About this file
This document is an industry day presentation for the VA Loan Servicing Requirement Information Session held on August 12, 2026, conducted by the Department of Veterans Affairs Loan Guaranty Service under the Veterans Benefits Administration.
The VA is splitting its combined loan servicing contract into two separate parts: Real Estate Owned (property disposition) and Loan Servicing (which includes vendee origination). The Portfolio Loans Oversight Unit (PLOU) within VA Central Office administers contract oversight and daily operations. The primary program objectives are to promote servicing practices supporting VA's mission of helping borrowers retain homes and avoid foreclosure while providing excellent customer service; improve reporting, information management, and security; and ensure accountability and fiscal responsibility. The contractor must originate and underwrite Vendee Loans, which are VA direct loans available to purchase VA Real Estate Owned Properties offered to both veterans and non-veterans. VA funds these loans and boards them into its National Loan Portfolio, with potential for future packaging in loan sales at VA's sole discretion. The contractor must provide streamlined, electronic invoicing processes with complete documentation supporting allowable expenses and fees, advance payments for taxes and reimbursable expenses, and maintain all records in VA-approved formats. The scope of work requires the contractor to provide all resources for Portfolio Loan Servicing Contract management, including loan servicing and loan sale activities, while continuously updating technology and service delivery consistent with industry standards. Notably, offshore customer service and servicing operations are prohibited. As of July 31, 2026, the VA portfolio comprised approximately 72,037 total units across multiple loan types, including 1,071 Vendee loan units.

• PLOU has decision-making authority for approving proposed settlements, property preservation expenses that exceed published guidelines ,terminations without foreclosure, specific loss mitigation recommendations (e.g., modifications), or activities outside the Contractor’s scope of authority.
Program Objectives
• VA requires that the Contractor make prudent and appropriate business decisions that serve the interests of the VA and adhere to the constraints of this procurement and all appropriate laws and regulations. The primary objectives are:
• Promote servicing practices that support VA’s mission of helping borrowers retain their homes or avoid foreclosure and provide excellent customer service.
• Improve reporting, information management and security; and
• Ensure accountability and fiscal responsibility for all activities and protect the interests of the Secretary of Veterans Affairs (the Secretary).
Vendee Origination
The Service Provider must originate and underwrite Vendee Loans. Vendee financing is a Department of Veterans Affairs (VA) direct loan program that is available to purchase VA Real Estate Owned Properties (REO). Vendee financing is offered to both Veteran and non-Veterans. VA funds these loans and boards them into VA’s National Loan Portfolio. These loans are then, at the sole discretion of VA, packaged by the Contractor and included in Loan Sales as described in Section 5.6.8 or held in the VA loan portfolio.
* Currently the VA does not conduct whole loan sales.
Loan Accounting and Invoicing
• The Government is seeking a streamlined, electronic process that allows ease of use and minimal administration for the COR/Authorized Designee to receive and approve invoices. The Contractor at a minimum shall:
• Advance payments for taxes (including penalty and interest) and other reimbursable expenses.
• Submit all invoices for final disposition in a VA- approved electronic format.
• Ensure that all invoices are substantiated by complete imaged or electronic documentation in support of allowable expenses and fees, including that which are performed by Contractor or Subcontractors for services that are not included in the flat-fee structure Section B of this solicitation. Documentation shall be made available as invoices are received by the Contractor from Subcontractors.
