Question & Answers for 36C10B19Q0256

1) I was notified of your FBO opportunity carrying synopsis number 36C10B19Q0256, and

I’m being asked to verify the place of performance. Is this something you’re able to provide?

Answer: Per the solicitation, the place of performance is 810 Vermont Avenue, DC /

1575 I St, DC / and 7100 Landover Rd, Md (Warehouse)

2) Can you please confirm the request above is for market research only and no award will result in the pricing provided? Also, when do you anticipate the installation date for new machine?

Answer: This posting is an actual solicitation, and not for market research purposes.

Award will be made the lowest priced, responsive, responsible offeror that conforms to the requirements of the solicitation. As required by the Vets First Contracting Program

(Public Law 109-461), consideration for contract award is limited to SDVOSBs that are registered and verified in Vendor Information Pages (VIP) database

(http://www.va.gov/OSDBU/index.asp) at time of submission of offer and at time of contract award. Accordingly, quotes submitted by SDVOSBs that do not meet the VIP verification requirements will not be considered.

Once a successful offeror is selected, installation will be coordinated with the Contracting Officers Representative. Delivery is expected within 30 days after contract award or Optional Task exercise.

3) When will all units need to be installed/start date of the contract?

Answer: Please refer to the answer to Question 2.

4) Would the government remove the request in Table 2.0 and consider soliciting separately for the production class device? Typically, devices such as this are part of a separate solicitation as they are highly specialized and custom in their requirements. At a minimum, would the government consider making this an option task?

Answer: At this time the Government will not split out the requirement. Based on the market research conducted, it was determined that that the full requirement could be met by a single vendor. Additionally, this cannot be made an optional task, as this requirement is part of the Governments base requirement.

5) Will the government allow installation of a monitoring tool (FM Audit) that uses SNMP v3 to monitor MIB information for supplies automation, meter gathering and proactive service alerts? This tool would comply with VA regulations and is currently on the VA’s TRM list.

Answer: The Government will allow for installation of monitoring tools that are part of the TRM. (https://www.oit.va.gov/Services/TRM/SearchPage.aspx)

6) Would the government please provide us with your monthly volumes for all of these devices? In order to provide the government with a proper and economical Firm Fixed

Pricing model, contractors will require historical volume information showing average monthly volumes for the fleet. Within this information, it is standard to include the split between Mono and Color volume to assist in pricing. Will the government provide this information?

Answer: Based on historical information, the Government estimates 10,000 B/W and 6,000 Color per month/per device.

7) Would the government be willing to extend the due date for this solicitation?

Answer: Extension is hereby granted to Tuesday, August 27, 2019 at 10:00 AM.

Offeror’s are cautioned that response must be received by the closing date indicated on the SF 1449 (or latest amendment) for the quote to be considered timely and considered for award of an order.

8) Please clarify that the monthly copy volume of 75,000 is divided between 15 units (avg.

5,000 per month each.)

Answer: Please refer to response to Question 6.

9) The C3070 is 70 ppm Color / 70 ppm B/W. Can you please revise the spec to 70 color /

70 B/W?

Answer: The Government will accept 70 ppm color / 70 ppm black & white. Please refer to updated Product Description.

10) The C3070 uses SNMP v2. Can you please revise SOW requirement to SNMP v2?

Answer: Yes, the Government will accept SNMP v2.

11) The C3070 does not have FAX MODEM Capability, please remove from the SOW.

Answer: The Product Description has been updated to remove the Fax Modem capability.
