readers: Install new card access controllers as per manufacturer’s recommendations in locations as outlined in this scope and per the VA. All card access readers will be securely fastened in the locations outlined in section 1.01.3.F and must be accompanied by all wiring from reader to control box, electronic door locks, REX motion detectors, electronic WIU boards and new control panels. All wiring will be concealed as outlined in this scope and by approved means. As per manufacturer’s recommendations, install all armored loops as part of the electrically operated locksets. All armored loops and concealed door contacts are to be properly installed and secured in a way to prevent premature failure in accordance with manufacturer’s recommendations and to ensure proper use and systems are securely fastened to prevent premature failure or tampering with.
3. 2 Mortise Electronically Operated Locksets: In locations outlined in this scope, install all locksets as per manufacturer’s installation instructions. All doors must be neatly and properly mortised to ensure locksets are installed properly. All material and labor shall be provided by contractor to ensure locksets are functioning properly and correctly tie to the new upgraded software program. Match existing manufacturers and key systems of main facility unless otherwise noted.
4. Cylindrical Electronically Operated Lockset: In locations outlined in this scope, install all locksets as per manufacturer’s installation instructions. All doors must be neatly and properly mortised to ensure locksets are installed properly. All material and labor shall be provided by contractor to ensure locksets are functioning properly and correctly tie to the new upgraded software program. Match existing manufacturers and key systems of main facility unless otherwise noted.
5. Control Panels and Components: Install all additional control panels and expansion cards as per manufacturer’s recommendations. Provide all necessary means for the proper installation and functionality of the panels.
6. 12Volt 7 AH Batteries: All batteries will be installed per manufacturer’s recommendations to prevent tampering with and premature failure. All control batteries will be installed in locations as required, ensuring a fully operational security system.
7. Controller/Power Supply: All power supply controllers will be installed per manufacturer’s recommendations in locations as required, ensuring a fully operational security system. All controllers will be properly fastened using proper methods in means to prevent failure.
8. Intelligent System Controllers: Install ISCs as per manufacturer’s recommendations in locations as required to ensure full functionality of the card access system. Provide all necessary means for the proper installation and functionality of the controllers.
9. Dual Reader Interface Cards: Install all dual reader interface modules in accordance with manufacturer’s instructions in the appropriate enclosures in locations as required to ensure full functionality of the card access system. Installation shall include all required programming.
10. 1 Visitor Credential System: All visitor management station licenses will be installed as outlined in this scope. Provide all necessary wiring and programming to ensure full system functionality at locations per the VA. All workstations and hardware will be the responsibility of the contractor to provide and install.
11. 1 Updated security management system software to “Lenel Onguard 7.2”: Provide all necessary expertise to administer all functions of the software program. Vendor must be Master Technician Certified by Lenel to install this program. Install all systems as a whole to ensure functionality meets the VA needs. License for existing Lenel software system shall be transferred to upgraded software. Ensure all software licensing is up to date and properly licensed with the manufacturer.
12. Server: Provide and replace existing server.
3. Locations of Installation
A. Police Dispatch Office: The Police Dispatch office, located on the 1st Floor of the Syracuse VAMC at the main entrance lobby, houses the security network, video surveillance and 2 workstations. This space will receive 4 new recording stations that will replace the (4) existing Bosch DiBos Digital Video Recorders (model #DB18C3025R2) and will be housed in the existing rack. All equipment purchased and installed will be the responsibility of the contractor. All wiring (120 volt) and all cable wires, low voltage, etc. will be included in the RFQ if required.
B. Rooms BG69 and C840: These rooms will receive new card readers. Replace existing door and hardware with wood door (match existing finish) and Yale 8800 series hardware. Door shall be provided with electric mortise lockset, cored chase and power transfer hinge.
C. Room M317: This room will receive a new card reader. The lead lined door shall be cored to accept Best cylindrical lockset, electric unlock/fail secure storeroom function and power transfer hinge.
