1.3 FURNITURE PROCUREMENT AND INSTALLATION SCHEDULE
The schedule takes into consideration the size of the project, all furniture, and the installation phases required for move-in. Proposed variations to this schedule shall be submitted in writing and will be approved in writing by the COTR (Contract Officer
Technical Representative) or COR (Contract Officer Representative).

1.4 GOALS AND OBJECTIVES
The U.S. Department of Veterans Affairs intends to award a Firm Fixed-Priced Contract for the required furniture for the project.
This Request for Proposal (RFP) solicits offers from Bidders to provide private office furniture, systems furniture, and auxiliary furniture as per attached private office and typical workstations and plans for the above-mentioned project for Veterans Benefits
Administration (VBA) facilities.
1.5 DESIGN CONCEPT, PHILOSOPHY AND DESIGN CRITERIA
The goal of VBA is to minimize the inventory of furniture components in the typicals, and requires a furniture product that is flexible, capable of being easily disassembled and reassembled and reuse existing components as much as possible. When actual offices/workstations, seating and furniture are fully coordinated with the design layout, they may vary in size, quantity, configuration and or components.
After award, the successful Contractor will convert the generic project typicals into product specific office/workstation typicals and clusters. The furniture Contractor shall assist VBA to resolve necessary modifications to the typical offices/workstations to ensure correct placement and product applications of the schematic design plans. The Contractor shall generate installation drawings after schematic design drawings are complete and approved by VBA.
The VBA seeks to utilize GREENGUARD/LEED certified furniture and fabrics whenever possible.
1.6 EVALUATION CRITERIA
Evaluation criteria will be based on overall best value to the VBA. Evaluation criteria will be price, contractor’s and products’ past performance, longevity, GREENGUARD certification, and future availability. This RFP is renovation in existing building. Therefore, installing the same system furniture model as existing system furniture for future exchangeability and reconfigure is considered.
1.7 CODE COMPLIANCE
All products and work must meet all federal, state, local and ADA regulations and codes applicable to the project. It will be the responsibility of the Contractor to ensure applicable regulations and codes are followed.

INSTRUCTIONS TO BIDDERS

SECTION 2: INSTRUCTIONS TO BIDDERS
2.1 WORD DEFINITIONS
A. General: All definitions set forth in the General Conditions or in other Contract
Documents are applicable to the Bidding Documents.
B. Documents
1. The Bid Documents include the Invitation to Bid, Instructions to Bidders, the Bid
Form, and the proposed Contract Documents, including any Addenda issued prior to receipt of Bids.
2. The Contract Documents proposed for the Work consist of the VBA-Contractor
Agreement, the Conditions of the Contract (General and Supplementary Conditions), the Drawings, the Specifications and all Addenda issued prior to and all Modifications issued after execution of the Contract.
C. Addenda: Written or graphic instruments issued by the Architect prior to the execution of the Contract which modify or interpret the Bidding Documents by addition, deletions, clarifications or corrections.
D. A Bid: A complete and properly signed proposal to do the Work or designated portion thereof for the sums stipulated therein, submitted in accordance with the Bidding
Documents.
E. The Base Bid: The sum stated in the Form of Bid for which the Bidder offers to perform the Work described in the Bidding Documents as the base, to which work may be added or from which work may be deleted for sums stated in the Alternates.
F. An Alternate: An amount stated in the Bid to be added to or deducted from the amount of the Base Bid if the corresponding change in the Work, as described in the
Bidding Documents, is accepted.
G. Price: An amount stated in the Bid as a price per unit of measurement for materials or services as described in the Bidding Documents or in the proposed Contract
Documents. On the Bid Sheets the cost is as follows:
1. List Price: The cost per unit reflected in the manufacturer’s complete, published price list catalog. The bidder shall provide the date and number of the price list that his Bid is based upon and enclose a copy. In the event an item does not have a published List Price, it will be the price filled in on the Bid Sheets by the
Bidder.
2. Percent Discount: The “Percent Discount” is the amount to be deducted from the
List Price to arrive at a cost to VBA that has all the items delivered and installed complete in their final location; and includes but is not limited to the following:
Freight, packing storage, delivery, installation, trash removal, insurance, profit and overhead. The Bidder shall figure his” Percentage Discount” separately for each Part of the Work and fill in the space provided on the Bid Sheets.

