Section 32 33 00, 2.3 Gravesite Layout Markers reference Bronze makers.
Plan Sheet DT501 (79 of 238) Notes forged aluminum monument markers, which are consistent with the monuments at this cemetery.
Which type should be provided?
Forged Aluminum Monument Markers consistent with existing monuments will be used.

Section 11 83 00, 2.1, E.
Regarding the Trimble TSC3. The TSC3s operate on older windows mobile technology. We recommend moving to a more modern system for ease of use and improved syncing and integration with GIS system. Would a Trimble TSC7 be a suitable option in lieu of the TSC3?
Per specification section 11 83 00 2.1E requires a Trimble R2 (RTK) with TerraFlex as the collection software.

Regarding the 24 Month Pre-Paid Data Plan - Is there WiFi Service onsite that can be utilized in lieu of this. Typically Upload and Download of data would be done within the office/building upon days begin or end.
There is no Wi-Fi available, data will be synced all day long to TerraFlex servers using provided cellular data plan.

The Plans indicate the Coordinate system to be in US Feet. Michigan operates in international feet. The original survey performed by us (MEGA) was provided in international feet. This translation difference could result in significant errors across the site. Plans should be corrected to indicate International Feet and confirm that the design was performed in this coordinate system.
International feet are acceptable, provided the projection being used for the GIS dataset is correctly defined. See 11 83 01, GeoData for requirements

Section 11 83 00 1.1.A Currently RTK and GNSS systems are capable of operating at centimeter-level accuracy assuming site conditions allow it. Use of these systems degrade when close to overhead cover, buildings, tree cover and other tall vertical surfaces. Is this understood and accepted by the government?

Section 11 83 00 1.1.A.2 Need an estimate of number of internments per day that are estimated for site.
Based on the 2017 and 2018 total interment count, the interment rate is roughly 16 interments/day requiring the contractor to provide 4 rover units.

Section 11 83 00 1.1.A.3 Number of RAF (repeater stations) is to be determined by a radio survey. Not possible to know how many are needed prior to submitting bid. Will change orders be allowed for this if needed?
Offerors will base their proposal on utilizing no repeater stations. Should additional stations be required as a result of the radio study a contract modification will be issued.

Section 01 91 00, 1.7, B “Equipment: GIS - Software user interface” There does not appear to be a section describing the Software requirements. Will the contractor be responsible for providing the software and licensing? Or does the VA have existing software and computers in place already?
The only software subscription is Trimble TerraFlex running on the data collectors. The software subscription is to be provided as stated in the spec. This subscription will be added to NCA’s existing TerraFlex account. Be mindful, the subscription activates/starts when cut; so don’t order this prior to turnover. We can work with the GPS subcontractor to ensure the equipment is working before providing a temp license for testing. No computer terminal is required.

Section 11 83 00, 6, B Is the cemetery/government already licensed by the FCC to use the 406-420 MHz range on a 24/7 basis?
Yes the Cemetery is licensed by FCC but will require a designated frequency by the VA Spectrum Office.

Section 11 83 00, 6, B Will the contractor be able to install 3 radios on the GPS base station, for the duration of the construction?
One at 406-420 MHZ for cemetery internal use.
One at 430-470 MHZ for surveyor onsite to use for layout.
One at 900 MHZ for contractors to use for machine control.
Having a single base for all users provide many benefits.
The required base station for use by the cemetery must operate in the government range. If the contractor is able to use the base station additionally for construction by broadcasting other frequencies, and there is no interference with multiple frequencies broadcasting in close proximity, then that should not be problem. Keep in mind the location of where the base station is, how/where the additional radio antennas are going to be mounted, and VA is not responsible for maintaining the radio transmitters. Locations must be approved by CFM and the cemetery.

Section 11 83 00, 2.1, E., 9.
Regarding the 24 Month Pre-Paid Data Plan. Will it be acceptable to the government to have these SIM Cards tied to the consultants account?
Verizon and AT&T must register the SIM Cards to an account to pre-pay for 2 years.
That is fine, at the end of two years NCA will provide replacement sim cards.

Section 11 83 00, 6, C Regarding Antenna Mount and Support Hardware. Plans Sheet CS108 indicates the location on the maintenance building for a building mount method. Is there a location approved and suggested if the building mount not be available? The spec indicate that it is shown in the plans but a location (off building) was not found.
The mounting location, antenna mount and support hardware shop drawings and cut sheets will be submitted to the SRE for review as part of the project submittal process.

Section 11 83 00, 6, C Regarding Antenna Mount and Support Hardware. Please confirm that the maintenance building is an approved building to mount the GPS.
The maintenance building is the designated location for the Antenna.

Section 11 83 00 If repeater radios are needed for signal coverage of the site, does the government recommend other buildings onsite where radios and antennas may be mounted? Power supply would need to be available for these systems.

Concrete spec’d for cast in place monuments is 3500 PSI. Please provide a 3500 PSI Cement/Water factor.
If proration on the provided table can be assumed please indicate so.

1. If trial mixes are used, the proposed mix design must achieve a compressive strength 1200 psi in excess of f'c. For concrete strengths above 5000 psi, the proposed mix design must achieve a compressive strength 1400 psi in excess of f’c.
2. For concrete exposed to de-icing salts, maximum water: cement ratio 0.40.
3. For concrete exposed to high sulfate content soils maximum water cement ratio is 0.44.
