QUESTIONS AND RESPONSES
RFP 36C10A-19-R-0008
August 19, 2019
1. Having read the FAR included by reference (specifically FAR 52.232-40 PROVIDING ACCELERATED PAYMENTS TO SMALL BUSINESSSUBCONTRACTORS), might you explain how accelerated payment may be requested and used with this contract.
Response: FAR 32.009-1 states:
Pursuant to the policy provided by OMB Memorandum M-12-16, Providing Prompt Payment to Small Business Subcontractors (and as extended by OMB Memorandum M-13-15 and M-14-10, both titled, Extension of Policy to Provide Accelerated Payment to Small Business Subcontractors), agencies shall take measures to ensure that prime contractors, upon receipt of accelerated payments from the Government, pay small business subcontractors on an accelerated timetable to the maximum extent practicable. This acceleration does not provide any new rights under the Prompt Payment Act and does not affect the application of the Prompt Payment Act late payment interest provisions.
There is currently no anticipation of the Government providing accelerated payments to the prime contractor.
2. After a thorough review of the RFQ, we do not find a limitation of number of proposals submitted. We would like to propose two completely different technical solutions. will both of them be accepted and evaluated for award.
Response: FAR 52.212-1 is already incorporated into this RFP by reference. The provision states in part:
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