3. Costs of delivery and installation are to be based on straight time labor rates by the appropriate union. All installation work is to be done during normal working hours. If the contractor performs overtime installation at his own request, the
Contractor shall bear all the associated costs, including, but not limited to, temporary lights, power, HVAC, elevator operators and security personnel.
H. A Bidder: A person or entity who submits a Bid.
I. Appendices: The Bidder shall furnish with his Bid all the information required by the following Appendices, filling in all the columns or paragraphs according to their headings. Bidder to provide required information as indicated.
1. Premium Time Labor: The bidder shall submit, on the form prescribed in
Appendix A, straight time and overtime labor rates for each trade anticipated to be used on this project.
2. Project Team: The bidder shall submit, on the form prescribed in Appendix B, his proposed installer, with the name of the installers Foreman, Trucker, Warehouse, and all other intended subcontractors (if any). VBA reserves the right to reject any and all of the proposed contractors. The Bidder shall also include his In-House Team, listing key staffing members and their responsibilities for the Project.
3. Project Schedule: The Bidder shall submit, on the form prescribed in Appendix
C, his proposed schedule stating the date needed for Procurement Documents to be issued in order to maintain the schedule. VBA retains the right to revise the schedule. The Bidder will also state the amount of time in weeks that VBA will have to make changes. The Bidder shall also provide the estimated number of elevators required to deliver product.
4. Furniture Storage: The Bidder shall submit, on the form prescribed in Appendix
D, his proposed program for storing furniture in the Bidder’s warehouse until the building is ready to receive it. The Bidder shall state how many months of free storage he will provide, and any costs associated with furniture storage after the gratis period has expired.
2.2 BIDDER'S REPRESENTATIONS
A. Each Bidder by making his Bid represents that:
1. He has read and understands the Bidding Documents and his Bid is made in accordance therewith.
2. He has familiarized himself with the local conditions under which the Work is to be performed and has correlated his observations with the requirements of the proposed Contract Documents. The Successful Bidder will be notified of any change in this estimated construction schedule when the site inspection is completed.

3. His Bid is based upon the materials, systems and equipment required by the
Bidding Documents without exception.
4. He understands that all furniture, finishes and fabrics specified shall meet the local Florida fire code requirements.
2.3 INTENT OF BID
A. It is the intent of this Bid to establish firm “List” pricing for all items that may be required for this Project and to obtain Percent Discounts from that List Price as described in Paragraph 2.1. G. Such pricing shall remain in effect for the duration of the project from final acceptance, plus one year; with the exception of labor rates, which will only increase if union labor contracts are revised.
B. It is the intent of VBA to purchase all items listed in this Bid. However, VBA has the right to award the Contract in whole or in parts and may purchase separate Parts of the Work from separate Bidders.
C. It is the intent of VBA to purchase the items listed in this Bid. However, bidders to provide unit pricing.
2.4 BIDDING DOCUMENTS
A. Full set of construction document
1. Bidders may obtain complete sets of the Bidding Documents as designated in the
Invitation to Bid. Bidders shall use complete sets of Bidding Documents in preparing
Bids; neither VBA nor the Architect assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents.
2. VBA or the Architect, in making copies of the Bidding Documents available on the above terms, does so only for the purpose of obtaining Bids on the Work and does not confer a license or grant for any other use.
B. Interpretation or Correction of Bidding Documents
1. Bidders shall promptly notify the Architect of any ambiguity, inconsistency or error, which they may discover upon examination of the Bidding Documents or of the site and local conditions.
2. Bidders requiring clarification or interpretation of the Bidding Documents shall make a written request which shall reach the VA Contracting Officer at least ten days prior to the date of Bids due. Requests for clarification or interpretation of the
Bidding Documents shall be directed to:

