Statement of Work (SOW)
1.0 Goal
The Louisville Regional Office goal is to create a modern training room using the latest technology which can support seamless communication with regional office employees in office, teleworking, and at out-based locations. Using the latest technology, this will also allow the Louisville Regional Office to integrate higher headquarters such as District Office, Office of Field Operations, and other Central Office staff offices to support onsite field visits and remote meetings; and, in addition, local town halls, award ceremonies and training.
2.0 Background
The Louisville Regional Office audio/visual system is outdated and no longer meets the needs of the fast expanding telework environment. Audio-visual enhancements are required in our four-room training center and three conference rooms.
3.0 Scope
a. Each of the four divided training rooms 437, 438, 439 and 440 will be able to stand alone or be grouped together with one or more other rooms. The three conference rooms 457, 424 and 340 will not be connected to the training room audio/visual system and, in addition, will not be connected to each other. They will be stand-alone systems.
b. Training rooms and conference rooms dimensions are as follows:
-Room 437: length 33 feet 7 ½ inches; and width 30 feet -Room 438: length 23 feet and 7 inches; and width 30 feet -Room 439: length 24 feet and 1 1/8 inches; and width 30 feet -Room 440: length 23 feet and 7 7/8 inches; and width 30 feet -Room 457: length 29 feet and 5 ¼ inches; and width 12 feet and 11 ¼ inches -Room 424: length 21 feet and 9 5/8 inches; and width 19 feet and 3 5/8 inches -Room 340: length 26 feet and 9 inches; and width 16 feet and 8 inches

d. Training Room 437 This training room requires the following features:
1) Microphone, ceiling panel (Doesn’t Exist): The audio signal from this microphone needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input to the Room Presenter’s computer.
2) Camera (North Wall) (Doesn’t Exist): The video signal from this camera needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input (USB) to the Room Presenter’s computer.
3) Camera (South Wall) (Doesn’t Exist): The video signal from this camera needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input (USB) to the Room Presenter’s computer.
4) 85” Television (Doesn’t Exist): This TV will be mounted on the North Wall. The TV’s will be used to display audio/video (A/V) signals from the A/V System. Examples: Computer Displays, DVD players, Blu-ray players, cable box signals, etc.
5) Projector, ceiling mounted (Doesn’t Exist): The requirement is for a new ceiling mounted projector to display a video signal from the A/V System. Projector should have a remote control.
6) Projector Screen, motorized, recessed in ceiling (Replacement): The requirement is to replace the current Projector Screen on the north wall with a new Projector Screen located in front of the room that is recessed into the ceiling and motorized.
7) Room Speakers (Integration Only): The existing speakers of this room needs to be integrated into the new A/V system.
8) Wall Mounted Panel (Doesn’t Exist): This requirement is for a panel near the Room Presenter’s computer to allow both inputs and outputs from the computer. At a minimum this panel should include an HDMI connection, a VGA connection, and a 3.5mm audio connection to allow for various “Output” signals from the computer. The panel should also include any appropriate connections to allow for “Input” signals to the computer such as microphone signals (3.5mm) and camera signals (USB or HDMI).
9) Touchscreen Control Points (Replacement): The current touchscreen control points, located in the doorway wall (south wall), need to be swapped out in the same locations with brand new touchscreens such as Control4 or equal touchscreens.
e. Training Room 438 This training room requires the following features:
1) Microphone, ceiling panel (Doesn’t Exist): The audio signal from this microphone needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input to the Room Presenter’s computer.
2) 85” Television (Doesn’t Exist): This TV will be mounted on the North Wall. The TV’s will be used to display audio/video (A/V) signals from the A/V System. Examples: Computer Displays, DVD players, Blu-ray players, cable box signals, etc.
3) Room Speakers (Integration Only): The existing speakers of this room needs to be integrated into the new A/V system.
4) Wall Mounted Panel (Doesn’t Exist): This requirement is for a panel near the Room Presenter’s computer to allow both inputs and outputs from the computer. At a minimum this panel should include an HDMI connection, a VGA connection, and a 3.5mm audio connection to allow for various “Output” signals from the computer. The panel should also include any appropriate connections to allow for “Input” signals to the computer such as microphone signals and camera signals (USB or HDMI).
5) A/V Equipment Rack (Integration Only): An equipment rack currently exists in Room 438 which will house all components to the Training Rooms A/V System. The A/V system will require up to four (4) more pieces of equipment all with HDMI outputs (i.e. DVD Players, Blu-Ray Players, Cable Boxes, etc.) to be connected. These HDMI signals need to be accessible to all four training rooms to be played on the room’s TV, projector/room speakers, etc.
6) Touchscreen Control Points (Replacement): The current touchscreen control points, located in the doorway wall (south wall), need to be swapped out in the same locations with brand new touchscreens such as Control4 or equal touchscreens.
f. Training Room 439 This training room requires the following features:
1) Microphone, ceiling panel (Doesn’t Exist): The audio signal from this microphone needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input to the Room Presenter’s computer
2) 85” Television (Doesn’t Exist): This TV will be mounted on the North Wall. The TV’s will be used to display audio/video (A/V) signals from the A/V System. Examples: Computer Displays, DVD players, Blu-ray players, cable box signals, etc.