D. Existing Control Panels: All existing micro/5-PXN panels contain an Ethernet connection to communicate with the current Lenel system. Each panel contains one to four micro/5 digital output cards (each card is configured to control 4 card readers for a total of 16 potential card readers per panel) and also one micro/5-CPU processing card. Each existing panel and new panel will require a micro/5-CPU to upgrade the security system software. The existing control panel quantities are as follows:

2. Syracuse VAMC Building 16: 1 panel
3. Rome CBOC: 1 panel
4. VWRC: 1 panel
5. Dental: 1 panel
6. BHOC: 1 panel

F. Additional Control Panel Locations: It is the intent of this scope to have the contractor furnish all necessary materials including, but not limited to, control panels, M-5 expansion cards, patch panels and all necessary wiring (120 volt emergency electrical power) and all low voltage wiring for the complete installation of panels in locations described below. Contractor shall match existing manufacturers and models of each component.
1. Basement (Room CL40): Provide 1 – 16 port control panel.
2. Ground Floor (Rooms BG07/AG01): Provide 1 – 16 port control panel.
3. 2nd Floor (Room C273): Provide 1 – 16 port control panel to replace existing Casi-Russo panel.
4. 3rd Floor (Room A303): Provide 1 – M-5 8 port reader expansion card to expand to 16 ports.

4. Existing Equipment to Remain: The existing infrastructure of the card access and video systems will remain and be seamlessly transferred and programmed to the new upgraded SMS as outlined in this scope (and unless otherwise noted). The existing CCTV surveillance system is currently separate from the Lenel security system; however the intent is to program this system in the upgraded Lenel software system.
A. 323 card readers and access control for doors – All currently controlled access doors will remain and will be tied into the updated system as outlined in this scope. All currently controlled doors will reside on the new system with all alarming points functioning properly. Note: No additional computers or equipment will be needed for the existing card swipe access points unless otherwise noted; however, all systems must be verified working when conversion is complete.
B. Intrusion and Emergency Lockdown Zones – The current Lenel system employs 33 Intrusion Zones and 13 Emergency Lockdown Zones. All alarms will be tied into the updated expanded system for full functionality. Note: No additional computers or equipment will be needed for the alarms unless otherwise noted; however, all systems must be verified working when conversion is complete.

C. Controls and Alarms – The current Lenel system employs various alarm inputs for 24 hour monitoring in the Police Dispatch Office. It is the intention of this scope to include all existing alarming points to be tied into the new Lenel OnGuard system for full functionality. Note: No additional computers or equipment will be needed for the current alarms; however, all systems must be verified working when conversion is complete.
D. Cameras – The existing cameras and CCTV infrastructure will remain. Cameras are a combination of both digital and analog PTZ and fixed Bosch and GE cameras that are located throughout the Syracuse facility and outpatient clinics. (4) of the existing video recorders will be replaced as part of this scope. This system will be programmed into the new Lenel security system as to allow the VA to control the camera system and view live and recorded video via the upgraded software. All current capabilities of the camera system shall be maintained with the OnGuard software upgrade. The main Syracuse facility and each CBOC location shall continue to be able to record and view video locally at each facility. Note: No additional cameras will be needed for the current system; however, all systems must be verified working when conversion is complete. Quantities and locations are as follows:
a. Syracuse VAMC: 208 cameras
b. BHOC: 4 cameras
c. VWRC: 5 cameras
d. Dental: 2 cameras
e. Rome: 9 cameras
f. Binghamton: 23 cameras
2.01 - Advanced Scope & Operational Characteristics
1 – Base Bid Summary
A. It is the intention of the Syracuse Veterans Affairs Medical Center (SVAMC) to seamlessly enhance the existing campus wide Physical Access Control and CCTV Surveillance Systems.
B. In addition to including a specific scope of work related to these upgrades, this section also includes a general description, functional requirements, operational characteristics and criteria for maintaining and upgrading the integrity and overall functional parameters of the existing SVAMC Security Management Systems.
C. All systems included in this proposal shall be seamlessly integrated into one Security Management System (SMS) to enable the SVAMC Police to operate the specified sub-systems through the Lenel OnGuard 7.2 user interface unless otherwise noted.