3. Any interpretation, correction or change of the Bidding Documents will be made by
Addendum. Interpretations, corrections or changes of the Bidding Documents made in any other manner will not be binding and Bidders shall not rely upon such interpretations, corrections and changes.
C. Substitutions: Bids shall be based on the specified products only. There will be no pre-approval or substitutions until the Bid have been awarded. All substitutes must meet minimum technical requirements in the specifications and will be subject to approval by technical evaluators.
D. Addenda
1. Addenda will be mailed or delivered to all who are known by the Contracting
Officer to have received a complete set of Bidding Documents.
2. No Addenda will be issued later than two days prior to the date for receipt of
Bids except an Addendum withdrawing the request for Bids or one, which includes postponement of the date for receipt of Bids.
3. Each Bidder shall ascertain prior to submitting his Bid that he has received all
Addenda issued, and he shall acknowledge their receipt in his Bid.
2.5 BIDDING PROCEDURE
A. Form and Style of Bids
1. Bids shall be submitted on forms identical to the form included with the Bidding
Documents
2. All blanks on the bid form shall be filled in by typewriter or manually in ink.
3. Where so indicated by the makeup of the bid form, sums shall be expressed in both words and figures, and in case of discrepancy between the two, the amount written in words shall govern.
4. Any inter-lineation, alteration or erasure must be initialed by the signer of the
Bid.
5. The Bidder shall make no stipulations on the bid form nor qualify his Bid in any manner.
6. Each copy of the Bid shall include the legal name of the Bidder and shall be signed by the person or persons legally authorized to bind the Bidder to a contract.
7. The Bidder shall provide in the space provided on the List of Components and
Model Numbers, the model number for each item listed by Item Code. If more than one model number is required to make an Item, provide all numbers. If
Veterans Administration Regional Office 9 variations to an Item Code are required, the List of Components and Model
Numbers may be modified accordingly by Bidder.
B. Specific Instructions
1. The bid is based upon the item specifications enclosed. It is the responsibility of the Contractor to recheck such items and notify the Architect of any discrepancies found so that he may clarify or change the items to the following extent.
a. Discrepancies between:
1) the Catalog Number, part number
2) the Written Description, and
3) the Line Drawing
2. Period of Validity of Bids:
Bids shall remain open for acceptance and be irrevocable from the hour designated for opening the Bids until the date of award or until ninety (90) days after opening of the Bids or until such an extended expiry date as VBA and the
Bidder may have agreed to by negotiation. Upon the expiry of the ninety (90) days or such later expiry date to which VBA and the Bidder have agreed, the
Bidder may withdraw his Bid by written request to VBA, in which case his Bid shall become null and void. If he does not withdraw his Bid, he shall be deemed to have accepted to remain bound by his Bid until VBA receives notification from him that he wishes to revoke his Bid.
C. Submission of Bids
1. All copies of the Bid, the bid security and any other documents required to be submitted within (30) Thirty days from receipt of bid package via electronic(email) submission to the COTR. The email shall be identified with
Project name, the Bidder's name and address and the Work for which the Bid is submitted. If the Bid is sent by mail the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENCLOSED" on the face thereof.
2. Bids shall be received at the designated time and date with receipt request per
Invitation to Bid, or any extension thereof made by Addendum. Bids received after the time and date for receipt of Bids will not be accepted.
3. The Bidder shall assume full responsibility for timely delivery and accuracy of the bid delivery.
4. Oral or telephonic Bids are invalid and will not receive consideration.
E. Modification or Withdrawal of Bids

1. A Bid may not be modified, withdrawn or canceled by the Bidder during the stipulated time period following the time and date designated for the receipt of
Bids and each Bidder so agrees in submitting his Bid.
2. Prior to the time and date designated for receipt of Bids, any Bid submitted may be modified or withdrawn by notice to the party receiving Bids at the place designated for receipt of Bids. Such notice shall be in writing over the signature of the Bidder or by telegram; if by telegram, written confirmation over the signature of the Bidder shall be mailed and postmarked on or before the date and time set for receipt of Bids, and it shall be so worded as not to reveal the amount of the original Bid.
3. Withdrawn Bids may be resubmitted up to the time designated for the receipt of Bids provided that they are then fully in conformance with these Instructions to Bidders.
4. Bid security shall be in an amount sufficient for the Bid as modified or resubmitted.
2.6 CONSIDERATION OF BIDS
A. Opening of Bids: Unless stated otherwise in the Invitation to Bid, the properly identified Bids received on time will be opened privately. An abstract of the Base Bids and Alternate Bids may, at the discretion of VBA, be made available to the Bidders within a reasonable time.
B. Rejection of Bids: VBA shall have the right to reject any or all Bids and to reject a Bid not accompanied by the required Bid security or by other data required by the Bidding
Documents, or to reject a Bid which is in any way incomplete or irregular.
2.7 SCHEDULE
A. The Schedule of the Project requires that the Work of this Contract be complete by the dates enumerated in the invitation to bid. The Contractor, in submitting his Bid, agrees to meet that schedule. Note that the Schedule included in the Bidding Documents is preliminary and will be confirmed at the time the Contract is awarded.
2.8 CONTRACT
A. The VBA-Contractor Agreement will be written on the form prescribed by the VBA and attached appendices.
2.9 OWNER-CONTRACTOR AGREEMENT

