This is a pre-solicitation notice only and does not constitute an invitation for bids (IFB); accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Questions will only be answered via an amendment to the solicitation once issued.
The Veterans Benefits Administration anticipates issuing a solicitation for the following project.
PROJECT TITLE: Renovate the 2nd and 3rd floor of BLDG 47 at the St. Petersburg Veterans Benefits Administration (VBA) Regional Office (RO) in St. Petersburg FL.
PROJECT SCOPE: The Contractor shall provide all management, labor, tools, supplies, and resources necessary for the complete renovation of the office space in accordance with the Specifications, Drawings and Statement of Work. North American Industry Classification system Code 236220 size standard of $36.5M, and an estimated magnitude of construction IAW VAAR 836.204, between $2,000,000 and $5,000,000.
PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida.
TENTATIVE DATES: An IFB with solicitation number 36C10E19D0001 will be issued on or about 04 April 2019.
Site visit will be held on 24 Apr 2019 at 9:00 AM EST; interested parties shall RSVP Scott.Russell@va.gov by 23 Apr 2019 at 1:00 PM to receive detailed site visit instructions.
Bids will be opened on or about 07 May 2019 and the anticipated contract performance will end 180 days after the issuance of the Notice to Proceed (NTP).
PLANS: Plans will be made available for inspection via electronically through https://www.fbo.gov/
POSTING OF INVITATION FOR BIDS: The IFB will be posted on https://www.fbo.gov/ any changes to this will also be posted on https://www.fbo.gov/ .
SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business (SDVOSB) concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected.
CHARGE FOR SOLICITATION DOCUMENTS: There is no charge for solicitation documents downloaded form https://www.fbo.gov/ .
SYSTEM FOR AWARD MANAGEMENT: Bidders shall be required to have a DUNS number and an active registration in System for Award Management (SAM) (www.sam.gov) to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. DUNS numbers shall NOT be in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