D. All equipment shall be HSPD 12 and FIPS compliant.
E. SVAMC currently possesses a license for an SMS consisting of an existing Lenel Facility Commander Wnx platform solution. The current software will be required to be converted to Lenel OnGuard and upgraded to the latest release of the Lenel OnGuard 7.2 platform that can be bid on by multiple Lenel Value Added Resellers who are certified by Lenel for sales, installation, service and support. The hardware upgrades described herein shall be incorporated seamlessly onto this platform by the addition of modules accredited to function with the owners SMS.
F. There are currently approximately 323 card readers in the system. The successful bidder will be required to add an additional 17 card readers and reader licenses as part of the SMS upgrade.
G. SVAMC and outpatient clinics included in this scope currently have approximately 251 surveillance cameras. The existing video recorders will be replaced by the successful bidder as part of the SMS upgrade project with Bosch Network Video Recorders. The intent is to seamlessly integrate all cameras for the SVAMC, including all outpatient clinic cameras, with the Lenel OnGuard 7.2 SMS. The successful bidder will be required to transfer all existing VA owned camera licenses to the new video recorders as part of this contract, including all cameras located at outpatient clinics.
H. The SMS upgrade project shall include Lenel OnGuard Visitor Credential System software, installed and configured for operation by the successful bidder for use by the VA Police. Visitor credential system is to include one ID card scanner and one visitor ID card printer.
I. The scope of work is detailed as follows:
1. Furnish and install all necessary components to expand the existing Lenel Card Access System to include 17 additional doors. Field locations for new equipment are outlined within this scope in section 1.01. The contractor is responsible for all modifications to the doors, doorframes, walls, etc. for the complete installation of all card readers and for ensuring door operators (if currently present) are tied into the card access.
2. This installation shall provide secure door locations with Card Access points and remote lockdown /release capabilities. The operational intent is aimed to permit the owner to maintain a constant locked status at each new card reader location. Individuals with access cards shall be granted access depending on the day, time of day, and level of access granted for differing personnel.
3. All new card access controlled doors will include door contacts, request to exit devices, in addition to card readers and electric locking hardware and associated power supplies in order to monitor door status at all times.
4. The ancillary hardware shall be furnished and installed as per this scope. Terminations of the new equipment shall be performed within the owner’s operational parameters and shall be executed by a factory qualified technician. Proof of certification shall be furnished with the bid documents. Initial configuration and testing of the new equipment shall be performed by the successful bidder to provide a fully functional system.
5. All cables required for the card access doors shall be installed per manufacturer’s recommendations to provide a fully functional card access system. All cable installation shall comply with applicable local, state and federal building codes and shall meet the SVAMC’s standards.
6. Replace existing video recorders at SVAMC with four (4) new Bosch DIVAR IP 7000 2U Video Recorders, pre-configured in a RAID-5 configuration with the following specifications: 8 x 4TB gross capacity, 26060 GB net capacity, 475 Mbit/s bandwidth and 32+ pre-licensed/128+ max IP cameras. The new recorders shall have sufficient storage capacity to store video from cameras for 30 days minimum before being over-written. Provide a fully functional and operational CCTV system and transfer existing licenses to the new recording stations. Turn over existing recording stations to the SVAMC.
7. The SMS shall provide a visitor credential system which shall be seamlessly programmed and integrated into the OnGuard SMS.
8. All copper cabling to access controllers, cameras etc. shall be Category 6 or better.
9. All fiber optic and copper permanent link cables shall be terminated at in network racks to patch panels. All copper Category 6 permanent link cables shall be terminated to RJ-45 jacks within 15 feet of the device that requires the network connection. Patch cables for this project shall be supplied and installed as part of this contract by the successful bidder.
10. All necessary electrical power (120 volt) will be supplied by the contractor from areas designated by the VA. Contractor is to provide all necessary approved means to power up all systems that require additional 120 volt power. The systems shall be powered from an emergency power source by approved means following NFPA 70E.