OWNER-CONTRACTOR AGREEMENT
In compliance with the Invitation to Bid and Instructions to Bidders, the undersigned proposed to furnish all products, materials, labor, equipment and services necessary to perform the Furniture
Work for the Veterans Benefits Administration, located at the following: VA Regional Office, 9500
Bay Pines Blvd, St. Petersburg, FL 33708; as called for in the attached Contract Documents dated
January 11, 2019, prepared by FFE/Leo A Daly, Architects, and all Appendices and Addenda thereto, as follows.
BASE BID: All work as required by the Contract Documents, for the total sum of
BID BREAKDOWN The Bid Forms, attached hereto, shall be submitted with this Owner-
Contractor Agreement. The Bidder shall fill in all spaces in the said Bid
Forms. A copy of the Bid Forms will be included in the Owner-Contractor
Agreement.
APPENDICES The undersigned agrees that the prices, places, personnel and other data required by the following Appendices, a copy of each attached hereto, shall remain in effect for the period of validity of the Bid. A copy of each of the completed Appendices will be included in the Owner-Contractor Agreement when applicable.
Appendix A (Labor Rates) shall be completed and submitted as part of the Bid
Form, listing premium and straight time hourly rates.
Appendix B (Bidder’s Project Team) shall be completed and submitted as part of the Bid Form, listing proposed Installer, Trucker, Warehouse, and all other
Subcontractors and Bidder’s In-House Team.
Appendix C (Project Schedule) shall be completed and submitted as part of the
Form of Bid giving a complete description of the Bidders Installation Phasing
Plan and dates of Phase completion.
Appendix D (Storage Plan and Cost) shall be completed and submitted as part of Bid Form giving a complete description of the Bidder’s Storage Plan (if required) including length of period of free storage and any associated costs thereon.

Appendix E (Delivery and Installation and Evaluation) shall be completed and submitted as part of Bid Form, giving a complete description of the Bidder’s responsibilities and any other conditions which may affect delivery and installation.
Appendix F (Warranty) shall be completed and submitted as part of Bid Form giving a Bidder’s warranty proposal.
Appendix G (Addendum Receipt) shall be completed and submitted as a part of bid form listing all received Addendum.
Appendix H (Bid Form) shall be completed and submitted as a part of bid form listing furniture cost and all other cost.

DEFINATION

SECTION 3: DEFINATION
3.1 DEFINITION- ARCHITECT
A. The Architect is FFE/Leo A Daly Architects, identified as such in Owner-Contractor
Agreement, and is referred to throughout the Contract Documents as if singular in number and masculine in gender. The term "Architect" means the Architect or his authorized representative. The Architect will be VBA's representative during the Work and until final payment, with authority to act on behalf of VBA to the extent provided in the Contract Documents, unless otherwise modified by written instrument, which will be shown to the Contractor. The Architect will advise and consult with VBA.
Nothing contained in the Contract Documents shall create any contractual relationship between the Architect and the Contractor.
B. The Architect shall at all times have access to the Work wherever it is in preparation and progress. The Contractor shall provide facilities for such access so the Architect may perform his functions under the Contract Documents.
C. The Architect will make periodic visits to the site, if required by VBA scope of work, when work is being performed and observe the general quality and progress for general conformance with the Contract Documents. Although, in the performance of his services, the Architect will endeavor to use reasonable care in applying his professional skills, he will not guarantee or be responsible for the performance of the
Contract, Work or products, or any effect resulting there from, of any contractor, subcontractor, manufacturer, supplier or fabricator or any consultant retained by VBA.
Nothing in the Contract Documents shall be construed as giving the Architect the responsibility for or the authority to direct or supervise means, methods, techniques, sequences and procedures of construction, fabrication, procurement, shipment, delivery or installation, or for safety precautions and programs in connection with the
Work, for the acts or omissions of the Contractor, Subcontractors, suppliers, or any other persons performing any of the Work or for the failure of them to carry out the
Work in accordance with the Contract Documents.
D. In interpreting the Contract Documents and deciding such other matters relating to the
Work as are left by them to his decision expressly in such capacity, the Architect shall be acting not as VBA's representative but in a separate capacity as independent expert, siding with neither VBA nor the Contractor. No action by the Architect, including review of work or submittals by the Contractor (other than review pursuant to the
Contract Documents of finish, color and other aesthetic matters), shall be construed as a decision in his capacity as independent expert unless it is in writing which expressly so states and is signed by the Architect's designated representative. In any event, no determination by Architect shall excuse contractor from compliance with the requirements of the Contract Documents.

