1. Does refurbishment need to be PEARL certified or done to PEARL standards?
PEARL standards are what the COR is looking for.
2. Are you distinguishing between SDVOB & VBE? If so, should the SDVOB be recognized by cook county?
SDVOB for VA recognition.
3. The new replacement breakers for the DS-632’s have a 3000A frame size. Is this acceptable?
Yes, this is acceptable.
4. Can the DS breakers be highlighted on the one-lines with model numbers listed?
The one-lines issued is all the data that HITC has, the red lines will need to be updated.
5. Which breakers are electrically operated?
Currently none of the breakers the data center switch gear is electrically operated. The UPS and double end switch gear are controlled and manual operated.
6. Can you provide a control schematics for the breakers?
HITC does not have control schematic for control wiring redlines will need to be update with that information.
7. Can another walkthrough be offered so we can record additional information?
No there was only one walkthrough offered.
8. In CLIN 1, 61 breakers are mentioned, on the one-line you've provided, please identify by name which equipment on the one-line houses these breakers?
The 61 breakers include the UPS main switchgear and the UPS utility switch gear. Double end house switch gear and the data center switch gear.
9. In CLIN1: for each type of breaker to be refurbished, are all 61 currently in use, are any spares to be refurbished?
Spares are to be included as part of the frame that is not in use.
10. In CLIN1 deliverables section: is the A,B,C gear mentioned, the UPS output switchgear?
No A,B,C are the three section for the data center.
11. In previous RFI response, is "CTR" referring to: contractor?
Yes, CTR is contractor.
12. Please confirm the breakers being replaced/refurbished, if gear maintenance is required for the following equipment:
UPS maintenance bypass switchgear UPS Output switchgear UPS Input switchgear UPS utility switchgear 1B-2

13. Wherever refurbished switchgear is mentioned: is it correct that this means Preventive maintenance (lube, clean and torque etc.)?
Yes, that is correct.
14. Please identify which equipment should receive preventative maintenance
UPS main switchgear and the UPS utility switch gear. Double end house switch gear and the data center switch gear.
15. Is there any switchgear to be replaced, if so, please identify which?
If the CTR determines that is the best means at a not extra cost to the government, the COR will approve.
16. The bid form mentions Demo, please identify the equipment on the one-line
Demo terminology should be removed unless CTR deems equipment to be replaced.
17. Is there a floorplan that can be provided, which shows the equipment locations within the room/rooms, especially room 166c and surrounding areas?
Yes, one is provided.
18. Are there any bid form items which do not apply to the scope, or pricing is not expected at this time?
CLIN 2 is being removed.
19. In CLIN 2: should we assume "CP1" through "CP31" panels house all the 1360 breakers which will be reconditioned? Or which other equipment houses these breakers besides the CP
CLIN 2 is being removed.
20. In CLIN 2: Is PM work required on CP1-CP31 panel bus etc., or is this breaker refurbish only?
CLIN 2 is being removed.
21. In CLIN 2: It is mentioned that the CP's will be out of service during the work, will these be taken out of service by others?
22. In CLIN 2: Will temp power be required for CP loads, while they are "out of service"? Or does "out of service" mean that all loads within each panel will be de-energized for the duration of the breaker refurbishment
23. In CLIN 2: Does "out of service" mean the entire CP panel will be out of service?
24. In CLIN 2: How many of the 1360 breakers should we assume are currently in use, vs how many are spares?
25. In CLIN 2, Section 2, scope of work: CLIN2 is mentioned to be optional: what is meant by Optional?
26. On the price/cost schedule, do the 0001 items correspond with CLIN1, and 0002 items CLIN2?

28. On the price/cost schedule, should the price of the entire CLIN 2 scope be listed as item #0002?

30. With this being a 24/7 facility, what is the acceptable amount of time for cutovers to and from temporary switchgear?
The shorter the duration the better but during normal working hours for just the 8 hours is acceptable. Work during after hours will be accepted if it is at no cost to the government.
31. Does any portion of the work require overtime, holidays or weekends? (cutovers during a certain time of day for example?)
Work during afterhours will be accepted if it is at no cost to the government.
32. Do any other UPS's exist (In-rack UPS's for example), downstream of the CP panels?
No.
33. Is another walkthrough possible
No there was only one walkthrough offered.
34. Please confirm no work is required in the "Double Ended House Switchgear"
Yes, double ended house gear is included in this SOW.
35. If work on the "Double Ended House Switchgear" is required, is the contractor expected to provide temporary generator, or will the existing on-site generators be used (and what is the make /model /fuel consumption per hour assuming the contractor would be responsible for replacing fuel)?
CTR is to submit the best practice for doing this work and is approved by the COR.
36. CLIN #1 - What is the acceptable downtime a switchgear’s individual breaker can be out of service during the process of removal and reinstallation of switchgear breakers?
The shorter the duration the better but during normal working hours for just the 8 hours is acceptable. Work during afterhours will be accepted if it is at no cost to the government.
37. CLIN #1 – If the minimum downtime for removal and replacement of an individual breaker can’t be met will temporary switchgear or a standby generator of appropriate rating be required?

62. Section 8 on the solicitation states to refurbish / recondition which is what most refer to as ‘re-manufacturing’ (re-plating, re-wiring, etc.) However, PEARL reconditioning is rebuilding, and re-plating only as needed. Please define what standard we are to follow?
Only Replate as needed.
63. For the Price Sheet Schedule, should there be a line item to refurbish the switchgear? If not, which CLIN item should this fall under?
Yes CLIN 1.
64. Should the electrical contractor also provided testing for all transformers and ATS’s?
No this is not in the SOW.
65. CLIN 0002 includes the 1360 (2) and (3) pole breakers that the contractor must reconditions. There is not enough information to provide pricing. Please provide Manufacturer, KAIC rating, size, etc. as required.
66. In regard to ‘reconditioning’ definition, should the contractors leave the static trip III protection in place?
CTR is to submit the best practice for doing this work switch gear needs to bring up to current standard and is approved by the COR.
67. Please confirm if the refurbishment of the switchgear is a requirement? If so, this will require a complete shutdown. Per the scope of work, shutdowns are not accepted for this facility. Therefore, it needs to be confirmed which is accepted.
This will be an individual shut down for each circuit that leads to the data center. The house gear that is not part of the emergency power CTR is to submit the best practice for doing this work and is approved by the COR.
68. For outages, will VA supply all diesel fuel for temporary generators?
No CTR is to provide own fuel.
69. There are conflicts in CLIN 001. Is it possible for the VA to cloud / highlight the breakers that require refurbishment on the riser diagram? This will help be able to distinguish pricing for this line item.
See question 12 above.
70. Should the prime contractor provide an allowance for CLIN0002? The breaker specifications are not defined and therefore cannot be priced. If no allowance is required, can the VA provide specifics or a ‘basis of design’ to price.