3) Room Speakers (Integration Only): The existing speakers of this room needs to be integrated into the new A/V system.

h. Wireless Microphones (Qty: 2; Doesn’t Exist): There is the requirement for two (2) wireless lapel microphones and two (2) wireless handheld microphones that can be used in any of the four training rooms or any combination of these rooms (i.e. removal of room dividers) by connecting to the AV system. The AV system will be able to turn on and off any combination of the 2 lapel and 2 handheld microphones within the four training rooms. The audio signals from these microphones will be connected to the AV system which will give the ability to be heard over room speakers in any combination of all four training rooms.
i. Conference Room 457 This conference room requires the following features:
1) Microphone, ceiling panel (Doesn’t Exist): The audio signal from this microphone needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input to the Room Presenter’s computer.
2) Camera (Doesn’t Exist): The video signal from this camera needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input (USB) to the Room Presenter’s computer. The camera needs to be wall-mounted on the front wall.
3) 85” Television (Doesn’t Exist): This TV will be mounted on the front wall. The TV’s will be used to display audio/video (A/V) signals from the presenter’s computer and the room’s VTC System. This Television needs to be able to be connected via HDMI to both wall panels noted for Room 457 [SOW Paragraphs 3.0(i)(5) and 3.0(i)(7)].
4) Room Speakers (Integration Only): The existing speakers of this room needs to be integrated into the new A/V system.
5) Wall Mounted Panel (Doesn’t Exist): This requirement is for a panel near the Room Presenter’s computer to allow both inputs and outputs from the computer. At a minimum this panel should include an HDMI connection, a VGA connection, and a 3.5mm audio connection to allow for various “Output” signals from the computer. The panel should also include any appropriate connections to allow for “Input” signals to the computer such as microphone signals and camera signals (USB or HDMI).
6) Touchscreen Control Points (Replacement): The current touchscreen control points need to be swapped out in the same locations with brand new touchscreens such as Control4 or equal touchscreens.
7) Wall Mounted Panel #2 (Doesn’t Exist): A second Wall Mounted Panel with an HDMI Input is required to connect an HDMI input to the room’s television [SOW Paragraph 3.0(i)(3)]. This wall mounted panel will be on the same wall as the television in order to connect an HDMI output from an existing Cisco C20 VTC system to the new wall mounted television. No other connections to this existing VTC system and any other new A/V equipment will be done.
j. Conference Room 424 This conference room requires the following features:
1) Microphone, ceiling panel (Doesn’t Exist): The audio signal from this microphone needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input to the Room Presenter’s computer.
2) Camera (Doesn’t Exist): The video signal from this camera needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input (USB) to the Room Presenter’s computer. The camera needs to be wall-mounted on the front wall.
3) 85” Television (Doesn’t Exist): This TV will be mounted on the front wall. The TV’s will be used to display audio/video (A/V) signals from the presenter’s computer.
4) Room Speakers (Integration Only): The existing speakers of this room needs to be integrated into the new A/V system.