E. Claims, disputes and other matters in question between the Contractor and VBA relating to the interpretation of the Contract Documents shall be referred initially to the VA Contracting Officer who will review and recommend to VBA to register decision, which he will render in writing within a reasonable time.
F. All interpretations of the VA Contracting Officer shall be consistent with the intent of the Contract Documents.
G. Whenever, in his reasonable opinion, the VA Contracting Officer considers it necessary or advisable for the proper implementation of the intent of the Contract Documents, he will advise VBA to require special inspection or testing of the Work whether such
Work be fabricated, installed or completed. However, neither the VA Contracting
Officer’s advice to VBA to act, or any decision made by him in good faith either to so advise or not to so advise VBA, shall give rise to any duty or responsibility of the VA
Contracting Officer to the Contractor, any Subcontractor, any of their agents or employees, or any other person performing any of the Work.
H. In reviewing the quality and progress of the Work and submittals received from the
Contractor, the Architect is acting solely for the convenience of VBA in following the
Work. The Architect has no responsibility to assist the Contractor in the supervision or performance of the Work. No action by the Architect shall in any way relieve the
Contractor from his exclusive responsibility for the performance of the Work in accordance with the Contract Documents or give rise to any negligence or other action against VBA or the Architect or anyone acting for or in behalf of either of them.
I. The Architect will not be responsible for the acts or omissions of the Contractor, any
Subcontractors, or any of their agents or employees, or any other persons performing any of the Work.
J. Unless otherwise provided, the Architect's duties shall not extend to the receipt, inspection and acceptance on behalf of VBA of furniture, furnishings and equipment at the time of delivery to the premises and installation.
3.2. DEFINITION- OWNER
A. The owner is the Veterans Benefits Administration (VBA), identified as such in the
Statement of Understanding and is referred to throughout the Contract Documents.
The Term "Owner" means the VBA or his authorized representative. The VBA shall issue all instructions directly to the Contractor via the Contracting Officer or assigned
Contracting Officer Technical Representative.
B. The VBA reserves the right to occupy portions of the Work prior to Substantial
Completion of the Project. Such occupancy shall not constitute acceptance of the
Work in whole or in part or otherwise affect the rights or responsibilities of the parties.
C. The VBA has the right to let other contracts in connection with the Work and the
Contractor shall properly cooperate with any such other contractors.

D. The VBA shall at all times have access to the Work wherever it is in preparation or progress. The Contractor shall provide facilities for such access so that the VBA may perform his functions under the Contract Documents.
E. The VBA reserves the right to reject any and all of the subcontractors.
F. The dates of substantial completion and final completion will be based on the
Architect’s and/or VBA’s representative’s observations at the site and the Contractor’s representations that the Work has been completed in accordance with the Contract
Documents, so the VBA may occupy the Work or designated portion thereof for the use for which it is intended.
G. Unless otherwise provided in the Contract Documents, the VBA shall provide access to the premises to the Contractor at reasonable times as the Project will require, suitable space for the receipt, inspection and storage of materials, furniture, furnishings and equipment and temporary utilities and facilities on the premises and vertical transportation necessary for the progress and execution of the Work.
H. The VBA reserves the right to delay the ordering and/or the delivery of any part or whole of the Furniture order by up to 12 weeks without incurring any cost penalty.
3.3. DEFINITION- CONTRACTOR
A. The Contractor is the person or identify identified as such in Owner-Contractor
Agreement and is referred to throughout the Contract Documents as if singular in number and masculine in gender. The term "Contractor" means the Contractor or his authorized representative. The Contractor shall supervise and direct the Work, using his best skill and attention. The Contractor shall be solely responsible for all means, methods, techniques, sequences and procedures and for coordinating all portions of the Work under the Contract.
B. The Contractor warrants to VBA and the Architect that all materials and equipment incorporated in the Work will be new unless otherwise specified, and that all Work will be of good quality, free from faults and defects and in conformance with the Contract
Documents. All Work not so conforming to these standards may be considered defective.
C. The Contractor shall pay all sales, consumer, use and other similar taxes required by law and shall secure all permits, fees and licenses necessary for the execution of the
Work. The Contractor shall pay all royalties and license fees. The Contractor shall defend all suits or claims for infringement of any patent rights and shall save VBA and
Architect harmless from loss on account thereof.
D. In addition to the Contractor's representations under paragraph 3.1 D, he shall, prior to shipment, delivery and installation, visit and inspect the Project premises in order to confirm the conditions under which the Work is to be performed, verify the stage of completion of the premises and the Project, determine the availability of facilities for
Veterans Administration Regional Office 16 access, delivery, transportation and storage, determine the physical restrictions imposed by VBA, separate contractors and building trades, and correlate these observations with the requirements of the Contract Documents. The Contractor shall promptly report to VBA any difficulties observed during such inspection or at any time thereafter and shall not be responsible for correcting difficulties not reasonably anticipated at the time of execution of the Contract.
E. The Contractor shall give all notices and comply with all laws, ordinances, rules, regulations, and orders of any public authority bearing on the performance of the
Work and shall notify VBA if the Drawings and Specifications are at variance therewith.
F. The Contractor shall be responsible for the acts and omissions of all his employees and all Subcontractors, their agents and employees and all other persons performing any of the Work under a contract with the Contractor.
G. The Contractor, immediately after being awarded the Contract, shall prepare and submit for VBA's and the Architect's review, an estimated progress schedule for the
Work. This schedule shall indicate the dates for the starting and completion of the various stages of the Work and shall be revised as required by the conditions of the
Work, subject to VBA's and the Architect's review.
H. The Contractor at all times shall keep the premises free from accumulation of waste materials or rubbish caused by his operations. At the completion of the Work he shall remove all his waste materials and rubbish from and about the Project as well as all his tools, equipment, and surplus materials.
I. If the Contractor fails to clean up, VBA may do so, and the cost thereof shall be charged to the Contractor.
J. The Contractor shall forward all communications directly to VBA.
K. The Contractor shall be responsible for any cutting, fitting and patching that may be required to complete his Work. The Contractor shall not endanger any work of any other contractors by cutting or otherwise altering any work and shall not cut or alter the work of any other contractor except with the written consent of VBA.