4 - SMS Description:
A. The Security Management System (SMS) outlined in this section and detailed in Part 2 of this section is the key central component for managing physical security and the bridge between physical and logical security. The system shall provide a variety of integral functions including: regulation of access and egress, provision of identification credentials, monitor, track and interface alarms and view, record and store surveillance video linked to SMS events.
B. The SMS shall be compatible with and utilize the existing Operating System to seamlessly integrate a single relational database for all functions. The SMS shall be written so that all system modules (access control, alarm monitoring, ID or credential management, visitor management, asset management and digital video management) are developed and built from a unified single 32-bit source code set. Separate source code bases for individual modules of the SMS are not acceptable.
C. Upgrades or expansion of the SMS to a larger size system in scale shall not require installation of a different and/or new SMS application or require the administrator or operator to learn a different and or new interface from the previous version.
D. The SMS shall be written using Unicode format. Unicode enables a single software product to be targeted across multiple platforms and languages without re-engineering and allows for data to be transported through different systems without corruption. The SMS graphical user interface shall be available in single-byte languages.
E. The SMS software developer shall be a Microsoft Gold Certified Partner.
F. The SMS shall be Microsoft Windows XP Certified.
G. The SMS shall be UL 1076 Listed.
H. The SMS shall have FIPS 140-2 certification.
I. The SMS shall only require a single license to be present on the database server for the SMS to operate. The existing license shall be transferred to the new software system and allow for the seamless integration of all existing workstations.
J. The License Administration login and password shall be encrypted when they are passed to the License Server. The hash shall not be the same data even with the same logon credentials on different systems. This is a requirement for U.S. government DIACAP certification.
K. The SMS shall support concurrent licensing with respect to client licenses. CUSTOMER shall purchase a fixed number of client workstation licenses (or connections) that shall be programmed into the database server license file. The SMS shall be installed on any number of client workstations in the CUSTOMER facility. Then, any of the client workstations that have the SMS software installed shall have the ability to connect to the database server as long as the maximum number of concurrent connections purchased has not been reached. Connections shall be licensed on a per module basis. This shall provide CUSTOMER with great flexibility in system design and layout.
L. The SMS shall provide support for single sign-on capability. Single sign-on shall allow System Administrators/System Operators to authenticate into SMS applications using their Windows domain account.
Single sign-on shall support the following scenarios:
1. Allow System Administrators/System Operators to interactively run SMS applications without having to enter a username or password. This shall make administration of the SMS easier since maintenance of separate SMS usernames and passwords is not required.
2. Allow SMS API scripts to authenticate. These scripts shall be run using a Windows account allowing a seamless and secure way to authenticate the account and restricting the script to those actions that the user is permitted to perform.
M. The SMS shall be able to seamlessly communicate, interface with and monitor intelligent system controllers, reader interface modules, I/O panels, alarm panels, alarm panel receivers, biometric devices, personal protection devices, intercom systems, fire alarm panels (secondary monitoring only), building management systems and digital video recorders approved for use by the SMS manufacturer.
N. Configure the new software and utilize the existing security network with open architecture where all data must reside on a single database and must be accessible in real time to SMS workstation or Web-based client connected to the network. The system shall be configurable to support all existing infrastructure.
O. The system architecture shall support Microsoft Windows Clustering, Hot Standby, Fault Tolerant Servers and Fault Tolerant Hot Standby Servers.
P. The SMS shall be able to connect to and interface bi-directionally with external data sources utilizing all of the following methods:
1. ASCII with support for XML formatted text exchange of data activated both manually and automatically.
2. ASCII with support for XML formatted text exchange of data using a direct table interface activated both manually and automatically.
3. Real-time exchange of data via Active Directory or LDAP utilizing an API (Application Programming Interface) written by the SMS manufacturer. The live exchange of data shall expose SMS events and transactions to other data sources in real-time and allow for receipt of data into the SMS where this data may be acted upon and trigger linked events in the SMS in real-time.
Q. The SMS shall support a minimum of 500 access control readers (including all existing), unlimited number of inputs and outputs and all existing client workstations.
