If I didn’t attend the walkthrough can my firm still propose?

No, in accordance with (IAW) the SF1149 the walkthrough was mandatory for all those quoting. This is to ensure a full understanding of the items being repaired.

Question: Should the electrical contractor assume that the megger testing, as specified, is on equipment only and that Cable testing is not part of this scope?

That is correct only the physical switches and gear needs to be meggered.

Topic: UL Recertification

Question: Will UL Recertification of equipment be a requirement?

Yes, UL is a part of the certification along with PEARL.

Question: If UL Recertification is a requirement can you clarify if the standard is UL 1558 or UL 891?

UL 1558.

Question: What is the size of the existing UPS?

Question: Can the VA provide a riser diagrams defining new and the existing work, incorporate the temporary SWGR, temporary generator, bus duct, and the equipment on the load side?

Drawing is provided. CTR will provide any temporary power being used to perform work. Redlines will be required after project is complete.

Topic: Bench Stock of Breakers

Question: Is the VA indicating that the bench stock breakers are breaker that the VA has in stock at their facility for the contractors use?

Yes, contractors may use the bench stock breakers if needed.

Question #: 8

Question: For lead time sake, can the electrical contractor purchase a comparable reconditioned? breaker

Yes, contractor may purchase their own reconditioned breakers.

Topic: Switch Gear

Question: Is it VA’s intention that the electrical contractor refurbish the entire switch gear in addition to the breaker refurbishment?

Yes, a complete refurbishment is needed.

Topic: Bid Extension

Question: Can we have a bid extension of two weeks beyond the July 13th deadline?

Already approved.

Question: Per SOW, Section 2 (Scope of Work, CLIN 1) Paragraph 1, “The vendor shall conduct a site assessment to clarify the technical requirements, ensure compatibility, and submit a bid.” Is the CTR expected to include site investigation/assessment in their bid proposal? Please clarify what technical requirements the CTR is responsible for assessing?

Yes, site inspection reports and proposed methods of accomplishment are necessary for bid.

Spec: Section 2 (Scope of Work, CLIN 1) Paragraph 3, Topic:

Question: In SOW, Section 2 (Scope of Work, CLIN 1) Paragraph 3, there is electrical verbiage explaining how to isolate the UPS system to allow for the CTR to refurbish breakers. This statement is followed up by stating “The risk for this option is that the datacenter is operating only on UPS power with no utility or generator backup during transition. This MOST LIKELY is a very low risk as the breaker opening and closing is a very short duration.” Is the CTR responsible for carrying electrical engineering/commissioning costs to ensure this procedure is feasible?

No, commissioning is not part of this project. That statement was to provide an option for transferring load off the switchgear.

Spec: Section 7 (Delivery Schedule), Task 1

Topic:

Question: Per SOW, Section 7 (Delivery Schedule), Task 1 states that the CTR is to “Provide detailed schedule of each switch and the racks that are affected by each switch.” Since this is the 1st task on the project, is the CTR to assume responsibility for ALL upfront investigation/testing/tracing of each breaker and its downstream data racks? There is a considerable amount of work involved with this upfront work.

The schedule is to be provided to asses the entire lead time of project on how the downstream equipment not to be interrupted.

14. In order to provide an accurate and competitive quotation, due to the complexity of the work, we will need approximately 10 days from the site visit to prepare the quotation. Can you extend the quotation due date to July 17th?

The quote due date has already been extended.

15. In order to meet the # of days specified to execute the work, we will need to offer a different approach than what is specified. The specification calls for reconditioning of the existing breakers. This will be a very long process with the limited amount of spares available. Can you consider new replacement breakers in lieu of recondition the existing breakers that match up with the Masterpact direct replacement breakers that are already onsite (one installed and 4 or 5 spares)?

Please provide means and methods on how it would benefit the government at no extra cost.

16. Can a complete one-line diagram including power panels be made available to determine shutdown schedule capabilities, breaker frame ratings and CT ratings on each breaker?

Drawings are provided.

17. Can control wiring diagrams be made available for all electrically operated circuit breakers in your system?

Control wire diagrams are not available.