SECTION 4: SCOPE OF WORK
4.1 FURNITURE PERFORMANCE SPECIFICATIONS
A. Systems Furniture
1. Continuous modules segmented stackable frame support for all system components and for the screen or panels.
2. Wall-attached components should allow access to cables behind removable covers.
3. Systems furniture carries a lifetime warranty.
4. Provide the following at both sides of the “spine” panel and at workstation along the spine panel.
• One isolated ground clean power outlet for computer
• One triplex with one voice and two data outlets
• Th duplex standard outlets
• All the above to be located 24” above finished floor
5. Individual components (e.g. overheads, lateral files, and pedestals) for each workstation shall be keyed alike with removable lock cylinder. VBA has the option to change the keying system without incurring any additional costs.
B. Systems Furniture Frame and Tile Specifications
Frames to accommodate non-progressive (the capability to remove a panel frame without disturbing adjacent frames).
1. Frames to accommodate hanging components on either side of the panel frame without requiring load balancing.
2. Frames to provide 90-degree angles.
3. Fabric covered tiled skins that carry a minimum of an STC rating of 24 and an NRC rating of .80 when used on both sides of the frame.
4. Performance trackable as per plan typical.
5. Slatwall skin as per plan typicals.
6. All frames to be heavy gauge steel construction.
7. Frames to allow for horizontal lay in capability versus fish through for all voice and data cables.
8. Frames to allow for a full range of component heights, “adjustable” in maximum 1-inch increments, except where screws are required in certain slot locations.
9. All overhead bins to be equipped with hydraulic closer, preventing sudden drop.
C. Work Surfaces Specifications
Work surface to be height adjustable and stand-alone component within panel.
Adjustable height work surfaces to be pneumatical with single hand operation for L shape work table. Ergonomic design which allows the user to adjust the work surface to a 27” to 46” high range.
D. Power/Electrical Requirements

1) Each Power way must have the conductors to support 4 or more circuits (3+1, or
2+2), and a 20-amp electrical system to interface with building power. A 3SN wiring schematic shall be available if necessary.
2) Panel shall have the ability to distribute and access multiple 10-wire systems within a single panel.
3) Power to be accessible below worksurface at 24” above finish floor.
4.2 MANUFACTURER DRAWINGS- PLANS AND ISOMETRICS OF TYPICALS
A. The Contractor shall generate and submit schematic design drawings for review and approval by VBA. The schematic design plans shall be of each private office typical and workstation typical in the form of both plan views and isometric views.
4.3 SHOP DRAWINGS DEVELOPMENT AND SAMPLES
A. The term "shop drawings" includes fabrication, erection, layout and installation drawings and other drawings and descriptive data pertaining to materials and products as required showing that the Work complies with the Contract Documents. The term
"manufactured" applies to standard units usually mass-produced. The term
"fabricated" means items specifically assembled or made from selected materials to meet individual design requirements. Shop drawings shall establish actual detail of all manufactured or fabricated items, indicate proper relation to adjoining work, and incorporate minor changes of design or construction to suit actual conditions. Shop drawings shall show materials, dimensions, and methods of assembly, relation to adjoining work and all other pertinent information. In checking shop drawings, the
Contractor shall verify all dimensions and field conditions.
B. The term "samples" includes natural materials, fabricated items or parts thereof as specified, and other samples as may be required to determine whether kind, quality, construction, workmanship, finish, color, and other characteristics of materials comply with requirements of the Contract Documents.
C. The Contractor shall generate installation drawings after schematic design plans are completed and approved by VBA. The Contractor is responsible to ensure the installation plans are compatible and in accordance with the manufacturer’s planning guides. The Contractor is responsible for ensuring all electronic drawings shall be compatible with VBA’s software and hardware capabilities. The Contractor is required to provide preliminary installation plans as well as three revisions per phase if required.
D. Installation Drawings deliverables shall include the following submittals:
1. All submittals and an electronic copy of Contract Documents shall be submitted to VBA.