k. Conference Room 340 This conference room requires the following features:
1) Microphone, ceiling panel (Doesn’t Exist): The audio signal from this microphone needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input to the Room Presenter’s computer.
2) Camera (Doesn’t Exist): The video signal from this camera needs to be accessible via some sort of wall plate near the Room Presenter’s computer so it can be used as an input (USB) to the Room Presenter’s computer. The camera needs to be wall-mounted on the front wall.
3) 85” Television (Doesn’t Exist): This TV will be mounted on the front wall. The TV’s will be used to display audio/video (A/V) signals from the presenter’s computer.
4) Room Speakers (Integration Only): The existing speakers of this room needs to be integrated into the new A/V system.
5) Wall Mounted Panel (Doesn’t Exist): This requirement is for a panel near the Room Presenter’s computer to allow both inputs and outputs from the computer. l. The product technology used is new. The audio/visual system is a way to turn an HDMI source into a network-based source that can be accessed at any display. It's called MOIP or Media Over Internet Protocol. The network is a stand-alone network that does not connect to any outside connections (i.e. internet). The network is needed only for the four training rooms as the other rooms are stand-alone systems. It's completely expandable to any number of rooms across the network, as things might need to be changed in the future. The system should allow the ability to add more sources or more rooms in the future in case the need arises.
m. The existing 70V speakers and multizone Crown 70V power amps can continue to be used. The Atlona matrix switchers will need to be replaced with a Triad by Control4 TS-AMS8, 8-Source, 8-Zone audio matrix switch and a Binary B-900-MOIP-4K-CTRL Controller, or Brand Name or Equal Issue. These two devices will need to be installed to be able to send any audio/video input from any training room or rack mounted to output to any training room audio/video device. These devices will be installed in the audio/video rack in training room 438.
n. This proposal assumes that the audio amplifiers and speakers in the main training rooms are all functional and working properly and that the speakers in the three other conference rooms are also working properly.
o. The Department of Veteran’s Affairs will own any and all programming code used in this effort and a copy of the programming code will be made available.
4.0 Hardware (Brand name Or Equal)
It is the responsibility of the Contractor to propose all required hardware to meet this requirement. Though no particular brand or part number is required, the following equipment should be considered as the standard in both quality and functionality for the equipment required of that type:
a. Projector: Epson Powellite L610U Laser projector w/ 6000 lumens
b. Projector Screen: SI Screens 3TMFL110SG 110" motorized flush mount tab tensioned Solar Gray high contrast screen w/IR receiver and remote fully Control4 compatible.
c. Televisions: Sony XBR85X850F 85" 4K Ultra HDR Smart LED TV w/ IP control
d. Television Mounts: Strong SMFL Strong Large Fixed TV Mount
e. Touchscreen Controller: Control4 C4WALL101BL 10" T3 In Wall Touch Screen Black (also available in White). Control4 ZWA1001770BL Black retrofit in wall mount kit for flush mounting 10" V3 touchscreen keypads

5.0 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (CO) immediately.
6.0 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
7.0 Contract Administration and Management
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
8.0 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (CO) or Contracting Officer Representative (COR).
9.0 Location and Hours of Work
Accomplishment of the results contained in this SOW requires work at the Louisville Regional Office, 321 west Main Street, Louisville KY 40202. Normal workdays will be Monday through Friday except US Federal Holidays from 7:30 am until 6:00 pm. Work cannot be started before 6:00 am and areas of work will be cleaned and secured prior to the start of the following workday. The contractor may work on Saturday and/or Sunday's with prior coordination with the Contracting Officer Representative (COR). Primary COR is Richard Frymire, Chief, Support Services Division, 502-566-4344; and alternate COR is Michael Glock, Support Services Supervisor, 502-566-4433.
10.0 Travel / Temporary Duty (TDY)
Travel will not be paid by the government.
11.0 Mishaps
Mishap Notification and Investigation: The contractor and its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor shall notify (via telephone) the cognizant contracting officer, the contracting officers’ representative, and/or other applicable members within four (4) hours of all mishaps or incidents. The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command Post. If requested by the cognizant contracting officer, the contracting officer’s representative, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the Government personnel until the investigation is completed.
12.0 Government Furnished Equipment/Materials (GFE/GFM)
The government shall provide at no cost use of restrooms, use of elevators, and access to Louisville Regional Office loading docks as necessary. The audio-visual rack in room 438 as well as the in-wall network cabling will be used.
