Georgia Breakbulk Logistics Park Construction Contract
This is a sealed bid solicitation for construction services issued by the Golden Isles Development Authority for project J-30688.0002, the Georgia Breakbulk Logistics Park. The project entails installation of one full access driveway and one right-in right-out driveway including site clearing, grading, and associated infrastructure for a future industrial park located in Brunswick, Georgia. The work scope encompasses selective demolition, site clearing, earthwork, erosion and sediment control, water distribution systems, wastewater collection systems, storm drainage, paving, traffic control, and landscape restoration. Sealed proposals must be received at Thomas & Hutton, 1208 Newcastle Street, Suite 201, Brunswick, GA 31520 by 10:00 AM on March 10, 2026, at which time they will be publicly opened and read aloud. A mandatory pre-bid conference is scheduled for February 17, 2026 at 10:00 AM at Thomas & Hutton's Brunswick office. Contract completion is required within 180 calendar days for substantial completion and 240 calendar days for final completion, with liquidated damages of $1,000 per day for delays beyond the substantial completion date.
Bidders must be certified Georgia Department of Transportation (GDOT) contractors and must submit a 10 percent bid bond or certified cashier's check with their proposals. Performance and payment bonds, each equal to 100 percent of the contract price, are required of the successful bidder from a surety company licensed in Georgia with an "A" minimum rating. The bid documents are available for inspection at Thomas & Hutton's office or may be obtained for a non-refundable fee of $100 (plus shipping). The Owner reserves the right to reject any or all bids and to waive informalities. This solicitation represents a rebid of a previous event where only one proposal was received and no award was made; the project is being re-advertised to encourage competitive bidding. Contract documents include comprehensive technical specifications covering all work phases, with measurements and payments based on unit prices for most line items and lump sum pricing for items such as clearing, erosion control, and traffic control.

Successful Bidder, it will be accompanied by the required number of unsigned counterparts of the Agreement with all other written Contract Documents attached.