2. Drawings shall be presented and separated per floor into the following 1/8 inch (MIN.) scale plans, but not limited to: panel, components, telephone, and data and electrical. A finish outline package may also be required.
E. Electrical Design Verification: The Contractor shall verify schematic design plans for voice and data termination point compliance and verify that all electrical connectors
(whips) necessary for installation have been provided to the building electrical contractor six weeks prior to scheduled installation. Additionally, the electrical specifications and requirements for the furniture will be provided along with the electrical connectors (whips). Any changes or incompatibility should be brought to VBA for coordination and resolution. The Contractor shall submit shop drawings and samples in accordance with an agreed schedule for submission of shop drawings and samples and with such promptness as to cause no delay in the Work. No extensions of time will be granted because of failure to have shop drawings and samples submitted in ample time to allow for processing. Subcontractors shall submit shop drawings and samples through the Contractor.
F. Coordination: The Contractor will be responsible for ensuring proper product application (e.g. panel heights in front of windows, etc.) and developing modified typical office/workstations with associated product list as necessary. All installation drawings and private office and workstation typicals will be coordinated with and approved by VBA.
G. Regulation Compliance: All installation drawings must meet any and all federal, state, local and ADA regulations applicable to this project. It will be the responsibility of the
Contractor to ensure applicable regulations are followed.
H. Room Numbering: Office/workstation room numbers must be included on all drawings same as shown on the Architect’s plans.
I. Shop drawings and samples shall be properly identified with the name of the Project, the Contractor, the Subcontractor and the date. An approved transmittal form shall accompany each lot submitted. Each drawing and sample shall have a clear space for the stamps of the Contractor and the Architect. Where clear space is not available on samples, submit with tags or stickers attached thereto.
J. Shop drawings and samples shall bear Contractor's stamp certifying they have been coordinated and checked by Contractor for completeness and compliance with the
Contract Documents. Submissions without this stamp and submissions which, in the
Architect's opinion, are incomplete, contain numerous errors, or have not been checked or have only been checked superficially will be returned for resubmission.
Proposed deviations from the Contract Documents shall be clearly noted on the submittals. The Contractor shall be solely responsible for any quantities and dimensions, which may be shown on the submittals.

K. Except for finish, color and other aesthetic matters left to the Architect's decision by the Contract Documents, the Architect's review of shop drawings and samples is only for the convenience of VBA in following the Work and shall not relieve the Contractor from responsibility for any deviations from the requirements of the Contract
Documents. The Architect's review shall not be construed as a complete check nor shall it relieve the Contractor from responsibility for errors of any sort in shop drawings, or from the necessity of furnishing any Work required by the Contract
Documents which may have been omitted on the shop drawings. The Architect's review of a separate item shall not indicate review of the complete assembly in which it functions. Approval of samples will not preclude the rejection of the completed
Work, if completed Work deviates from the sample submitted or does not otherwise comply with other Contract requirements. Samples shall show anticipated range of color and/or texture. The Architect may require additional submissions if the range is not satisfactory.
J. The Architect will review shop drawings and samples with reasonable promptness and will return them to the Contractor, with a copy to VBA, with the Architect's review applied thereto. Notations by the Architect which increase contract cost or time of completion shall be brought by the Contractor to VBA's and the Architect's attention in writing before proceeding with the Work. Each submittal will be reviewed by the
Architect indicating the appropriate action as follows:
i. "A NO EXCEPTIONS" means that fabrication, manufacture, or construction may proceed providing submittal complies with the Contract Documents.
ii. "B EXCEPTIONS NOTED" means that fabrication, manufacture, or construction may proceed providing submittal complies with the Architect's notations and the Contract Documents. When noted, resubmit for verification that comments have been complied with. If, for any reason, Contractor cannot comply with the notations, Contractor shall make revisions and resubmit as described for submittals reviewed "C REVISE AND RE-SUBMIT".
iii. "C REVISE AND RE-SUBMIT" means that a portion of the submittal does not comply with the design intent of the Contract Documents. Other portions of the submittal, as noted, may proceed with fabrication, manufacture, or construction providing submittal complies with the notations of the
Architect and the Contract Documents. Contractor shall make revisions and resubmit entire submittal only revising portions as noted.
iv. "D REFUSED" means that submittal does not comply with the design intent of the Contract Documents. Submittals stamped "D REFUSED" are not to be used. Contractor shall make revisions and resubmit.
All submittals shall comply with the Construction Documents.
K. Contractor shall make any corrections required by the Architect and shall resubmit corrected shop drawings or new samples until reviewed "A Action" or "B Action" by