5 - Period of Performance:
A. All areas of the Syracuse VAMC and offsite facilities are expected to be occupied during construction. The Contractor shall perform all work during normal business hours (8:00 am to 4:30 pm) unless other times are coordinated with the Contracting Officer’s Representative (COR) and with the approval of the Contracting Officer without any additional cost to the owner.
The contractor shall begin work as soon as possible, but no later than 15 calendar days after the arrival of the parts and equipment that need to be ordered, and complete it within 120 calendar days after receiving “Notice to Proceed” (NTP).
The start date must be approved and coordinated with the Contracting Officer (CO) and Syracuse VAMC Contracting Officer’s Representative (COR).

7 - Submittals:
A. Shop Drawings: Provide complete shop drawings which include the following:
1. Include full schematic wiring information for all devices. Wiring information shall include cable type, conductor routings, quantities, and connection details at device.
2. Include a complete SMS one-line, block diagram.
3. Include a statement of the system sequence of operation.
B. Product Data: Provide complete product data that includes the following:
1. Manufacturer’s technical data for all material and equipment at the system and sub system level to be provided as part of the SMS.
2. A system description including analysis and calculations used in sizing equipment required by the SMS. The description shall show how the equipment will operate as a system to meet the performance requirements of the SMS. The following information shall be supplied as a minimum:
a. Server(s) processor(s), disk space and memory size
b. Description of site equipment and its configuration
c. Network bandwidth, latency and reliability requirements
d. Backup/archive system size and configuration
e. Startup operations
f. System expansion capability and method of implementation
g. System power requirements and UPS sizing
h. Device / component environmental requirements (cooling and or heating parameters)
i. A description of the operating system and application software.
8 – Contract Close-out Documents:
A. Provide 1 set electronic format manuals including operating instructions, maintenance recommendations and parts list including wiring and connection diagrams modified to reflect as-built conditions.
1. Manuals: Final copies of the manuals shall be delivered within 30 days after completing the installation test. Each manual’s contents shall be identified on the cover. The manual shall include names, addresses, and telephone numbers of the contractor responsible for the installation and maintenance of the system and the factory representatives for each item of equipment for each system. The manuals shall have a table of contents and labeled sections. The final copies delivered after completion of the installation test shall include all modifications made during installation, checkout, and acceptance testing. The manuals shall consist of the following:
a. Functional Design Manual: The functional design manual shall identify the operational requirements for the system and explain the theory of operation, design philosophy, and specific functions. A description of hardware and software functions, interfaces, and requirements shall be included.
b. Hardware Manual: Describe equipment furnished including:
1. General description and specifications.
2. Installation and check out procedures.
3. Equipment layout and electrical schematics to the component level.
4. System layout drawings and schematics.
5. Alignment and calibration procedures.
6. Manufacturer’s repair parts list indicating sources of supply.
c. Software Manuals: Describe the functions of software and include all other information necessary to enable proper loading, testing, and operation. The manual shall include:
1. Definition of terms and functions.
2. System use and application software.
3. Initialization, startup, and exit.
4. Reports generation.
5. Details on forms customization and field parameters.
2. As-Built Drawings: During system installation, the Contractor shall maintain a separate hard copy set of layouts, elementary diagrams, and wiring diagrams of the SMS to be used for record drawings. This set shall be accurately kept up to date by the Contractor with all changes and additions to the SMS. Copies of the final as-built drawings shall be provided to the end user in hard copy.
9 – Quality Assurance:
A. Manufacturer Qualifications:
1. Manufacturer of the SMS shall be an established organization with referenced and documented experience delivering and maintaining Security Management Systems of equal or higher sophistication and complexity as compared to the system detailed in this specification.
2. SMS Manufacturer shall employ at a minimum the following methods for QA of component and assembly devices.
a. Visual inspection of devices shall be performed to verify assembly according to defined procedures. End of line operational tests shall be performed to ensure product functionality has been correctly configured. A system burn-in period shall be utilized to screen for early life failures of electronic components.
