The contract shall cover the State of Wisconsin, Department of Administration actual requirements for a one (1) year period and subject to renewal for two (2) one-year extensions if agreeable to both the bidder and State
PURCHASE ORDERS/INVOICES:
There shall be no formal Purchase Order Number issued for this contract. Use the contract number as the Purchase Order Number.
Invoices shall be submitted in duplicate after submittal of the final test report for each facility, to the address noted on the State Contract # 15-96283-300 Invoices shall identify cost of services provided at each specific location and identify the following:
1) Facility and location of the testing.
2) Cost for first emission test including associated analyses specified herein.
3) Number and cost for any additional testing authorized (particulate, sulfur dioxide, hydrogen chloride, etc.).
4) Cost for (EPA Method 9) Visible Emission (opacity) observations monitoring report associated with each particular test run done (if appropriate).
5) Cost for any rescheduling or cancellation of scheduled tests.
6) Individually itemized costs for any Testing Services Fee per the prices submitted by contractor on attachment “B bid form herein.
7) Total cost of the above.
Services Provided by the State of Wisconsin:
a. Scheduling of emission tests, providing written test plan and notifying appropriate DNR and EPA personnel of planned test.
b. Invite DNR and/or EPA agency personnel to witness the tests.
c. Record boiler-operating data in a manner acceptable to the regulatory agency for inclusion by contractor into final report.
d. Collection of solid fuel samples for required analysis.
e. Provide 115 volts, 20 amps single phase, and 60 Hertz grounded plug service within 20 feet of the base of the chimney or sampling location if different than chimney. (In most cases 220 volt power can also be provided but contractor must request ahead of time.)
F. State of Wisconsin will provide certified smoke readers for taking any required opacity readings, unless otherwise specified in the test plan.
Scheduling of Emission Tests:
Primary contractor will be provided with 30-calendar day written notice of scheduled test dates required by the State of Wisconsin Department of Administration. If the primary contractor is unable to meet the schedule, written notice must be provided to the Department of Administration within five (5) days of receiving the State’s test schedule notice.
The Department of Administration has the option to schedule emission testing with the secondary contractor if the primary contractor is not able to meet States’ schedule of required emission tests. The Department of Administration reserves the right to negotiate with either contractor if neither can meet original schedule.
Emission Testing:
Stack emission testing shall include needed flow measurements, as required to perform comprehensive EPA test methods.
Testing must commence by 8.00 a.m. on the date scheduled for testing unless otherwise agreed to by DOA.
The velocities of exhaust gases are often too low to be measured accurately with a type S pitot and a standard manometer, thus requiring the use of one-quarter inch scale manometers or micro-manometers. Nozzle sizes of 0.625 to 0.75 inch are common.
Stack testing shall be performed in accordance with latest Wisconsin DNR requirements, Wis. Adm. Code NR 439 and US EPA Reference Test Methods, 40 CFR Part 60, Appendix A. Specific methods to be followed include some or all of the following:
EPA METHOD 1 - Sample and Velocity Traverses for Stationary Sources.
EPA METHOD 2 - Determination of Stack Gas Velocity and Volumetric Flow Rate.
EPA METHOD 3 - Gas Analysis for Carbon Dioxide, Oxygen, Excess Air and Dry Molecular Weight.
EPA METHOD 4 - Determination of Moisture in Stack Gases.
EPA METHOD 5 - Determination of Particulates Emissions for Stationary Sources.
(Wisconsin DNR Method 5, Particulate including back half)
EPA Method 5, Particulate (no back half)
EPA METHOD 6 - Determination of Sulfur Dioxide Emissions from Stationary Sources.
EPA METHOD 6C - Determination of Sulfur Dioxide Emissions, instrument method may be used.
EPA Method 7E – Nitrogen Oxide, Instrumental
EPA METHOD 9 - Visible emissions observation.
Method 10B – Carbon Monoxide
Method 18 VOC
Method 23 - Dioxin and Furan
Method 26 – Hydrogen Chloride and Chlorine
Method 29 - Metals Emissions from Stationary Sources (Method 29 analysis to include: Arsenic, Beryllium, Cadmium, Chromium, Lead, Manganese, Mercury, Nickel, and Selenium)
Method 108 - Particulate & Gaseous Arsenic emissions
Relative Accuracy Test Audit (RATA) for the nitrogen oxide (NOx), and carbon monoxide (CO) continuous emission monitor, performed to the specifications of PS 2. (Methods 3A, 7E, and 10)
Report Results:
At the conclusion of the tests at each location, five (5) copies of a bound comprehensive final report shall be submitted to the Department of
Administration. The report shall summarize the test methods and findings of the series of emission tests. All reports shall have complete documentation attached as appendices of all test and analytical methods, field data, calculation summaries, boiler operating data, fuel quantity, fuel sample proximate analyses and equipment calibration data.
The final test report must (at a minimum) include the following information:
Introduction with summary of test program including: A listing of key personnel involved including facility, regulatory and test team (identify all team members);
name and location of facility, pollutants sampled; and dates of testing.
Summary table of test results, process description and operating parameters during testing; Description and schematic drawing of test location, including duct diameter, dimensions to disturbances, location and configuration of sampling ports, number and configuration of traverse points, port length and port diameter. Discussion of any problems encountered during testing, or special traversing or measurement schemes.