Architect. Contractor shall direct specific attention in writing to all revisions other than the corrections requested by the Architect. No portion of the Work requiring a shop drawing or sample submission shall be commenced until the submission has been reviewed and actioned "A Action", "B Action" or "C" Action" in writing by Architect. All such portions of the Work shall be in accordance with Architect's reviewed shop drawings and samples.
L. The Architect's review shall not be construed as an indication that submittal is correct or suitable nor that work represented by submittal complies with the Contract
Documents, except as to matters of finish, color, and other aesthetic matters left to the
Architect's decision by the Contract Documents.
4.4 AS-BUILT INSTALLATION DRAWINGS
After the completion of site and field dimensions verification by the Contractor result in necessary changes to the installation plans, the Contractor is required to update the drawings to fully reflect the modified and final installation.
A. The final installation drawings shall be updated to reflect the installation changes of completions and acceptance of the installation of each phase/floor.
B. The COTR will review plans and provide comments of receipt of the drawings. If VBA requires additional changes, the Contractor will revise and submit final As-Built drawings to VBA within ten (10) working days after receipt of comment.
4.5 DELIVERY AND INSTALLATION
For all phases of this procurement, the Contractor shall be responsible for managing the delivery and installation of the product on schedule listed below and in accordance with contract requirements. Delivery and installation to be coordinated with COR (Contracting
Officer Representative) and must be performed during 6:00 pm to 6:00am. Non-noise installation may be performed during the business hour with COR’s written permission in advance.
A. Deliveries
The following delivery requirements must be adhered to:
1) The verification and accessibility of elevators, lobby, and corridor clearances are the responsibility of the Contractor prior to delivery and installation.
2) The Contractor must coordinate with the COR access to elevators and lobby entrances ten (10) working days in advance of delivery. The elevators may need to be available on a shared basis.
3) The Contractor will be expected to protect the insides of elevators and lobby entrances at all times during Contractor’s use with masonite boards on the floors, sturdy covering on the walls, and corner guards as necessary.
4) At least two weeks prior to the beginning of delivery and installation, the contractor’s representative, supervisor, and members of the installation crew
Veterans Administration Regional Office 22 must provide all necessary information to the VBA Regional Office and the Office of Facilities, Access and Administration Project Manager.
The Package may require:
1. Company Name, Address, Telephone Number
2. Supervisor’s Name and Social Security Number
3. Name and Social Security Number of each individual installer.
B. Installation
General duties and requirements to be fulfilled by the Contractor are as follows:
1) The Contractor shall provide full-time on-site management, coordination, and technical assistance.
2) All furnishings are to be installed per the approved installation drawings and manufacturer’s specifications.
3) All warranties must be protected at all times.
4) The Contractor shall reimburse VBA for costs associated with repairs due to the installation effort. It is incumbent upon the Contractor to identify any existing building damage prior to the commencement of installation and submit a daily checklist to VBA.
5) The Contractor will be expected to protect the inside of elevators and lobby entrances at all times during Offeror’s use with masonite boards or other material on the floors, sturdy covering on the walls, and corner guards as necessary.
C. Recycling and Trash Removal
1) Unless otherwise approved by the COTR as part of the Contractor’s recycling plan, the Contractor must remove all packing materials, debris, and cartons from the job site daily. The Contractor shall dispose of recyclables, trash, and packing materials from the installation site. For example, no recyclables, trash, or packing materials shall be disposed of or discarded in facility-provided recycling or trash containers or dumpsters.
2) The Contractor will be required to investigate and obtain proper permits for city furniture installation, and any other necessary permits. Parking must be coordinated with the COTR
D. Keys
1) The Contractor will be required to gather and organize keys during installation, with one key to remain in the office/workstation. All keys are to be packaged and labeled by building, floor, office/ workstation number, key number, office/workstation typical and by phase. Key packages are to be submitted to the
COTR upon completion of each phase.

2) Issue Resolution:
3) Unexpected conflicts during product installation must be brought to the COTR within one (1) hour of discovery for resolution and implementation.
E. Resolutions may include but not limited to the following:
1) The Contractor shall correct (at Contractor’s expense) any installation problems, which are the result of layouts, field verification, delivery errors, and damaged product.
2) All incorrectly shipped products shall be removed from the job site immediately unless otherwise authorized by the COTR and/or utilized in the next phase.
3) Damaged and/or missing product will be replaced by means that will prevent installation delays. Damaged product replacement will be at the Contractor’s expense. All damaged product shall be removed from the job site immediately.
4) The Contractor shall clean furniture and vacuum clean work areas.
F. Punchlist Requirements are as follows:
1) Within 24 hours after completing the product installation on each phase/floor, both the Contractor’s furniture dealer and installer shall be present to walk through the…