3. Perform individual functionality and system level regression testing to ensure compliance with product specifications. Perform single and multiple unit system tests to mimic end-user installation configurations. Utilize automated hardware and software testing to evaluate system performance under published operational loads and compare to published system capabilities.
B. Bidder Qualifications:
1. At the time of the bid, the bidder shall have satisfactorily completed projects of a similar size, scope and complexity as the system detailed in this specification. The bidder shall furnish written proof of experience from three (3) references and proof of current accreditation or certification by the manufacturer for required training for sales or installation or service of the SMS and associated devices.
2. The bidder shall also be a factory authorized local service organization that shall carry a complete stock of parts and provide maintenance for the SMS and related systems under this contract. Local shall be defined as an area in a (50) mile radius of installed location.
3. To insure qualified and prompt service, the bidder shall have a minimum of four Lenel Master Certified technicians on staff and living within the 50 mile radius of the installed location. Proof of this certification is required at bid opening.
10 – Deliver, Storage & Handling:
A. Deliver, store, and handle materials, components, and equipment in manufacturer's protective packaging.
B. Store components and equipment in temperature and humidity controlled environment in original manufacturer's sealed containers. Maintain ambient temperature between 50 and 85 degrees Fahrenheit (10 and 29.4 degrees Celsius), and not more than 80 percent relative humidity, non-condensing.
C. Open each package; verify contents against packing list; and file copy of packing list, complete with package identification, for inclusion in operation and maintenance data.
D. Mark packing list with the same designations assigned to materials, components, and equipment for recording in the system labeling schedules that are generated by software.
E. Save original manufacturer's containers and packing materials and deliver as directed under provisions covering extra materials.
11 - Warranty:
A. Contractor/vendor will be responsible to respond either in person, or by phone consultation, or remotely tie into system for emergency calls 24 hours 7 days a week, 365 days a year for all warranty related trouble calls and system issues. Additionally, emergency response time Monday through Friday during normal business hours (8:00am to 4:00pm) for a service technician to respond to the VA is 2-hours. All after hours, nights, weekends and holiday needed warranty issues will be responded to within a 4-hour timeframe. Contractor shall warrant all equipment of this specification and associated installation labor for a period of one (1) year from date of beneficial use, unless otherwise noted below:
1. SMS Software and Field Hardware shall be warranted for a period of one (1) year from the date of complete installation, to be free of defects and will function in substantial accordance to the published specification.
2. SMS Third Party Device warranties are transferred from the manufacturer to the contractor, which may then transfer third party warranties to the owner. Specific third party warranty details, terms and conditions, remedies and procedures, are either expressly stated on, or packaged with, or accompany such products. The warranty period may vary from product to product. These products include, but are not limited to, devices that are directly interconnected to the SMS field hardware or computers and are purchased directly from the SMS manufacturer. Examples may include, but are not be limited to: Credential Printers, Reader Heads, Biometric Devices, Computers, etc.
13 – Training: Once final project is accepted and completed as per scope and specifications, training will begin for system operations. All training will be by a Certified Master Lenel technician for all Police Officers working various shifts. Coordination with the VA Police Chief for scheduling training will be necessary. All training for systems other than the main SMS will be the responsibility of the vendor and/or contractor. If necessary, technical representatives from companies may be required for adequate training on all aspects of the complete SMS.
3.01 - PRODUCTS

A. Basis-of-Design Manufacturer: The security management system is based on products of GE, United Technologies Corp and Lenel Systems International, Inc.
B. Basis-of-Design Manufacturer: The video surveillance camera system is based on products of Bosch.

A. Security Management System (SMS) Software: Lenel Systems International “OnGuard 7.2”.
3 - SMS Field Hardware:
A. Security Management System (SMS) Hardware: The SMS shall be equipped with the access control field hardware required to receive alarms and administer all access granted or denied decisions. All field hardware must be designed to meet UL 294 and ULC requirements. The SMS must be able to retrieve device serial numbers from all field hardware, excluding card readers, biometric readers, and keypads. Depending upon the configuration, the SMS field hardware must be able to include any or all of the following components:
