1. Are scaled building drawings available for areas of performance? If not, are general layout drawings available?

VA Response: Scaled drawings are not available; however, general building layouts are available for the following facilities only:

528A7-17-722 Replace Security System Pre-Bid RFI #2

1) For Clarification All cabling for Door Security must be in conduit, even above suspended ceilings? If so can you confirm if it is EMT or Rigid conduit.

VA Response: Door security cabling must be in EMT to reader interface modules. Existing cable trays and J hooks may be utilized above corridor ceilings to extend cabling to intelligent system controllers in electrical rooms.

2) Infection prevention Measures: Is “tenting” of all ceiling tiles required, even in Hallways?

VA Response: Infection control measures are dependent on location and type of work being completed. Requirements shall be as determined by the Infection Control Risk Assessment (refer to specification 00 72 01 Infection Control).

Pre-Bid RFI #3

1) The walkthrough showed that 16 total (additional) readers are required on the bid instead of the 17 as detailed on pg 4 of 101 and 13 of 101. Please confirm 16 additional readers are expected (not 17)??

VA Response: Confirmed. The SOW has been revised to reflect revised quantities and locations.

2) A “new” Server is recommended due to the age of your “existing” Server. Your comment within pg 14 of 101 #5A notes “no additional computers….” Contradicts this recommendation. Please confirm you want to use your “existing” older Server??

VA Response: Replace server. The SOW has been revised to reflect this requirement in section 1.01.

3) Within your SOW (pg 16 of 101) #5D states you want to “……view/control ALL cameras Facility wide from Syracuse VAMC”. Viewing remote facility live video would take a tremendous amount of Band Width that we are not sure any internet provider could provide due to the quantity of cameras at your remote facilities. Please confirm how you expect this request to be accomplished??

VA Response: Viewing and controlling all remote cameras from the Syracuse VAMC is not required. The SOW has been revised to reflect that this is no longer a requirement.

Pre-Bid RFI #4

1. Lenel has requested the attached system survey be completed in order for them to prepare a cost estimate for professional services for the conversion. Can this be completed and returned?

VA Response: See attached migration worksheet.

2. Please confirm that it is the intention of this project to replace all micro panels and control boards with new Lenel Onguard hardware.

VA Response: The intent of the project is to utilize existing panels and control boards and only add new panels, control boards, etc. in locations included within the SOW to ensure successful software upgrade and full functionality of card access system.

3. New card reader locations, page 13 of 101, Item H

a. Item 1. i – per walkthrough, confirm door already has reader and is removed from scope

VA Response: Confirmed. The SOW has been revised to reflect revised quantities and locations.

b. Item 1. ii – existing door lockset is a combination cypher lock, are we to remove and replace the lockset with standard lockset?

VA Response: Provide new wood door with cored chase for electric mortise lockset and power transfer hinge in lieu of electric strike. Provide Yale 8800 series hardware.

c. Item 1. iii

i. Door does not currently have any locking hardware, has push pull handles only.

What type of electronic locking hardware is required?

VA Response: Provide double mag locks with key override switch for emergency entrance. Utilize all other existing hardware and door opener components and tie into fire system relay at panel.

ii. During the walk through we were instructed to add a second door into this space.

d. Item 1.v - 3rd floor cath lab. It appears the door has existing electric locking hardware, please confirm. If not, what type of electric locking hardware is required.

VA Response: Provide (2) phi Precision motorized latch retraction exit devices with surface mounted rods (LBR, less bottom rod) and key override for emergency entrance.

e. Item 1.vi - 3rd floor IR suite. It appears the door has existing electric locking hardware, please confirm. If not, what type of electric locking hardware is required.

VA Response: Confirmed.

f. Item 1.vii – per walkthrough, confirm door already has reader and is removed from scope.

VA Response: Confirmed. The SOW has been revised to reflect revised quantities and locations.

g. Item 2.1ii – 4 doors, existing door hardware does not have locking capabilities, please confirm hardware will require replacement to include key override for entrance.

VA Response: Confirmed. Provide Yale 8800 series hardware.

h. Item 2.1iv – 4 doors, existing door hardware does not have locking capabilities, please confirm hardware will require replacement to include key override for entrance.

4. Cameras – page 16 of 101

a. Item 5.D

i. Paragraph states that video recorders are to be tied into the Lenel system. As part of this contract are we required to program cameras to the Lenel or simply provide the ability to integrate? If we are to program all the integration can we receive a count of how many alarm points are to be programmed?

VA Response: Contractor is to integrate and program cameras to the upgraded Lenel software system to allow for viewing and control within upgraded Lenel software.

ii. Paragraph states that includes all cameras at the outpatient clinics. Can you provide listing of all sites and what make, model of NVR that currently exist? If these units are not compatible with Lenel are we to replace them with new as part of this contract?

VA Response:

5. Cameras – Page 19 of 101, Item 6. States to replace 4 existing Bosch DVR with new. Do you have make and model of new units that is required? What are hard drive storage requirements?

VA Response: The existing (4) - Bosch Dibos Digital Recorders, Model #DB18C3025R2 are to be replaced with the new units specified in section 3.01.3.C and section 2.01.1.I.6.

Pre-Bid RFI #5

1. How many Visitor Management Systems are required and at which locations? Will they just be located at the main facility, or also at the CBOCs?

VA Response: One; provide at main facility per SOW.

2. Is the existing Lenel OnGuard system an Advanced or Enterprise edition, and what is the current software version/license? Is the OnGuard software covered under a software support agreement from the manufacturer?

VA Response: See FCWnx Migration Worksheet.

3. Please identify the model number and storage capacity of each of the (4) existing Bosch recorders.

VA Response:

Syracuse VAMC existing recorders:

(4) - Bosch Recording System (BRS), Model #BRS-RAC1-4100A (4 TB storage capacity)

(4) - Bosch DiBos Digital Recorders, Model #DB18C3025R2 (250 GB storage capacity). These 4 units are to be replaced as per SOW; existing recorders to be turned over to VA.

4. Please confirm that the VA desires to re‐use existing Bosch video licenses on the new units. This will need to be verified with the manufacturer.

VA Response: Confirmed.

5. Please identify the existing manufacturer of the Electrically Operated Locksets so that we can match the units on the new door locations.

VA Response: Provide Yale 8800 series hardware.

6. For the new door locations, are they currently installed with cylindrical locks and are now required to have mortise locks?

VA Response: Provide Best cylindrical lockset/trim with electric unlock/fail secure storeroom function at 3rd Floor Cath Lab Room M317. Lead lined door must be cored for electric power transfer hinge.

Doors requiring full replacement include Ground Floor ED Pyxis Room BG69 and 8th Floor Pyxis Room C840 which shall be provided with electric mortise lockset and cored chase for electric power transfer hinge. Provide Yale 8800 series hardware components.

7. On the existing Lenel system, are the control panels the legacy Casi hardware which were migrated to the new Lenel M series hardware?

VA Response: Control panels are of the Lenel M series. One control panel located in Room C273 is Casi-Russo hardware which shall be replaced as part of this project. The SOW has been revised to include this panel replacement under section 1.01.3.D.3.

8. Will the VA be able to provide as built drawings of the current installed system, showing existing cameras, card readers, and network closets that are available for use?

VA Response: As-builts are not available; however general building layouts have been provided for room locations.

9. Please clarify if this is a complete door replacement, to include the replacement of the existing lock set.

VA Response: Section 1.01 of SOW has been revised to clarify door replacement locations.

10. Our understanding is that each existing panel and new panel will require a micro/5‐CPU to upgrade the security system software. Please clarify this requirement.

VA Response: Confirmed.

11. Is it a requirement that all control cabling and low voltage be in conduit above false ceilings?

VA Response: Door security cabling must be in EMT to reader interface modules. Existing cable trays and J hooks may be utilized above corridor ceilings to extend cabling to intelligent system controllers in electrical rooms.

12. The specifications call for the installation of 4 new recorders at the main facility and it is requested that the CBOC cameras be integrated into the new recorders. Are the existing cameras at the CBOC's currently being recorded locally or at the main facility?

VA Response: CBOC cameras are currently recorded and viewed locally only. Viewing and controlling all remote cameras from the Syracuse VAMC is not required. The SOW has been revised to reflect that this is no longer a requirement.

13. The specifications detail that new hardware must match the existing hardware. Are we to interpret this to mean that the new equipment shall be of the micro/5‐PXN series or will equivalent Lenel field hardware be acceptable?

VA Response: New equipment shall be of the micro/5-PXN series to match existing.

14. The card readers listed in the SOW are not HSPD‐12/PIV approved. Please verify that these readers are in fact the ones desired for this requirement.

VA Response: Confirmed.

15. Would the government consider a two‐week extension following the release of the Q&A?

16. Please provide the model numbers and manufacturer of all of the existing video recorders at the main facility and CBOCs.

VA Response:

17. Are all of the existing analog cameras connected to encoders, and if so, are all of the encoders in the field or in one centralized area?

VA Response: Encoders are located in room C134 at the Syracuse VAMC. There are no encoders at off site locations.

18. Are all of the existing card readers HSPD‐12/PIV compliant, and if not, is it intended that the existing card readers be replaced in order to meet compliancy?

VA Response: See response to question 14.

19. Is the current access control system on the VA network? Are we to use the existing network switches for connection of the new card readers and panels being provided? If not, are we to provide new network switches for the new access control panels? If so, please provide the exact model number and number of ports requested on the switches.

VA Response: No. Use existing.

20. Is the current video system on the VA network? Are we to use the existing network switches for connection of the new storage units? If not, are we to provide new network switches for the new equipment? If so, please provide the exact model number and number of ports requested on the switches.

VA Response: No. Use existing.

21. Will the cameras at the remote facilities need to be recorded locally, but be able to be viewed at the main facility? If so, is there sufficient network infrastructure as well as bandwidth for this to be accomplished?

VA Response: See response to question 12.

22. Please describe and detail any integrations between the Lenel and Bosch system that are desired as part of this requirement.

VA Response: Bosch camera system shall be programmed with upgraded Lenel software such that VA may control camera system and view live and recorded video via upgraded software. All current capabilities of camera system shall be maintained with OnGuard software upgrade.
