About this file

This document is a North Dakota statewide contract vehicle (Contract Number 096) for Data Architecture, Strategy, and Technology Consulting services. The contract involves multiple vendors across various IT service categories, and is established for use by North Dakota state agencies, state colleges and universities, K-12 schools, city and county governments, and nonprofit organizations established on behalf of public entities. Thirteen vendors are awarded under this cooperative purchasing contract, including 22nd Century Technologies Inc., Applied Engineering Inc., CATCH Intelligence, Da Vinci Software Solutions LLC, and others.

The contract covers twelve distinct technology service categories including Business Intelligence, Data Science, Application Development, Managed Services, Internet of Things, Robotic Process Automation, Artificial Intelligence, Agile, Digital Transformation, User Experience Design, Data Management & Governance, and Open Data. Pricing is structured with both on-site and off-site hourly rates that vary by role and experience level, ranging from junior positions at around $60-$80 per hour to senior and expert roles at $130-$300 per hour. Agencies can issue work orders through either direct assignment or competitive processes depending on the project's estimated cost, with projects under $250,000 having more flexible assignment methods and projects over $250,000 requiring more comprehensive vendor solicitation. Work orders over $25,000 must be reviewed and approved by the ITD Policy and Planning Division.

ND STATE CONTRACT INFORMATION

Term Contract Name:
Data Architecture, Strategy and Technology Consulting Contract Pool
Term Contract Number:
096

CONTRACT INTRODUCTION

The contract is for Data Architecture, Strategy and Technology Consulting services in a variety of categories. The State has an ongoing need for Information Technology (IT) professionals in a variety of categories for both project-based and staff-augmentation work. Multiple vendors have been awarded contracts in each of the categories. State agencies may use the template statement of work to obtain IT professional services through this contract.

Category Definitions

a. Business Intelligence - comprises the strategies and technologies used by enterprises for the data analysis of business information.

b. Data Science - is a multi-disciplinary field that uses scientific methods, processes, algorithms, and systems to extract knowledge and insights from structured and unstructured data.

c. Application Development - is the process of creating a computer program or a set of programs to perform the different tasks that a business requires.

d. Managed Services including rebadging, offshore, onshore and near-shore.

e. Internet of Things - is a system of interrelated computing devices, mechanical and digital machines, objects, animals or people that are provided with unique identifiers (UIDs) and the ability to transfer data over a network without requiring human-to-human or human-to-computer interaction.

f. Robotic Process Automation - is an emerging form of business process automation technology based on metaphorical software robots (bots) or artificial intelligence workers - SEE CONTRACT 096-1 AS WELL AS IT INCLUDES RPA.

g. Artificial Intelligence - is intelligence demonstrated by machines, in contrast to the natural intelligence displayed by humans.

h. Agile - is a type of project management process, mainly used for software development, where demands and solutions evolve through the collaborative effort of self-organizing and cross-functional teams and their customers.

i. Digital Transformation - is the use of new, fast, and frequently changing digital technology to solve problems.

j. User Experience Design - is the process of manipulating user behavior through usability, accessibility, and desirability provided in the interaction with a product.

k. Data Management & Governance - concept concerning the capability that enables an organization to ensure that high data quality exists throughout the complete lifecycle of the data.

l. Open Data & Open Data Source - is the idea that some data should be freely available to everyone to use and republish as they wish, without restrictions from copyright, patents, or other mechanisms of control. The goals of the open-source data movement are similar to those of other "open(-source)" movements such as open-source software, hardware, open content, open education, open educational resources, open government, open knowledge, open access, open science, and the open web. Paradoxically, the growth of the open data movement is paralleled by a rise in intellectual property rights.

m. Citizen Developer - is a user who creates new business applications for consumption by others using development and runtime environments sanctioned by corporate IT.
